controt.dll is a legacy Microsoft IIS component, not a normal Windows gaming or desktop runtime file. If Windows reports that controt.dll is missing, first establish:
- Which program or website reports the error
- Whether the failure occurs while starting IIS, an ASP page, an installer, or an unrelated application
- Whether the machine hosts a Classic ASP application
- Whether the application was migrated from Windows Server 2003 or an older IIS release
- Whether the IIS application pool runs in 32-bit or 64-bit mode
- Whether antivirus software recently quarantined a file
- Whether the error is a missing-file message or an ASP COM activation error
The most important clue is MSWC.ContentRotator. That is the COM object used by old Classic ASP pages to create rotating content such as banners, notices, or other scheduled snippets. Microsoft documents its use with:
Set objContentRotator = Server.CreateObject("MSWC.ContentRotator")
If the error comes from an old IIS-hosted ASP application, restore or replace that application component through supported installation media. Do not begin by copying a similarly named DLL from a random download page.
What controt.dll is
controt.dll is associated with the Microsoft IIS MSWC Content Rotator utility. It belongs to the older IIS and Classic ASP application model, particularly IIS 5 and IIS 6-era deployments on Windows 2000 and Windows Server 2003.

The Content Rotator reads rotating-content data used by a Classic ASP site and returns content selected according to the application’s rules. An ASP page may call it through Server.CreateObject("MSWC.ContentRotator"), so a missing file can appear as an ASP server-object error rather than a standard Windows startup message.

Microsoft’s Server.CreateObject documentation identifies the MSWC.ContentRotator object and its ASP usage.
This is not:
- A Visual C++ Redistributable file
- A DirectX component
- A .NET runtime assembly
- A typical Windows 10 or Windows 11 desktop dependency
- A general-purpose game DLL
- A component that every IIS installation automatically includes
Classic ASP is an optional IIS application-development feature. Installing IIS or enabling ASP does not automatically prove that every older IIS utility component, including Content Rotator, is present.
Why IIS can be installed while controt.dll is absent
IIS 6 utility components were not all installed by default. Microsoft specifically lists Content Rotator among the utility components that could be absent even when IIS was installed. These components could remain after an upgrade from an older IIS version, but a new installation did not necessarily include them.

Newer IIS releases also use a modular installation model. Adding a web-server role or enabling one application-development feature does not guarantee that every legacy COM utility has been carried forward. Microsoft’s IIS component discovery guidance is useful when checking what a particular installation actually contains.
Fix 1: Confirm that the error really comes from IIS or Classic ASP
Before changing Windows, identify the process producing the message.
If the error appears in a browser
Check the page’s full error text and IIS logs. Look for terms such as:
MSWC.ContentRotatorServer.CreateObjectASP 0177Server object error800401f3- A failing
.asppage
An error such as:
Server object error 'ASP 0177 : 800401f3'
Server.CreateObject Failed
means IIS could not create the requested COM object. It does not prove that controt.dll itself is missing. The class may be unregistered, incompatible with the worker process, absent from the server, or unsupported on the newer operating system.
If an ordinary desktop program or game shows the message
Check the filename carefully and identify the program’s publisher. There is no evidence that ordinary modern games commonly require the IIS Content Rotator. A launcher or installer may be displaying a bad dependency message, or the name may have been misread.
Use the application’s own repair or verify-files function only if the application demonstrably supplied the component. Do not install IIS merely because a non-IIS program displays a DLL message.

If the message appears during an IIS migration
Inspect the old server’s ASP source and configuration. Search the site’s .asp files for:

