Which Cities: Skylines game is changing developers?
The announcement concerns Cities: Skylines II, not the disappearance of the original Cities: Skylines. Paradox’s statement, reported by OC3D on 18 November 2025, describes a handover of the sequel’s development. Notebookcheck’s report from the same date also identifies Iceflake Studios as the successor.
Who is taking over Cities: Skylines II?
Iceflake Studios, an internal Paradox studio based in Tampere, Finland, was named as the incoming developer. The announced remit covered existing and future development, including free updates, continued Editor and console-edition work, future expansions, and content packs.
Paradox Deputy CEO Mattias Lilja said the company was “eager to continue working for the passionate Cities: Skylines community and make sure to provide them with more content and new experiences.” That is a statement of intent, not a guarantee about the quality or timing of particular releases.

What was Colossal Order expected to finish?
Colossal Order said it would make a few more updates before leaving. The announcement named two pieces of work:
- Bike Patch: planned to add bikes and Old Town buildings, alongside bug fixes and general improvements.
- Editor asset support: a beta implementation intended to enable Asset Mods.
The announcement said these were expected before the end of 2025. That date describes the plan stated at the time; the cited reports do not verify whether each item shipped as described.

When was the handover supposed to happen?
Paradox announced that all development would transfer to Iceflake from the start of 2026. This is the announced timetable, not evidence that the transition was completed on that date. The available reports establish the plan but do not confirm its subsequent implementation.
Why is Colossal Order leaving?
The companies described the change as a mutual decision to pursue independent paths. Colossal Order CEO Mariina Hallikainen said the studio was excited to channel its experience and creativity into new projects aligned with its long-term vision. The announcement does not give a more specific cause, so claims of a dispute or a definitive business reason are not established.

Hallikainen also expressed confidence that the franchise would thrive under Paradox’s leadership. Iceflake Studio Manager Lasse Liljedahl called taking over the franchise “an immense honor and a great responsibility.” These are the companies’ own characterizations of the transition, not independent assessments of how future development will go.
