The “Networking failed to start — Reason: HUENEME–NEGEV” message means Call of Duty: Modern Warfare III could not begin its online connection. It does not identify one specific fault: the cause may be an Activision outage, platform-service problem, router or NAT restriction, ISP routing issue, firewall, authentication failure, or damaged local files.
Check Activision’s live Online Services page first. If MWIII or your platform is experiencing an outage, no local fix—including reinstalling the game—will restore access until service returns.

- Several players or Call of Duty games are affected: suspect an Activision or platform outage.
- Only your home connection fails: test Ethernet or a phone hotspot, then investigate the router, NAT, DNS, or ISP route.
- Only one PC fails: repair the game files and check firewall or background software.
- The error persists across networks and devices: contact Activision Support rather than repeatedly reinstalling.

What HUENEME–NEGEV means
HUENEME–NEGEV is best understood as a Call of Duty online-connection startup failure. Activision does not provide a public glossary that assigns the code to DNS, a particular port, or one hardware component. The code alone cannot tell you whether MWIII, Activision, your platform, your router, or your ISP is responsible.

Activision’s MWIII connection guide starts with service status and then moves through the platform network, connection quality, router, bandwidth, NAT, UPnP, and port forwarding. Follow that order so you do not spend hours changing local settings during an outage.
1. Check Activision and platform status
- Open Activision Online Services.
- Select Call of Duty: Modern Warfare III if the page asks you to choose a game.
- Check the status for your platform.
- Check the relevant service separately: PlayStation Network, Xbox network, Steam, or Battle.net.
- Look for recent official maintenance or incident announcements.
If multiple platforms or Call of Duty titles are failing at the same time, wait for service restoration. Community posts can indicate that other players are affected, but they are not official outage confirmation. Do not reinstall MWIII, delete saves, factory-reset your router, or open ports while a confirmed outage is active.
2. Fully restart the game, device, and router
A dashboard exit may leave the game or launcher session running. Quit it completely.
Console
- Quit Call of Duty.
- Shut down the console completely.
- Unplug it for about 30 seconds, then restart it.
- Launch MWIII and test again.
PC
- Exit MWIII.
- Exit Steam or Battle.net completely, including its background process if necessary.
- Restart Windows, reopen the launcher, and start Call of Duty.
Modem and router
- Unplug the modem and router.
- Wait about 60 seconds.
- Reconnect the modem first and wait for it to regain the ISP connection.
- Reconnect or restart the router, then test MWIII.
For a combined modem/router gateway, reboot the single gateway and allow several minutes for it to reconnect.

3. Test another internet connection
A phone hotspot is a useful diagnostic test, not a guaranteed permanent solution.
- Close MWIII completely.
- Enable a phone hotspot and connect the console or PC to it.
- Relaunch Call of Duty and try to sign in.
- If it works, close the game, return to Ethernet or home Wi-Fi, and test again.

Hotspots may have strict NAT, high latency, carrier filtering, data caps, or extra charges, so do not treat one as an ideal long-term gaming connection.
4. Use Ethernet and reduce network congestion
Connect the console or PC directly to the router if possible. Activision recommends wired Ethernet because Wi-Fi can vary in reliability and bandwidth.
- Pause large downloads, cloud backups, streaming, and other game updates.
- Test when other household devices are not heavily using the connection.
- If Ethernet is impossible, move closer to the router.
- Use 5 GHz Wi-Fi when close to the router; use 2.4 GHz where range matters more.
- Avoid guest, hotel, school, office, or public Wi-Fi with restrictive gaming policies.
This can help with congestion, packet loss, and unstable Wi-Fi. It cannot fix an Activision service outage, and a high download speed does not prove that the route to Call of Duty’s services is healthy.

5. Check NAT, UPnP, and router settings
Check the NAT status shown by your console or game. Activision explains that Moderate/Type 2 and Strict/Type 3 NAT can limit connections compared with Open/Type 1 NAT in its NAT and port-forwarding FAQ.
Try UPnP first
- Sign in to your router.
- Disable old manual forwarding rules temporarily.
- Enable UPnP, save the change, and restart the router.
- Test MWIII again.
If UPnP does not help, consult Activision’s current port list and your router manual before configuring forwarding. The Activision page is dated February 3, 2026 and may change.

