Returning characters are not new debuts
The P3P collaboration announcement also says Makoto Yuki, Yukari Takeba, and Akihiko Sanada will return in Most Wanted Phantom Idol Contracts. It establishes a return opportunity, not a first appearance in P5X. The notice names the characters but does not, in the material cited here, establish a separate return window for each one.
