What happens if you play with a cheater?
Valve’s September 27, 2023 release notes stated: “When one or more party members get convicted of cheating and permanently banned, all their associates will be penalized with loss of Profile Rank and CS Rating.”
The trigger described is a party member being convicted of cheating and permanently banned. Valve’s wording says associates will be penalized; it does not define in that sentence how broadly “associates” are identified or describe an appeal process. The stated consequences are loss of Profile Rank and CS Rating.
What was the separate Premier matchmaking restriction?
The same patch notes said players without an already-established CS Rating could not party in Premier matchmaking with players who had a “very high” CS Rating. The notes did not give a numeric threshold for “very high” in the passage describing this rule.

This is distinct from the associate penalty: the Premier rule limits who can party together based on rating status and level. It does not say that an unrated player is automatically penalized for playing with someone who has a high rating.
Why was the associate rule linked to boosting?
Contemporary coverage by HotHardware framed the penalty as a way to discourage boosting through association with cheaters. The concern is that a player could benefit from queuing with a cheating account; a penalty tied to the cheater’s conviction and permanent ban could make that association costly.

That is an interpretation of the rule’s anti-boosting purpose, not evidence that Valve measured its success. The cited Valve notes announce the policy but do not report how many accounts it affected or whether it reduced boosting or cheating.

The available sources do not establish whether the 2023 rules changed cheating, boosting, or ranking manipulation rates. They provide no before-and-after figures, enforcement totals, or independent evaluation of this particular policy. Counter-Strike continued to receive updates, including October 3, 2025 update notes, but those notes do not evaluate the 2023 matchmaking rules.
