Counter-Strike skin gambling is the use of tradable in-game items as stakes or prizes in betting, lotteries or games of chance on third-party services. It is distinct from opening a randomized case inside the game, even though both activities involve skins. Whether either activity is legally gambling depends on the jurisdiction and the details of how items are valued, staked and transferred.
What is Counter-Strike skin gambling?
A skin changes the appearance of a weapon but does not change its performance. In skin gambling, players put skins at risk—or stand to win them—through activities such as betting on an esports match, entering a lottery or playing a casino-style game.

The activity grew out of the Counter-Strike: Global Offensive community after Valve’s 2013 Arms Deal Update introduced weapon skins obtainable through play, trading and case openings. The UK Department for Culture, Media and Sport’s 2025 rapid evidence review traces the development of skin gambling to that update and its surrounding community.
Skins are digital items, but they can have economic value. The Swedish Gambling Authority describes possible routes that include using winnings in the game, exchanging them for Steam Wallet funds through Steam, or selling them for money through a third party. Those are possible routes, not a promise that a particular skin can be cashed out or will sell for a particular amount.

How does skin betting work?
A third-party service can use skins as the wager, the payout, or both. The UK government review describes several formats found in the literature, including:
- Esports betting: wager skins on the outcome of a Counter-Strike match.
- Lotteries: contribute skins for a chance to win an item or pool of items.
- Casino-style games: stake skins in games such as dice, mines, crash, upgrade games or wheels.
In broad terms, a player transfers or commits an item, a match result or chance-based game determines the outcome, and the service awards or withholds items according to that result. The exact mechanics vary by service. A description of formats in the government review does not confirm that any named site currently operates or that Valve endorses it.

Historically, some third-party sites used Steam-related trading infrastructure. In a 13 July 2016 statement, Valve said sites used OpenID to establish Steam account ownership and automated Steam accounts to make calls resembling those of individual users. Valve said that operating gambling businesses through Steam’s API and in breach of its user agreements was not allowed. It also said it had no business relationships with skin gambling sites and had never received revenue from them. Those are Valve’s statements about its position at that time.
How skin gambling differs from opening a case
These activities can both involve chance and skins, but they are not interchangeable. A case opening is a randomized reward mechanic inside the game; skin betting involves staking skins on a match, lottery or other game, often through a third party.

The table describes broad activity types, not a legal ruling for every game or jurisdiction. A regulator or court may consider the specific stake, prize, transferability and value involved.
What does the evidence say about harm?
The UK Department for Culture, Media and Sport’s 2025 review found that multiple studies, using different populations and methods, associated participation in skin gambling with higher scores on validated measures of problem gambling or gambling harm. Many studies found associations even after accounting for other gambling, but observational findings do not prove that skin gambling alone caused a person’s difficulties. The review also reports that chance-game skin gambling may have a stronger association with harm than esports skin betting in some studies; that should not be generalized to every player or study.

Several figures illustrate why the samples and measures matter:
- Sweden, USUF 2021: 8% of 16–17-year-olds and 6% of 18–19-year-olds had played for skins, according to figures from the Swedish Public Health Agency cited by the Swedish Gambling Authority.
- Separate Swedish web-panel survey: 27% of young players had participated in skin betting, according to the Swedish Gambling Authority. Its guidance page does not state the survey date. This is a different sample and measure from USUF 2021, so the figures are not a single trend or directly comparable prevalence series.
- Australian adolescent qualitative sample: Hing et al. (2024), as reported in the UK government review, found that 53% of at-risk or problem gamblers and 12% of non-problem gamblers in the selected sample had bet using skins in the preceding 12 months. Because the sample was qualitative and selected, those percentages do not estimate prevalence among Australian adolescents generally.
These findings do not establish that every person who opens cases will gamble, that skin gambling inevitably causes a gambling disorder, or that any particular player is at risk. They do indicate an association worth taking seriously, especially because rapid play, near misses, losses presented as wins and interfaces that can create an illusion of control are among the design features discussed in the UK review.

Is skin gambling legal?
There is no single global answer. Legal treatment can depend on whether an item can be transferred or converted into monetary value, whether chance is involved, whether there is a prize, and where the operator and player are located. The authorities below describe their own jurisdictions, not a universal rule.

If the question concerns a particular player or service, the relevant country’s current law and the item-transfer and cash-out arrangements matter. A statement about one jurisdiction—or one type of skin activity—does not settle another.
What have Valve and regulators said?
Valve’s 2016 statement addressed third-party skin gambling sites and Steam infrastructure. Valve said it had no business relationships with those sites and that using Steam’s API to operate gambling businesses was not allowed under its rules. This describes Valve’s stated platform position, not a court decision on the legality of every site.
Valve also publishes Counter-Strike professional guidance on match integrity. It says professional players, teams and event production staff should not gamble on CS:GO matches or share information that may influence bets. The guidance warns that perceived use of inside information can damage reputations and lead to exclusion from future Valve-sponsored events. It concerns match betting and event integrity, not a general legal ruling on skin gambling.

The Associated Press report describes the attorney general’s allegation that the features illegally charge users for chances to win rare virtual items; James called them “addictive, harmful, and illegal.” She also said, “Valve has made billions of dollars by letting children and adults alike illegally gamble for the chance to win valuable virtual prizes.” These are allegations and statements attributed to the attorney general, not a finding that Valve is liable. The cited AP report is not a final court disposition.
