Yes—Counter-Strike 1.3 was released. The archived official Counter-Strike site published its general release announcement on September 21, 2001, saying version 1.3 was out for both the mod and retail versions. The same page gives other dates for the changelog and Linux port, which explains why accounts of the release date differ.

The archived official Counter-Strike announcement is dated September 21, 2001, and states that Counter-Strike v1.3 for both the mod and retail versions was available. That is the clearest date for the general release announcement.

No such version identification is made in Valve’s current Steam listing. Valve identifies Counter-Strike as a game it developed and published and gives the original game’s release date as November 1, 2000; the listing does not say that its Steam version is build 1.3.
