A May 17, 2023 report said all 12 CDL franchises had input, but it cited unnamed sources and did not identify any player as a designer. CDL-themed Operator skins later appeared in an MW3 Launch Pack, though that does not confirm who created them.
What the 2023 report actually claimed
Dexerto reported on May 17, 2023 that all 12 Call of Duty League franchises were designing custom Operator skins and other cosmetics for the then-upcoming Modern Warfare 3. The report attributed the information to unnamed sources; it did not name designers or say that professional players personally created the Operators. Dexerto’s report
That distinction matters: team or franchise involvement is not the same as individual player authorship. The available reporting supports describing the work as franchise-led or team-branded design input, not as a confirmed project by named pros.
How much design input did teams reportedly have?
According to Dexerto’s unnamed sources, franchises would have some control over the appearance of their skins. Team colours would be incorporated, and selected details such as gloves or knee pads could be customized. The report characterized the scope as limited rather than unrestricted control over an Operator’s full design. These are reported details, not an Activision-published design specification. The same report briefly connected the project to team-designed Vaznev blueprints in Modern Warfare II. That provides context for CDL organizations’ branded in-game cosmetics, but does not establish who designed the later MWIII Operators.
Did the team skins make it into MW3?
Subsequent coverage described the CDL Launch Pack as available in Modern Warfare 3, featuring team-colour Mil-Sim Operator skins alongside other cosmetic items. This supports that CDL-themed Operator cosmetics eventually appeared in the game. It does not independently confirm the earlier account of the design process or credit particular players or teams as the creators. GGRecon’s CDL Launch Pack coverage

What Activision confirms about Operators
Activision’s MWIII Operator guide describes the SpecGru and KorTac factions, Operator unlock methods, and customization options such as skins and finishing moves. It confirms that Operators can have different appearances, but it does not document the CDL franchises’ reported role in creating team cosmetics.
There is also a difference between two official launch-era Operator counts. Activision’s guide says there were 24 new MWIII Operators at launch, while its October 2023 launch communications preview refers to 25 additional Operators. The pages do not explain whether this reflects a changed count or different scope, so neither figure should be treated as a settled reconciliation. Activision’s October 2023 launch overview
