Pakistan already has competitive players, tournaments and school-level esports activity, but its national esports policy and federation were still being developed in October 2025. A February 2026 parliamentary update reported esports curriculum activity and coaches in five schools; it did not confirm that a national policy had been adopted or a federation formally established. The distinction matters: the scene is active, while several of the institutions meant to support its growth remain proposals or works in progress.
What Pakistan’s esports scene looks like today
Competitive play in Pakistan spans fighting games, shooters, battle royales, sports games and strategy titles. A landscape report hosted by TechDestination names Tekken, PUBG, Call of Duty, Valorant, Counter-Strike, Dota 2 and Need for Speed among games Pakistani players compete in. It highlights players including Arslan Ash, Atif Butt and Sumail Hassan, and reports Pakistani representation in Tekken World Tour top rankings. Those player and ranking claims come from a secondary industry report; tournament records are the better source for verifying a particular result.
The report also describes a history of locally hosted events, including the Pak-China Esports Friendship Cup, Dew Gamers Arena and Lahore Esports Festival. It says Raptr Games and IGN Pakistan, in partnership with HBL, ran three tournaments in 2024 featuring EA FC 24, Valorant and Tekken 8, with hundreds of players. It also reports that a 2023 Beaconhouse, Raptr and IGN EA FC 24 school tournament involved more than 1,000 students across four cities. These examples show organized activity, but the figures and event descriptions should be understood as reported by TechDestination, not as independently audited participation totals. Radio Pakistan reported an estimate of around 60 million Pakistanis directly or indirectly involved in esports, attributing it to PMYP Chairman Rana Mashhood Ahmad Khan in October 2025. The report does not provide a counting method, and “directly or indirectly” is broader than active competitive players. It should not be treated as a verified count of esports competitors. Policy and federation status: development, not completion
On July 29, 2025, the Government of Pakistan’s Press Information Department described a meeting at the Ministry of IT and Telecommunication intended to advance development of Pakistan’s first National Esports Policy and support the establishment of a Pakistan Esports Federation. The release records a commitment to formulate a policy; it is not evidence that the policy had been adopted or the federation constituted. In the same release, Federal Minister for IT and Telecommunication Shaza Fatima Khawaja said, “We have immense young talent; commercialization is the bottleneck. We seek your support to help Pakistani developers reach international markets.” Government of Pakistan, July 29, 2025.
A later Radio Pakistan report, dated October 21, 2025, likewise said the first policy and federation were still being developed. The latest dated official update in the material available here is a National Assembly committee release from February 24, 2026. It says esports had been introduced into the curriculum and coaches hired in five schools, but does not say that the national policy was adopted or a federation formally registered. School activity is therefore a concrete early step, not proof that a complete national governance structure is in place. National Assembly of Pakistan, February 24, 2026.
What officials have proposed—and what remains to be demonstrated
At an official esports development meeting on March 12, 2025, participants discussed recognition under national sports regulations, dedicated committees, arenas, training and coaching facilities, university esports clubs and scholarships, telecom packages, and clearer regulation and taxation. The announcement also described an esports academy pilot and arenas at two or three universities as plans. These are proposed directions, not confirmation that the facilities or programs are funded and operating. The areas to watch are connected: governance can set fair competition rules and accountability; reliable internet affects whether players outside major urban centers can participate; coaches, school programs and university clubs can widen access to structured practice; and arenas or training centers can give events a stable home. The policy question is not simply whether plans have been announced, but whether they receive funding, reach participants and produce accountable, sustained programs.

Education and skills
The February 2026 report of esports curriculum activity and coaches in five schools is the clearest cited indication of school-level implementation. Earlier proposals included university clubs and scholarships, training and coaching, and an academy pilot. Government officials have also connected gaming to game-tech and local game development. Shaza Fatima Khawaja’s July 2025 comments identify commercialization—helping Pakistani developers reach international markets—as a bottleneck. Training is more consequential when it links competitive play and game development to credible pathways for employment, funding, publishing or further study.
Connectivity and access
High-speed internet packages were among the topics raised in the March 2025 meeting. Connectivity is a participation issue as well as an infrastructure issue: stable access affects online practice and competition, while unequal access can limit who benefits from national programs. The announcement does not establish that dedicated esports packages have launched or that service quality has improved across the country.

Facilities, governance and inclusion
Arenas and training facilities were discussed as future investments, including possible locations at universities, but the cited announcement does not confirm operating venues. The July 2025 government release also highlighted responsible gaming education. That consideration is especially relevant when programs involve students: access to coaching and competition should be accompanied by guidance that supports healthy participation, not just more hours of play.
Gaming and animation initiatives are related, but not esports outcomes
In September 2025, the Government of Pakistan announced a Center of Excellence in Gaming and Animation initiative led by Ignite and HUM Network. Its announced targets were to incubate 200 startups over five years, train 10,000 people and provide 100 free coworking seats. These are targets, not verified completed outcomes, and they concern a broader gaming and animation ecosystem rather than competitive esports alone. They could support local development capacity if delivered, but the announcement itself does not demonstrate jobs, successful games or esports growth. Government of Pakistan, September 15, 2025.

Market projections are not measured results
The TechDestination report reproduces Statista estimates projecting Pakistan esports market revenue of USD 5.2 million in 2024, a 10.71% compound annual growth rate, and market volume of USD 8.7 million by 2029. These are reported forecasts, not confirmed realized revenue figures. They indicate expectations for commercial growth, but do not establish the actual size of Pakistan’s esports economy or how much income reaches players, organizers or developers.

What progress should look like
For players, families, schools and organizers assessing whether Pakistan’s esports development is moving beyond announcements, the most useful evidence is practical and verifiable:
- A formally adopted policy with clear rules, responsibilities and accountability.
- Confirmation of federation formation and its recognition, governance and competition framework.
- Schools, universities, coaching programs and facilities that are operating, with participation and funding details.
- Improved access to reliable connectivity beyond a small number of urban centers.
- Responsible gaming guidance for youth programs, alongside ways to participate safely and inclusively.
- Commercial pathways that connect local games and trained talent to publishers, employment, funding and international markets.
Team-based competitive games can make a gaming headset a useful communication accessory, but the cited landscape report does not test equipment, and a headset is not an established requirement for participating in Pakistan’s esports scene.
