citthreading.dll is an Adobe application DLL, not a Windows system file. If Windows reports that citthreading.dll is missing, was not found, or could not be loaded, repair the Adobe installation that owns it rather than copying a replacement into System32.
The file has appeared in Adobe Photoshop and Photoshop Elements installation folders. Public Adobe diagnostic reports show examples such as:

Adobe has not publicly documented the DLL’s exact internal purpose. Its name and association with Adobe’s CIT.dll suggest an internal threading component, but that remains an inference.

Reported citthreading.dll versions
The following builds have appeared in Adobe diagnostic material and public file indexes. The reported sizes are useful for comparison, but Adobe has not independently confirmed those size figures.

A matching filename is not enough to select a replacement. The DLL must belong to the same Adobe product, installation, architecture, and compatible build.
First, identify what is failing
Before repairing Windows, determine whether the problem belongs to Photoshop, Photoshop Elements, or another Adobe executable.
Common messages include:
- “The program can’t start because CITThreading.dll is missing from your computer.”
- “CITThreading.dll was not found.”
- “Error loading CITThreading.dll. The specified module could not be found.”
- “CITThreading.dll is either not designed to run on Windows or it contains an error.”
Then test the application directly:
- Press Windows, type Photoshop or Photoshop Elements, and open the installed application from the Start menu.
- If it opens, use File > Open and load a document.
- If it opens directly but fails when you double-click a
.psd, image, or other document, the likely problem is a stale file association. - If it fails during normal launch, continue with the Adobe repair steps below.
- If the message appears for a non-Adobe program, identify that program’s executable path. Do not assume it uses the same Adobe DLL.
Also check whether the message names citthreading.dll itself or a Microsoft runtime file such as msvcp110.dll, msvcr110.dll, msvcp120.dll, or msvcr120.dll. A “specified module could not be found” message can mean that CITThreading.dll is present but one of its dependencies is missing.
Fix 1: Update the Adobe application
An interrupted or incomplete Adobe update is the most likely cause. Update the affected application before removing it.
In Creative Cloud:
- Open Creative Cloud.
- Select Apps.
- Select Installed apps.
- Find Photoshop or the affected Adobe application.
- Select More actions beside it.
- Choose Check for updates.
- Install any available update.
- Restart Windows.
- Launch the Adobe application directly from the Start menu.
If the application now opens, test both normal launch and opening a document. If the update fails, the installation records or Creative Cloud client may be damaged. Continue with the repair or reinstall steps.
Fix 2: Repair or reinstall the exact Adobe application
Do not download citthreading.dll separately. Reinstall the Adobe product that installed it so the DLL and its related files are restored together.
For a Creative Cloud application:
- Open Creative Cloud.
- Select Apps > All Apps.
- Find Photoshop or the affected application.
- Select More actions.
- Choose Uninstall.
- Follow the prompts.
- Restart Windows.
- Open Creative Cloud again.
- Select Install for the same application.
- After installation, launch it directly and test the affected document type.
If Creative Cloud itself will not work:
- Use Adobe’s official Creative Cloud uninstaller.
- Choose Repair when that option is offered.
- Restart Windows.
- Try the application again.
- If repair fails, uninstall and reinstall Creative Cloud through Adobe’s official installer.
- Use Adobe’s Cleaner Tool only after normal repair and reinstallation have failed, and follow Adobe’s cleanup instructions carefully.
For Photoshop Elements, use the official Photoshop Elements installer associated with your license or purchase. The installer must match the installed product rather than just the DLL filename.

Check the installation path after reinstalling. Multiple Adobe versions can remain on a computer, and a shortcut may still point to an older, incomplete installation. Right-click the shortcut, choose Properties, and inspect Target. The path should point to the Adobe version you currently use.
Fix 3: Repair a stale file association
This fix applies when Photoshop opens normally from the Start menu but double-clicking a document produces the DLL error.
- Open Settings.
- Select Apps.
- Select Default apps.
- In Set a default for a file type or link type, search for
.psdor the affected extension. - Select the current default application.
- Choose the installed Photoshop executable you want to use.
- Close Settings.
- Double-click a document to test the association.
If the wrong Adobe version appears, select Choose an app on your PC and browse to the current Photoshop executable. Do not select an old installation just because its name looks similar.
You can also test the association by right-clicking a document, choosing Open with, selecting Photoshop, and enabling the option to always use that application.