Also search for:
CreateObject
Server.CreateObject
A direct reference to MSWC.ContentRotator is strong evidence that the old application needs this component or a code replacement for it.
Fix 2: Install the IIS features required by the application
On Windows 10 or Windows 11, enabling IIS and Classic ASP can restore the web-server foundation, but it is not a guaranteed way to obtain the old Content Rotator component.
Enable IIS and Classic ASP
- Press Windows and type Windows Features.
- Select Turn Windows features on or off.
- Expand Internet Information Services.
- Expand World Wide Web Services.
- Expand Application Development Features.
- Select ASP.
- Select ISAPI Extensions and ISAPI Filters if the application requires them.
- Expand Web Management Tools and select IIS Management Console if it is not already enabled.
- Select OK.
- Restart the server if Windows requests it.
Microsoft’s ASP configuration and setup documentation covers the Classic ASP feature.
After installation, open Internet Information Services (IIS) Manager, select the affected site, and verify that ASP is enabled in the site’s configuration. Test the application from the server itself before exposing it externally.
If Classic ASP works but the page still fails at MSWC.ContentRotator, stop treating this as a generic IIS installation problem. The legacy utility component is probably absent, unregistered, incompatible, or no longer supported by that server version.
On Windows Server, use:
- Open Server Manager.
- Select Manage.
- Select Add Roles and Features.
- Choose Role-based or feature-based installation.
- Select the target server.
- Expand Web Server (IIS).
- Expand Web Server.
- Expand Application Development.
- Select ASP.
- Complete the wizard and restart if required.
Installing this role service supplies Classic ASP support. It should not be described as a guaranteed installation method for controt.dll.
Fix 3: Use the original IIS 6 media or Resource Kit
For a genuine old application that still requires Content Rotator, the safest restoration path is the original supported deployment source.
Microsoft states that the IIS 6.0 utility components, including Content Rotator, were supplied through the IIS 6.0 Resource Kit. The official IIS 6.0 Resource Kit download page is the correct starting point.

- Confirm that the application actually calls
MSWC.ContentRotator. - Record the current server’s Windows, IIS, and worker-process architecture.
- Locate the application’s original deployment instructions or installation media.
- Review the official IIS 6.0 Resource Kit information.
- Test the component on a controlled, isolated server before changing production.
- Install and register it using the instructions for that historical IIS release.
- Configure the application pool and permissions to match the old application’s requirements.
- Test the ASP page locally.
- Review the IIS logs and Windows Event Viewer.
- Only then decide whether the application can remain on that server.
IIS 6.0 and Windows Server 2003 are obsolete platforms. The Resource Kit is a historical restoration source, not a modern runtime recommendation. Do not place an unsupported server directly on the public internet simply to keep an old ASP page running.

If the application is business-critical, the better long-term solution is usually to remove the Content Rotator dependency. Replace its output with application code, static content, a supported server-side component, or a modern application feature. The exact replacement depends on what the ASP page uses the rotator to display.
Fix 4: Check whether the file was quarantined or removed
Security software, cleanup utilities, incomplete migrations, and disk problems can remove a component that was previously installed.
Check antivirus quarantine
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
controt.dll. - Check the file path, detection reason, publisher information, and timestamp.
- Do not restore it automatically.
- Confirm that it came from the intended IIS installation or a trusted backup.
- If it is trusted, use the security product’s restore and allow-list process.
- If it is not trusted, leave it quarantined.
- Reinstall the originating IIS component or restore the server from a known-good backup instead.
A file that merely has the right name is not necessarily the correct file. A replacement must match the application, operating system, architecture, dependencies, registration, permissions, and security expectations.
Check the original installation and backup
Look in the old server backup, deployment package, or documented IIS installation source. Avoid assuming that a particular System32 or SysWOW64 path is correct. Historical IIS releases and installation modes did not all use the same layout, and placing the DLL in an arbitrary folder does not register its COM class.
Fix 5: Separate a missing file from a registration failure
These problems look similar but require different repairs.
A missing file
A missing-file message may name controt.dll directly. Confirm the message, then verify the intended installation source. Do not download a replacement from an untrusted archive.
An unregistered COM class
An ASP activation error can occur when the file exists but Windows cannot create the requested COM class. This may involve missing registration, incorrect permissions, a wrong architecture, or an unsupported server version.
A process-architecture mismatch
Historical builds of this component are associated with 32-bit IIS and COM usage. A 32-bit component may fail when loaded by a 64-bit worker process, even when the file is present.
Check the application pool:
- Open IIS Manager.
- Select Application Pools.
- Select the pool used by the affected site.
- Select Advanced Settings.
- Find Enable 32-Bit Applications.
- Compare the setting with the application’s documented architecture and the component’s architecture.
- Apply the correct setting only after testing in a maintenance window.
- Recycle the application pool.
- Test the ASP page again.
Do not switch the setting blindly. A change that fixes one legacy component can break other native modules used by the same application.
Does regsvr32 apply
regsvr32 is not a universal DLL repair command. It applies to a DLL that exposes the COM self-registration entry point, such as DllRegisterServer. It cannot recreate a missing file, repair an unsupported component, or supply dependencies.

