“The program can’t start because certtmpl.dll is missing from your computer. Try reinstalling the program to fix this problem.” Other versions include “certtmpl.dll was not found” and “Error loading certtmpl.dll. The specified module could not be found.”
certtmpl.dll is a genuine Microsoft Windows component named Certificate Templates. It belongs to the certificate-management tools used with Active Directory Certificate Services (AD CS), Windows Server, and Remote Server Administration Tools (RSAT), rather than being a general-purpose game or application runtime.
Which fix applies to you
Use the situation that best matches your computer:
- The error appears when opening Certificate Templates,
certtmpl.msc, MMC, AD CS, or Server Manager: reinstall or repair the RSAT or AD CS management tools. - You use Windows 11 or Windows 10 Pro or Enterprise and recently removed RSAT: reinstall the relevant capability through Optional features.
- You use Windows Server: install the AD CS management tools with PowerShell.
- The problem began after an interrupted update, cleanup, disk problem, or unexpected shutdown: repair Windows with DISM, then run SFC.
- Windows Security quarantined the file: review Protection history before restoring anything.
- The file exists but Windows says it is invalid: check its location and digital signature, then repair Windows instead of replacing it manually.
- Certificate Templates opens but the template list is empty: this is probably an AD CS, Active Directory, permissions, connectivity, or publication issue, not a missing DLL.
- A normal consumer application or game reports the error: identify the actual calling program first. The message may be caused by a damaged Windows component or an application dependency, but there is no authoritative evidence that a particular mainstream game requires
certtmpl.dll.
Do not begin by downloading an isolated copy of the DLL. The correct repair depends on your Windows edition, build, architecture, and installed management features.
What certtmpl.dll does
certtmpl.dll is published by Microsoft Corporation and is part of the Microsoft Windows operating system. Its description is Certificate Templates.

The file is associated with:
- The Certificate Templates MMC snap-in
- Active Directory Certificate Services administration
- Windows Server certificate-management tools
- RSAT certificate-services management features
- The
certtmpl.mscmanagement console
Microsoft documents Certificate Templates as an administrative tool for managing certificate templates used by a certification authority. Microsoft servicing information has also shipped Certtmpl.dll together with Certtmpl.msc in RSAT-related packages.
This does not mean every Windows installation must contain the file. A typical Windows Home computer that has never installed RSAT or used AD CS administration may not have the corresponding management tools. The file’s version, architecture, language resources, and location depend on the Windows release and the installed feature.
Fix 1: Reinstall RSAT or AD CS management tools
This is the most likely fix when the error appears while opening Certificate Templates, MMC, certtmpl.msc, or AD CS administration.
Windows 11 and Windows 10 client computers
RSAT is installed as a Windows capability on supported editions, including Windows 11 Pro and Enterprise and Windows 10 Pro and Enterprise in Microsoft’s current documentation.
- Sign in with an administrator account.
- Open Settings.
- In Windows 11, select System, then Optional features.
- In Windows 10, select Apps, then Optional features.
- Choose View features or Add a feature, depending on the Windows build.
- Search for the RSAT certificate-services or AD CS management component.
- Select the relevant feature.
- Choose Next, then Install.
- Wait for Windows to complete the Features on Demand installation.
- Restart Windows if prompted.
The exact capability name can vary between Windows releases. Do not install an unrelated RSAT component simply because its name contains “certificate.” Use the feature associated with Active Directory Certificate Services or certificate-services management.
After installation:
- Press Windows key + R.
- Type
mmc. - Press Enter.
- Select File, then Add/Remove Snap-in.
- Select Certificate Templates.
- Choose Add, then OK.
If the snap-in loads, the missing component has been restored. If Windows cannot install the feature, note the displayed error code and continue with the servicing repair below.
Windows Server
On a Windows Server computer, open PowerShell as an administrator:
- Open Start.
- Search for PowerShell.
- Right-click Windows PowerShell.
- Select Run as administrator.
- Run:
Install-WindowsFeature RSAT-ADCS
Wait for the command to finish. If it reports that the feature was installed successfully, restart the server if requested and try opening the Certificate Templates snap-in again.
If the server does not recognize the feature name or cannot find the installation source, do not copy certtmpl.dll from another server. Check that the installation media and component source match the server’s edition, language, architecture, and build.
Fix 2: Repair Windows with DISM and SFC
Use this fix when RSAT is already installed but certtmpl.dll is missing, damaged, or rejected by Windows. It is also appropriate after a failed update, interrupted feature installation, disk problem, aggressive cleanup, or unexpected shutdown.
DISM repairs the Windows component store. SFC then checks protected system files and replaces damaged copies from that repaired source. Run them in this order.
Run DISM
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Allow the operation to finish. It may appear to pause for a while. Do not close the window while DISM is working.

Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent. SFC will report whether it found and repaired corrupted files.
Restart the computer, then try the action that originally produced the error:
- Open
mmc - Add the Certificate Templates snap-in
- Run
certtmpl.mscif it is installed - Reopen the AD CS management console
If DISM says that source files cannot be found, use a matching Windows installation source rather than an unrelated ISO or a DLL copied from another computer. Microsoft’s documented repair-source procedure uses /Source and /LimitAccess, but the source must closely match the installed Windows edition, language, and build.

