charlotte.dll Missing on Windows: Find the Caller Safely

The error messages you may see

Windows may display one of these messages:

  • “The program can’t start because charlotte.dll is missing from your computer.”
  • “This application has failed to start because charlotte.dll was not found.”
  • “The code execution cannot proceed because charlotte.dll was not found.”
  • “charlotte.dll is either not designed to run on Windows or it contains an error.”

The 60-second answer

charlotte.dll is not a verified Windows system file, Visual C++ runtime, or DirectX component. Third-party DLL databases claim it belongs to Telestream, but Telestream has not publicly verified that filename, version, path, or product association.

The strongest documented match is Charlotte, an offensive-security tool that generates a custom DLL payload. A file with this name can therefore be generated security tooling or malware rather than a normal, universally distributed library.

Do not download charlotte.dll from a DLL repository or copy it into System32. First identify the executable requesting it. If the file appeared unexpectedly, disconnect the computer from the network and scan it. If a known application needs it, repair or reinstall that application using its official installer.

What may have caused the error

The likely causes are:

  1. Antivirus quarantined or removed the file.
  2. A legitimate application installation is incomplete or damaged.
  3. The file was generated by Charlotte or another payload tool.
  4. Malware cleanup removed a DLL but left a startup entry behind.
  5. A program was moved, extracted incompletely, or partially uninstalled.
  6. The application has a separate runtime dependency, although there is no evidence that charlotte.dll itself is supplied by Visual C++.
  7. Windows component corruption is affecting the application indirectly.

The filename alone cannot identify the publisher or prove that a file is safe.

Step 1: Identify the program that requested charlotte.dll

Do not start by replacing the DLL. Find the caller and its full path.

If the error appears when opening a specific program

  1. Note the application name shown in the error window.
  2. Close the message.
  3. Right-click the application shortcut.
  4. Select Properties.
  5. Open the Shortcut tab.
  6. Record the path shown in Target.
  7. Open File Explorer and browse to that folder.
  8. Look for the application’s uninstaller, installer, or product name.

If the error appears when Windows starts:

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Select Startup apps.
  3. Look for an unfamiliar entry or one whose publisher is missing.
  4. Right-click it and choose Open file location.
  5. Record the executable path before disabling it.
  6. Right-click the entry again and choose Disable if it is unfamiliar.

Also check the location of charlotte.dll if it still exists. A file in a known vendor application folder is different from one found in %TEMP%, Downloads, a user profile folder, or an unexpected startup directory.

Check Defender history

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Expand any detection involving charlotte.dll, the calling program, or rundll32.exe.
  5. Record the detection name, file path, and action taken.

Do not choose Restore or Allow on device for an unexplained file. Microsoft’s Restore action returns a quarantined file to the computer, but restoration is appropriate only after you verify the parent application, publisher, digital signature, and hash with the software vendor or your security team.

If you find rundll32.exe launching charlotte.dll, treat that as an important warning. rundll32.exe is a legitimate Windows utility, but it can also be abused to load a malicious DLL export.

Step 2: Scan before attempting repair

If you do not recognize the program that requested the file, isolate the machine first.

  1. Disconnect Wi-Fi or unplug the network cable.
  2. Do not open the suspicious file.
  3. Open Windows Security.
  4. Select Virus & threat protection.
  5. Choose Scan options.
  6. Run Microsoft Defender Offline scan.
  7. Allow Windows to restart and complete the scan.

After Windows returns, open Protection history again and review the result. If the computer belongs to a business, stop and contact the security team rather than deleting evidence. Preserve the executable path, alert details, and timestamps.

A public malware analysis has examined a malicious sample named charlotte.dll, but that does not prove every file with this name is malicious. It does mean an unexpected copy deserves security triage rather than a replacement download.

Step 3: Repair the confirmed parent application

Use this fix when you know which application produced the error.

Try Windows’ built-in Repair option

  1. Press Windows + I.
  2. Select Apps.
  3. Choose Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the application.
  5. Select the three-dot menu on Windows 11, or select the application on Windows 10.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Start the application again.

A successful repair should remove the missing-file message without requiring a DLL copied from elsewhere. If Repair is unavailable or the error remains, use Uninstall, restart Windows, and reinstall the application from its official publisher-provided installer.

Do not restore a quarantined file and then reinstall over it without checking why antivirus removed it. If the installer is digitally signed and comes from the known publisher, allow the security product to rescan the fresh installation.

Repair from the application’s installer

Some desktop programs include a repair option in their installer:

  1. Open Settings > Apps > Installed apps.
  2. Select the application and choose Uninstall if no repair option exists.
  3. Restart Windows.
  4. Download the installer only from the application publisher’s official website or use the original verified installer.
  5. Right-click the installer and select Run as administrator.
  6. Choose Repair, Modify, or Install, depending on what the installer offers.
  7. Restart Windows and test the application.

