To run a CivilizationPack server, use the same Minecraft 1.18.2 Forge release on every computer, install Java 17, create a clean Forge server, copy in the official CivilizationPack Server Pack 3.24 files, accept Minecraft’s EULA, and then configure your firewall and router so players can reach the server. The current project metadata identifies CivilizationPack v3.24 — The Urban Update (First part) and a matching Server Pack 3.24 for Minecraft 1.18.2 Forge. Do not combine those files with an older 1.16.5 or 1.15.2 installation.

Which CivilizationPack version should you use?
Release matching is the most important part of a modded server. The current project listing captured for 2026 identifies the 1.18.2 Forge line and names CivilizationPack v3.24 — The Urban Update (First part) as the latest release. Its files listing includes Server Pack 3.24 for Minecraft 1.18.2 Forge. Install that exact combination unless the project page has since published a newer release.

| Minecraft | 1.18.2 | The server, Forge loader and clients must use the same game version. |
| Mod loader | Forge for 1.18.2 | A Fabric, NeoForge or different Forge build will not load the same mod set reliably. |
| Modpack release | CivilizationPack v3.24 — The Urban Update (First part) | Mod files, configs and world-generation expectations are tied to the release. |
| Server files | Official Server Pack 3.24 | A client profile alone is not a complete dedicated server. |
| Project scale | 297 active mods in the 1.18.2 edition | This is a large pack; allow time for startup, testing and troubleshooting. |
The project description reports 297 active mods for the 1.18.2 edition, while the project page reports 17,613 CurseForge downloads in 2026. Both numbers can change as the page is updated, so treat them as a snapshot rather than a performance guarantee.
What you need before installing
- A computer or managed host that can remain online whenever friends want to play.
- Java 17 installed and available to the account that will run the server.
- The Forge installer for Minecraft 1.18.2 and the CivilizationPack Server Pack 3.24.
- Enough free disk space for the server files, libraries, logs, backups and the generated world.
- Administrative access to the computer’s firewall and, for internet play from home, the network router.
- A backup location that is separate from the live world directory.
No authoritative project source publishes a CivilizationPack-specific minimum RAM allocation, guaranteed player capacity or universal performance setting. Do not choose memory from an invented “recommended” number. Start conservatively, watch actual memory use and tick performance, and adjust after you know how many people are playing and how heavily they explore.

Install a self-hosted server
1. Lock the release before downloading anything
- Write down the intended combination: CivilizationPack 3.24, Minecraft 1.18.2 and Forge for 1.18.2.
- Download the matching server pack rather than extracting a random client instance as a server.
- Tell every player to use that same release. Keep older pack archives out of the live directory so an accidental copy cannot overwrite a current file.
Do not mix a 1.16.5 or 1.15.2 configuration, mods folder or world with the 1.18.2 server. Even when a file has a similar name, its registry entries and world-generation data may belong to a different Minecraft version.
2. Verify Java 17
Minecraft 1.18 Forge server guidance calls for Java 17. Open a terminal or command prompt and run:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsjava -version
The output should identify a Java 17 runtime. If it reports Java 8, Java 11 or a different installation, install Java 17 and make sure the Forge launch script uses it. On a machine with multiple Java versions, the PATH used by the script can differ from the one used by your desktop terminal; verify both rather than assuming the version is correct.

3. Create a clean server directory
Create a new folder dedicated to this server, such as CivilizationPack-1.18.2-server. Avoid a folder containing another Forge installation, an old world or unrelated modpacks. A clean directory makes it possible to identify missing files and restore a known-good backup.
4. Install Forge into that folder
- Run the Forge installer that matches Minecraft 1.18.2.
- Select Install Server, not the client-only option.
- Choose the clean server directory as the destination.
- Allow the installer to download the Forge libraries and create its launch files.
When installation completes, leave the generated Forge files in place. The exact script names can vary by Forge build and operating system; use the generated Windows batch file or Unix-like shell script instead of inventing a command that omits Forge’s libraries.
5. Copy in Server Pack 3.24
Extract the official CivilizationPack Server Pack 3.24 and copy its contents into the Forge server directory. This normally includes a mods directory and configuration data. Merge folders rather than nesting them inside an extra directory: the server should see mods and config directly in its top-level folder.

Inspect the pack before the first launch. A client profile can contain graphics, minimap, menu or other client-only mods that a dedicated server cannot load. Remove client-only entries when the pack documentation identifies them; do not delete server-required libraries merely because their names are unfamiliar. If you are unsure whether a file is client-only, test from a copy and retain the original server-pack archive so you can start over.
6. Perform the first launch and accept the EULA
- Run the Forge script once. It may stop after creating files and displaying a EULA notice.
- Open the newly created
eula.txt. - Change
eula=falsetoeula=trueonly after reading and accepting Mojang’s EULA. - Save the file and run the Forge script again.
The second launch generates the world and completes mod initialization. Keep the console visible during this run; the first startup can take substantially longer than later restarts while libraries, registries and world data are created.
7. Set memory only after observing the server
Use the generated Forge launch script as the starting point. If it exposes JVM options for maximum and minimum heap, change them deliberately and keep a copy of the original script. Watch the console, operating-system memory use and in-game behavior with the expected number of players. A larger allocation is not automatically faster: leaving too little memory for the operating system can cause swapping, while an unnecessarily large heap can lengthen garbage-collection pauses.

Test with a copy of the world before changing additional JVM flags. The available evidence does not establish a CivilizationPack-wide RAM minimum, maximum player count or benchmark, so any setting you publish should be based on your own measured workload rather than a universal promise.