Fix 3: Check Windows Update and Features on Demand
RSAT components are delivered through Windows servicing and Features on Demand. A failed update or incomplete capability installation can leave the management console present while one of its files is unavailable.
Install pending updates
- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available quality, cumulative, and feature updates.
- Restart the computer.
- Return to Windows Update and check again.
- Retry the RSAT installation.
If the same update repeatedly fails, do not keep attempting the RSAT installation without addressing Windows servicing. Run DISM and SFC first. If update errors continue, use Microsoft’s Windows Update troubleshooting guidance for the installed Windows release.
Check the Windows edition
Some RSAT features are not available on every Windows edition. To check:

- Note the Windows version and build.
- Open Settings > System > About.
- Check Windows specifications for the edition.
A Windows Home installation may not provide the same administrative features as Windows Pro or Enterprise. If the required RSAT capability is unavailable, the supported solution may be to use an appropriate administrative workstation or a supported Windows edition rather than manually installing the DLL.
Fix 4: Check Microsoft Defender quarantine
Security software can quarantine a legitimate Windows file after a mistaken detection or after system tampering. Check the quarantine history before attempting any restoration.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent actions.
- Look for an entry involving
certtmpl.dll. - Expand the entry and review its location, detection name, and action.
- Restore the file only if you have confirmed that it is a genuine Windows file from the expected system or feature path and the detection is a false positive.
If the file came from a third-party DLL download site, do not restore it merely because the filename is correct. Delete the file and run a complete security scan.
After a confirmed false positive, update Microsoft Defender and Windows, then reinstall the affected RSAT or AD CS feature. Reinstallation is safer than restoring an isolated file because it restores the component through Windows servicing.
Fix 5: Check the file’s path and signature
The presence of a file named certtmpl.dll does not prove that it is genuine or usable. A malicious or mismatched DLL can have the correct filename.
If you locate the file:
- Right-click it.
- Select Properties.
- Open the Digital Signatures tab.
- Check that the signer is Microsoft Corporation.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid.
- Review the Details tab for the file description, which should identify Certificate Templates.
The expected path depends on the Windows build and installed feature. Do not treat a file in a download folder, a temporary directory, or an application folder as a valid Windows component simply because its name matches.
If the signature is missing or invalid, remove the questionable copy and repair or reinstall the Windows feature. Do not overwrite a system directory with a file from another machine.
Fix 6: Do not use regsvr32 as a generic repair
regsvr32 is often suggested for DLL errors, but it is not a general-purpose DLL repair command.

Do not run:
regsvr32 certtmpl.dll
unless authoritative documentation for your exact component and Windows build specifically requires registration. A registration error does not prove that the DLL is missing, and successful registration would not repair a corrupt component store, wrong architecture, missing dependency, or incomplete RSAT installation.
Fix 7: Update a related driver only when evidence points to one
A display, storage, chipset, or security driver is not the normal owner of certtmpl.dll. Do not update every driver simply because a DLL message appears.
Consider a driver repair only if:
- The issue began immediately after a driver installation.
- Device Manager shows a warning icon.
- Event Viewer identifies a driver or service as the failing caller.
- The error occurs only when a specific hardware-management utility starts.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failing application.
- Look for a yellow warning icon.
- Right-click the device and select Properties.
- Review the General tab and Device status.
- Open the Driver tab.
- Choose Update Driver.
- Select Search automatically for drivers.
If the problem began after a recent update, the Roll Back Driver option may be available. Use it only when the timing clearly connects the driver change with the failure.

Fix 8: Use System Restore after a recent system change
If the error started immediately after an update, driver installation, cleanup tool, or software installation, System Restore may reverse the system change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, drivers, and installed programs while leaving personal files intact. It does not replace a proper backup, and it may not be available if protection was disabled or no restore point exists.
Why architecture and build matching matter
Windows components are not interchangeable across all systems. A 32-bit caller and a 64-bit caller can require different supporting components, and Windows Server files are not automatically suitable for Windows 10 or Windows 11.
Do not copy a 32-bit file into a 64-bit system directory, copy a 64-bit file into an application folder, or use a DLL from another Windows build. Even when the filename matches, the file may have different dependencies, resources, servicing metadata, or security signatures.
Microsoft update documentation has listed specific Certtmpl.dll versions for particular Windows releases, but there is no single current version or file size that applies to every supported installation. Use Windows servicing to obtain the version intended for your build.
If Certificate Templates opens but shows no templates
A missing DLL error and an empty certificate-template view are different problems.

If the console opens successfully but no templates appear, check:
- Whether you are connected to the correct certification authority.
- Whether the computer can contact the domain and Active Directory.
- Whether your account has permission to read or manage the templates.
- Whether the certification authority is publishing templates.
- Whether the templates are enabled for the relevant CA.
- Whether replication or connectivity problems are affecting the view.
Do not reinstall certtmpl.dll repeatedly for an empty template list. The file is functioning if the snap-in opens; the remaining problem is likely administrative configuration, permissions, publication, or connectivity.
What not to do
Avoid these common responses:
- Downloading
certtmpl.dllfrom a random DLL archive - Copying the file into
System32,SysWOW64, or an application directory - Replacing a signed Windows file with one from another computer
- Running
regsvr32without evidence that registration is required - Reinstalling Visual C++, DirectX, or .NET as a first response
- Assuming every Windows computer should contain the Certificate Templates tools
- Treating a generic loader message as proof that a specific game caused the issue
An unofficial replacement can contain malware, use the wrong architecture, belong to another Windows build, or fail to include the dependencies that caused the original problem. The safe sources are Windows Optional features, Windows Server feature installation, Windows Update, DISM, SFC, and System Restore.

Is certtmpl.dll a virus?
The genuine file is a Microsoft Windows component. A file with that name is not automatically safe. Check its location and Microsoft digital signature, and use Windows servicing if the file is missing or questionable.