Microsoft’s regsvr32 documentation explains its purpose.
Do not run this command blindly:
regsvr32 controt.dll
First confirm all of the following:
- The DLL came from the correct IIS installation source
- The historical component is intended for that operating system
- The file exposes the required registration entry point
- The registration utility matches the DLL architecture
- You have a backup and a rollback plan
- The application vendor’s or original deployment documentation calls for registration
If a 32-bit registration is required on a 64-bit Windows installation, the correct 32-bit regsvr32 utility must be used. The exact command path varies by Windows architecture and should be determined from Microsoft’s documentation and the original deployment instructions. Do not guess between system folders.
Fix 6: Repair Windows components when corruption is plausible
DISM and System File Checker are useful when an installed Windows component is damaged. They cannot install a legacy IIS utility that was never part of the current image.
Run DISM
- Open Start.
- Type Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Restart Windows.
Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart and test IIS.
Microsoft provides guidance for DISM component-store repair and the sfc command.

Drivers are not the normal cause of an MSWC.ContentRotator activation failure. Do not update graphics, chipset, or DirectX components as a substitute for restoring IIS.

- Select Device Manager.
- Expand the device category related to the reported hardware.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Check the provider and driver status.
- Use Update Driver only with a driver from the hardware manufacturer or Windows Update.
- Restart and retest the original application.

Why copying controt.dll is usually the wrong repair
Manually copying a DLL can leave the real problem untouched:
- The COM registration may still be absent
- The file may be the wrong architecture
- The build may not match the IIS release
- Required dependencies may also be missing
- File permissions may prevent IIS from loading it
- The worker process may be incompatible
- Security software may quarantine it again
- The application may require migration rather than restoration
Do not use registry cleaners, do not copy the file into an arbitrary Windows directory, and do not install Visual C++, DirectX, or .NET expecting them to provide this IIS component. Those packages are not evidence-based fixes for MSWC.ContentRotator.

The safe sources are the original application deployment media, a known-good server backup, the appropriate Microsoft IIS documentation, and the official Microsoft IIS 6.0 Resource Kit information.

A site that worked on Windows Server 2003 may fail on a newer server because the old utility component is absent, the COM class is not registered, the process architecture changed, or the component is unsupported.
Use this migration sequence:
- Back up the ASP source, configuration, database, and content.
- Search the source for
MSWC.ContentRotator. - Inventory every native COM dependency.
- Install only the IIS role services the application needs.
- Confirm the application pool’s identity, permissions, and 32-bit setting.
- Test on an isolated server.
- Review ASP and IIS logs.
- Decide whether to restore the old component temporarily or remove the dependency.
- Keep the legacy server isolated if restoration is unavoidable.
- Plan a migration away from obsolete IIS utilities.
A clean migration is preferable to carrying an unsupported COM component onto a modern public-facing server.
FAQ
Is controt.dll part of Windows 10 or Windows 11?
It is not something modern Windows installations can be assumed to include. It is a legacy IIS utility associated with Classic ASP and older IIS generations.
Is it part of .NET, DirectX, or Visual C++?
No evidence connects it to those runtimes. It is associated with the IIS MSWC.ContentRotator COM component.

Enable IIS and Classic ASP only when the affected program is genuinely an ASP application. That may provide the required web-server features, but it does not guarantee that the legacy Content Rotator utility is installed.
Can I run regsvr32 controt.dll?
Not blindly. regsvr32 works only when the DLL supports COM self-registration, and the correct utility must match the DLL architecture. Registration also cannot repair a missing or unsupported component.
Why does the file work on Server 2003 but not a newer server?
The newer server may not include the IIS 6 utility, may use a different worker-process architecture, or may not support the historical component in the same way.
Is a missing controt.dll message in a game normal?
No. Verify the filename and identify the program producing it. The Content Rotator is an IIS and Classic ASP component, not a normal game dependency.

When should I stop repairing it?
Stop restoring the DLL when the application can be migrated, when the component cannot be supported safely, or when keeping it requires exposing an obsolete server. Replace the Content Rotator dependency or isolate the legacy application while planning its retirement.