- PlayStation UDP: 3074, 3478–3479
- Xbox TCP: 3074

Activision also lists a broader PC/Battle.net set. Use its live guidance rather than an old forum list.
Do not normally combine UPnP and manual forwarding. Do not leave a console in a DMZ permanently. Activision describes DMZ as a temporary console test; remove the console afterward. Incorrect forwarding, double NAT, carrier-grade NAT, multiple consoles, or a wrong static IP can make connectivity worse. Undo experimental rules and return to a simpler UPnP setup if necessary.

Use this step when status pages are clear, other online games work, the hotspot test changes nothing, or the issue began after an update or interrupted installation.
Steam and Battle.net
- Update MWIII and the launcher.
- On Steam, use the game’s Verify integrity option.
- On Battle.net, use Scan and Repair.
- Restart the PC after repair and test again.
- Allow Call of Duty and its launcher through Windows Firewall.
- Temporarily close overlays, recording tools, input remappers, traffic shapers, and aggressive antivirus modules.
Activision’s MWIII troubleshooting guidance notes that third-party software can interfere with startup or gameplay. Do not download unofficial “HUENEME–NEGEV fix” executables or registry files.
PlayStation 4 and PlayStation 5
- Install console, MWIII, and Call of Duty content updates.
- Use Settings → Network → Set Up Internet Connection to reconnect and run the console’s connection test.
- Retest after a full console restart.
Xbox One and Xbox Series X|S
- Install system and game updates.
- Use Settings → General → Network settings to test the network and multiplayer connection.
- For certain connection problems, Activision lists Settings → Network → Advanced settings → Alternate MAC Address → Clear → Restart. Menu wording can vary by Xbox system-software version.
File repair and firewall checks are sensible local steps, but Activision does not document them as guaranteed HUENEME–NEGEV cures.

Use these steps only after checking service status and testing another connection. DNS changes may help name-resolution or ISP-resolver problems; they are not a proven universal solution for this code.

Windows
Open Command Prompt as administrator and run:
ipconfig /flushdns
netsh winsock reset
netsh int ip reset
Restart Windows, restart the router, relaunch Steam or Battle.net, and test Call of Duty.
You can also test a reputable public DNS provider:
- Cloudflare:
1.1.1.1and1.0.0.1 - Google:
8.8.8.8and8.8.4.4
On PlayStation, reconnect through Settings → Network → Set Up Internet Connection. On Xbox, use Settings → General → Network settings and run the network and multiplayer tests.
Should you reinstall Modern Warfare III?
Not as an early fix. Reinstallation cannot repair an Activision outage and is unlikely to help when the same account fails on another device or network. Repair files first on PC. A full reinstall becomes reasonable only after service checks, alternate-network testing, platform troubleshooting, and file repair fail—and mainly when the problem is limited to one installation.
If reinstalling did not help, especially when the error appears before the main menu or persists on another network, the cause is probably not corrupted game files.

Open a case through the MWIII support hub when the status pages are green but the error persists across multiple networks, the same account fails on different supported devices, or you suspect account linking or enforcement trouble.
Include:
- Platform and device model
- Ethernet or Wi-Fi connection
- NAT type
- Whether a phone hotspot works
- Whether other Call of Duty games fail
- The exact error wording
- Your time zone and the date and time of the failure
- What status checks, restarts, repairs, and network tests you already completed
If other accounts work on the same device while yours fails across networks, stop changing router settings and investigate Activision account management and support options instead.
Bottom line
Start with the live Activision and platform status pages, then use a full restart and hotspot test to identify where the failure is occurring. Ethernet, UPnP, file repair, and network resets can solve local problems, but no DNS tweak, VPN, port-forwarding rule, or reinstall can fix a widespread service outage.