Fix 4: Check antivirus quarantine
Microsoft Defender or another antivirus product may have quarantined the DLL or blocked an Adobe installer.
In Windows Security:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent events involving Photoshop, Photoshop Elements, Creative Cloud, or
CITThreading.dll. - If the file is clearly inside a genuine Adobe installation, follow your security product’s restore or allow process.
- Reinstall or update the Adobe application afterward.
- Launch the application and test it again.
Only restore a file when you can verify its location and Adobe origin. If the file came from a temporary folder, an unknown installer, or a random download, remove it and reinstall the Adobe application from its official source instead.
Protection History does not retain events indefinitely, so an older quarantine event may no longer be visible. If the problem began immediately after an antivirus update or Adobe installation, temporarily review the security product’s blocking history and installer controls rather than disabling protection permanently.
Fix 5: Install the correct Visual C++ runtime
Visual C++ repair is conditional. It is relevant when the error names a Microsoft runtime dependency, or when CITThreading.dll is visibly present but Windows says the specified module could not be found.

First check the Adobe application’s architecture:
- Start Photoshop or Photoshop Elements if possible.
- Open Help > About or the application’s system information area.
- Look for whether the application is 32-bit or 64-bit.
- If the program cannot open, inspect its executable in File Explorer or use the product’s installed-program information.
On 64-bit Windows, it can be correct to install both Microsoft architectures because different applications use different architectures. The package still needs to match the Adobe executable that is failing.
Use Microsoft’s official Visual C++ Redistributable downloads:
- Current v14 packages are listed as
vc_redist.x86.exeandvc_redist.x64.exe. - Older Adobe builds may require the Microsoft Visual C++ 2013 redistributable rather than only the newest package.
After installing the matching runtime:
- Restart Windows.
- Launch Adobe directly.
- Test the document association if that was also failing.
If the message specifically says CITThreading.dll is missing and the file is absent from the Adobe folder, Visual C++ installation alone will not restore it. Repair or reinstall Adobe.

SFC and DISM do not normally restore an Adobe application DLL. Use them when you also have broader Windows symptoms, such as damaged system features, failed Windows updates, or errors affecting unrelated protected Windows files.
Install pending updates first:
- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart Windows.
Then run DISM followed by SFC:
- Open Start.
- Type Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Restart Windows.
- Test Adobe again.
DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command is a substitute for reinstalling Photoshop or Photoshop Elements.

Fix 7: Check drivers only for broader graphics symptoms
A graphics driver is not an established normal cause of a missing citthreading.dll error. Consider driver troubleshooting only if Adobe also crashes with display-driver errors, the screen flickers, or other graphics applications fail.
To inspect the driver:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics adapter.
- Select Properties.
- Review the General and Driver tabs.
- Use Update driver if an appropriate update is available from Windows or the hardware vendor.
- Restart Windows and test Adobe.
If a recent driver update caused the wider problem, the Roll Back Driver option may be available in the same window. Do not remove a working display driver merely because citthreading.dll is missing.

Do not copy the file into System32 or SysWOW64
CITThreading.dll is an Adobe application file, not a Windows component. Copying it into C:WindowsSystem32 or C:WindowsSysWOW64 can create an architecture mismatch, leave unrelated programs loading the wrong file, and interfere with future Adobe updates.
Do not use random DLL download sites
A downloaded DLL may contain malware, belong to a different Adobe build, use the wrong 32-bit or 64-bit architecture, or lack its own dependencies. It also leaves the original Adobe installation incomplete. Use Creative Cloud or the official Photoshop Elements installer instead.

regsvr32 registers DLLs that expose the appropriate registration entry points, typically for certain COM components. There is no Adobe instruction establishing that CITThreading.dll should be registered. Running regsvr32 against it is not a general missing-DLL fix.
Do not treat SFC as a DLL downloader
SFC repairs protected Windows files. It does not normally retrieve ordinary Adobe application files. Run it only when there is evidence of broader Windows corruption.
Windows Features, DirectX installation, and Device Manager driver removal are not standard first-line fixes for this Adobe DLL. Use them only when separate symptoms justify them.
If nothing works
Check these less common possibilities:
- The Adobe installation is on a disconnected or failing secondary drive.
- Permissions prevent the application from reading its own folder.
- A firewall, antivirus product, or interrupted installer prevented files from being written.
- A damaged Windows user profile affects only one account.
- Disk errors or malware are affecting multiple applications.
Try launching Adobe from a new Windows user profile if the problem is limited to one account. Run a security scan and inspect disk health if other programs also report missing or corrupted files.
System Restore is a last resort when a recent installation or update clearly caused the failure. Press Windows, type rstrui.exe, open it, choose an appropriate restore point, and review which programs and settings may be rolled back.
