Civilization VII changes city development from a builder-driven system into a network of settlements with different roles. New settlements begin as towns, food-driven growth unlocks population you can assign to tile improvements or specialists, and cities expand by placing buildings into flexible urban districts. Town specialization, gold, happiness, adjacency, and age transitions now shape where and how you develop.
How towns and cities differ
Your capital begins as a city; settlements you found afterward begin as towns. The distinction is functional, not just a change in name. Cities are the main centers for production and building, while towns are lower-supervision support settlements.
Towns do not use the usual city production menu. Their production is automatically converted into gold, and they can be assigned a specialization. You can also spend gold to upgrade a town into a full city. That turns expansion into a strategic choice: keep a settlement focused on support or pay to give it the broader development role of a city. Firaxis described these core settlement rules in its November 7, 2024 developer diary.
What town specializations do
Once a town reaches a population threshold, you can choose a focus that directs its contribution to your empire. The diary describes examples including agricultural or fishing towns, mining towns, trade posts, fortified towns, religious enclaves, connection towns, urban centers, and industrial towns. The available choices can vary by age, so this is not one fixed menu for every settlement and era.

A specialization is set for the current age. Consider what the settlement’s location and your empire’s needs make useful: a town might support food, resources, trade, defense, religion, or connections rather than becoming another city. The choice is a tradeoff against spending gold to upgrade it, not a universally best option.
How growth replaces builder units
Builder units are removed from the tile-improvement process. Instead, food accumulates in a settlement’s growth store. When growth produces a population point, you assign it either to a tile improvement or to a specialist in an urban tile. That ties population growth directly to developing the settlement’s land and city center.

This describes the assignment mechanism, not a promise that every improvement is free or that every growth event works identically in every situation. The key change is that you no longer send a builder to improve a tile: population gained through growth is what you allocate.
How city buildings and districts work
In a city, placing a building creates an urban district; you do not first place a separate district of a specialized type. Districts start beside the city center and expand outward. Each urban tile has two building spaces, which can hold different building types, making placement and combinations more flexible than a system centered on separate specialized districts.

Building placement and adjacency
Building effects can depend on their surroundings, so where you place a building and what neighbors it matters. Adjacency bonuses are building-specific rather than a single universal district bonus. Plan around the structures already in place and the urban tiles available to the city.
Specialists
You can assign population to specialists in urban tiles instead of using it for a tile improvement. Specialists provide science and culture and can strengthen adjacency, but they consume food and happiness. The choice is therefore between developing a tile directly and using population for specialist yields and stronger building relationships.

Why happiness matters to development
Local happiness supports buildings and specialists. When local happiness is negative, other yields are penalized, so adding development without supporting happiness can undermine the settlement’s output. Happiness also has an empire-level role: accumulated happiness can contribute to celebrations. The settlement-level effects are the immediate consideration when deciding whether a city can support more buildings or specialists.
What happens to development when an age changes
Age transitions can change the value of existing structures. Some buildings and improvements retain their effects across ages. Others lose effects and adjacency bonuses while keeping their base yields; overbuilding lets you replace older structures whose age-specific benefits have declined.

That makes development a keep-or-replace decision rather than a guarantee that every structure remains equally useful forever. The developer diary describes the design, but it does not establish every current balance detail; check the latest official update notes for changes beyond that original explanation.

These are interacting decisions, not steps in a universal best-build sequence. Settlement roles, available gold, population, happiness, building surroundings, and the next age all affect what makes sense for a particular empire.
What the latest cited update does—and does not—establish
The official September 30, 2026 Update 1.5.0 hotfix discusses stability and performance work and addresses missing Treasure Resources in the Exploration Age and Factory Resources in the Modern Age. It explains that those resources had not previously all been required to appear in the random age-resource selection, and that this was changed. The announcement does not report a change to the foundational town, growth, or district rules described above; it is not a complete audit of every intervening update.
Separately, 2K’s September 5, 2026 announcement describes Arc of Tomorrow and the first paid expansion, Earthrise, announced for 2027. It says planned empire-management tools include recognizing settlements’ independence and releasing them as city-states.