If the program is a game, use its launcher’s Verify, Repair, or Verify integrity feature when available. The game launcher, not a DLL download site, should restore game-owned files.

Step 4: Check Visual C++ only when the error supports it

Installing Visual C++ may help when the message names files such as vcruntime*.dll or msvcp*.dll. There is no verified evidence that Microsoft Visual C++ supplies charlotte.dll.

If the application documentation specifically requires Visual C++:

  1. Confirm whether the application is 32-bit or 64-bit.
  2. Install the matching official Microsoft Visual C++ Redistributable.
  3. Install x86 for a 32-bit application, even on 64-bit Windows.
  4. Install x64 for a 64-bit application.
  5. Restart Windows.
  6. Launch the application again.

A 64-bit DLL cannot safely replace a 32-bit dependency, and the reverse is also true. Do not install several random runtime packages and assume that one will provide this filename.

Step 5: Repair Windows components

Use DISM and SFC when Windows itself appears damaged, multiple protected system files are failing, or Windows repair tools report corruption. These commands do not recreate an arbitrary application DLL or a generated payload.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the original application.

DISM should complete before SFC. If SFC reports that it repaired files, restart and test again. If it reports that some files could not be repaired, repeat the scan after DISM completes and review the application’s own installation rather than copying charlotte.dll into a Windows folder.

Step 6: Update or reinstall relevant drivers

Drivers are not a normal source of charlotte.dll, but update them if the error began after hardware software, capture software, graphics software, or a device installation changed.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Network adapters.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

For a clean reinstall:

  1. Open Device Manager.
  2. Right-click the affected device.
  3. Select Uninstall device.
  4. Enable Attempt to remove the driver for this device only if Windows presents that option and you have a verified replacement available.
  5. Restart Windows.
  6. Install the driver from the hardware manufacturer.

Do not use these supposed fixes

Do not download the DLL manually

Random DLL repositories can provide malware, the wrong architecture, an incompatible version, or a file that does not match the application’s expected exports. Manual replacement also leaves the damaged installation or malware persistence in place.

The safe sources are:

  • The confirmed application publisher’s installer.
  • Microsoft’s official runtime packages when the application actually requires them.
  • Your organization’s approved software distribution system.
  • A verified antivirus quarantine restoration after the file’s origin and hash have been confirmed.

Do not copy it into System32

System32 is not a universal DLL drop location. Copying an application-private DLL there can cause loading conflicts, obscure the real installation problem, or create persistence for malicious code.

Do not run regsvr32 automatically

regsvr32 is appropriate for a DLL designed to register COM or ActiveX components and expose the required registration entry points. A generated shellcode payload, ordinary runtime library, or application-private DLL does not become repairable through registration merely because its filename ends in .dll.

Do not use Windows Features as a guess

Windows Features can add components such as .NET Framework or legacy media components, but they do not provide a verified charlotte.dll.

If the application documentation specifically requires a Windows feature:

  1. Press Windows + R.
  2. Type optionalfeatures.
  3. Press Enter.
  4. Select the documented feature.
  5. Choose OK.
  6. Restart Windows if requested.
  7. Test the application.

Do not enable unrelated features to replace this file.

If the error remains after reinstalling

Collect these details before making another change:

  • The exact error text.
  • The executable that displays it.
  • The full path of that executable.
  • The location of charlotte.dll, if present.
  • The application publisher and installer source.
  • Defender Protection history.
  • The application’s digital signature status.
  • Whether the application is 32-bit or 64-bit.
  • Any Event Viewer error under Windows Logs > Application.

If the file is in %TEMP%, Downloads, a user profile, or an unexpected startup folder, treat it as more suspicious than a file inside a verified vendor-controlled application directory. If the warning returns after removal, investigate the process or scheduled task recreating it instead of restoring the DLL.

FAQ

Is charlotte.dll part of Windows?

There is no verified evidence that it is a Windows component. Microsoft’s documented Windows repair tools and Visual C++ packages do not identify it as a standard system file.

Is charlotte.dll a Visual C++ or DirectX file?

No verified evidence supports that. Install those components only when the application specifically requires them or names their usual runtime files.

Does charlotte.dll belong to Telestream or Wirecast?

Some third-party databases claim a Telestream association, but that attribution, version, path, signature, and product relationship are not verified by Telestream. Do not treat the claim as proof of authenticity.

Should I restore it from antivirus quarantine?

Only after confirming the parent application and verifying the file with the publisher or security team. For an unexplained file, leave it quarantined and scan the computer.

Can SFC restore charlotte.dll?

No. SFC repairs protected Windows components. It should not be expected to recreate an arbitrary third-party DLL or a generated payload.

What is the safest fix?

Identify the calling application first. If it is legitimate, repair or reinstall that application from its official source. If the caller is unknown or the file appeared unexpectedly, treat the event as a possible security incident and scan before attempting restoration.
