The budget changes were intended to make finances clearer and city income more predictable; the patch notes describe a change to how money was deducted, not proof that the problem was resolved for every player.
When did the update arrive?
Colossal Order announced the year’s final patch on December 11, 2023, then published the patch details and said the update was live on December 14. The developer’s December 11 announcement previewed the patch and the team’s priorities for 2024; the December 14 patch post recorded what was released.
This is a historical update, not the game’s latest patch. Paradox’s news listing includes later updates.
What did the December patch include?
The announcement described a broad patch covering performance, gameplay, and simulation, including work on traffic behavior, budget and money calculations, and resource storage. It also included two new maps, presented as a holiday gift. The cited announcement and patch-post text confirm the maps’ number but do not identify them by name, so their names cannot be established from those sources.

The announcement described the budget adjustments as an effort to make city finances more transparent and help players judge which services they could afford. The patch notes give a more specific mechanical change: “Replaced money buffering system with a new system that directly deducts the money (city’s income should be more predictable now).” That is the developer’s stated aim, not an independently demonstrated outcome or a guarantee that every budget issue was fixed.

For players managing a city, the stated budget change was about how money was handled: instead of buffering, the system would deduct it directly. Colossal Order said this should make income more predictable, while its announcement framed the broader budget work as improving transparency. The sources establish those intended changes, but do not provide measured results or evidence that the update eliminated budgeting problems across different cities.

The patch was one step in the game’s ongoing development. Paradox’s launch announcement concerned the 2023 release and planned platforms at that time; it does not establish current retail availability.