Local or same-network play
Start the server and have a player on the same home network connect to the host computer’s local address. The host firewall must allow the Java process to accept inbound connections. A local connection tests the modpack and server before you add router configuration, and it separates a mod-loading problem from an internet-reachability problem.
Internet play from a home connection
- Confirm the server is running and listening on the port shown in
server.properties. Minecraft Java servers commonly use port25565by default, but use the value in your file if it has been changed. - Create an inbound firewall rule that allows Java or the selected TCP port on the host computer.
- Give the host computer a stable local address, preferably through a router DHCP reservation, so a reboot does not invalidate the forwarding rule.
- In the router’s port-forwarding page, forward the selected external port to that local address and the same internal port.
- Give friends the reachable external address and port. Do not give them a private address such as
192.168.x.xunless they are on the same network.
Router menus differ by manufacturer, and some internet providers place customers behind carrier-grade NAT. If inbound forwarding is unavailable, use a reputable port-tunneling service or move the server to a managed host. Never publish your router’s administration credentials or open unrelated ports just to make Minecraft work.

Managed hosting
The official CivilizationPack project page directs readers to Akliz through its server-hosting image. VeryGames also has a CivilizationPack listing describing launcher-compatible installation and version selection. | Setup effort | Install Java and Forge, copy the server pack, accept the EULA and configure networking. | Usually uses a control panel or guided modpack installation. |
| File control | Direct control over mods, configs, worlds, scripts and backups. | Control depends on the provider’s file manager, permissions and import process. |
| Network exposure | You manage firewall rules, port forwarding and changing home addresses. | The provider normally supplies a public endpoint; you still manage access and server settings. |
| Backups and rollback | You must schedule, verify and store backups yourself. | Some plans automate backups, but retention and restore limits differ. |
| Recurring cost | Uses your electricity, hardware and internet connection; there is no universal project price. | Monthly cost varies with memory, CPU policy, storage, region and player limits. |
| Support for this release | You can install the exact files if the machine meets requirements. | Confirm that the panel supports CivilizationPack 3.24 or the replacement release before paying. |
Before choosing a host, verify the exact pack version, Minecraft and Forge versions, storage allocation, CPU and RAM policy, backup retention, modpack import method, server region, latency, cancellation terms and whether you can download your world. Promotional pricing or a generic “modpack supported” label does not prove that Server Pack 3.24 will install correctly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Configure the server after it starts
Keep administration files separate from the world
Stop the server before editing configuration or copying a backup. Keep dated copies of the world, server.properties, the config directory and any permissions or whitelist files. A backup made while the server is writing region files can be incomplete, so use a clean shutdown whenever possible.
Control who can join
Use the server’s whitelist and operator permissions rather than relying on an obscure address. Give operator status only to people who need it. Share the external address privately, and remove former players from the whitelist when access should end.
Read the changelog before upgrades
The official project page specifically warns that changelogs can contain useful information. Read the release notes before replacing mods or configs. Back up the world, test the new files in a separate directory and upgrade the server and every client as one operation. Never overwrite a working installation until the new release has successfully generated or opened a test world.

Prepare players’ clients
- Install the same CivilizationPack release as the server.
- Confirm the launcher reports Minecraft 1.18.2 and Forge for 1.18.2.
- Use the same server-required configuration files supplied with the release.
- Update only when the server administrator has updated the server and approved the release.
- Connect using the address appropriate to your location: the host’s local address on the same network or the public address for internet play.
“Nearly the same” is not enough for a heavily modded pack. A different mod revision, an extra client-required dependency or a changed configuration can produce a missing-mod error, registry mismatch or disconnect during login. When a player cannot join, compare the release number and the contents of the mods and required configuration directories before changing unrelated settings.
Quick Recap
Troubleshoot the common failures
| Symptom | Checks | Recovery |
|---|---|---|
| Server exits immediately | Check the Java version used by the launch script, confirm it is Java 17, and verify that Forge matches Minecraft 1.18.2. | Correct the Java path or install Java 17, reinstall the matching Forge server in a clean folder, then copy the server pack again. |
| Missing or mismatched mods | Compare the server-pack release with every client; inspect for a nested mods folder or client-only files. |
Download the official Server Pack 3.24 again, copy it into a clean Forge directory and remove identified client-only mods. |
| Friends cannot connect | Confirm the server is running, Java is allowed through the firewall, the selected port is forwarded to the correct local address and the external address is current. | Test locally first, then test from outside the home network. If port forwarding is blocked by the provider, use tunneling or managed hosting. |
| World or upgrade problems | Check that all clients and server files were upgraded together and that the changelog was reviewed. | Stop the server, restore the pre-upgrade world and configuration backup, and test the new release separately. |
| Long startup or lag | Review console warnings, memory pressure, disk space, player count and exploration load. | Allow the first startup to finish, remove unrelated background workloads, adjust memory gradually and avoid claiming a fixed player capacity. |
A repeatable maintenance routine
- Stop the server cleanly before backing up or replacing files.
- Keep at least one backup that is not stored in the live server folder.
- Record the pack, Minecraft and Forge versions in the backup name.
- Check available disk space before starting a long exploration session or upgrade.
- Review logs after each update and investigate new warnings before inviting everyone back.
- Test restores periodically; an untested backup is not a reliable recovery plan.
Final setup checklist
- Every client and the server use CivilizationPack v3.24, Minecraft 1.18.2 and Forge for 1.18.2, or the same newer release selected by the administrator.
- Java 17 is the runtime actually used by the Forge launch script.
- The official Server Pack is installed with its
modsandconfigdata at the server root. - Client-only mods have been removed from the dedicated server when required.
- The EULA has been accepted in
eula.txt. - The server starts successfully before networking is tested.
- The firewall and, for remote players, router forwarding allow the selected port.
- Players have the correct local or external address and the same pack release.
- The world and configuration have a restorable backup.
