crli18n110.dll is a legacy Corel application file, not a Windows system component. If Windows reports that crli18n110.dll is missing, was not found, or could not be loaded, repair the Corel installation that starts with the error rather than downloading an isolated DLL.
The file is identified as Globalization Utilities Library, associated with CorelDRAW(R) and published by Corel Corporation. Related installation records also connect the filename with older WordPerfect Office software. It is a 32-bit Win32 library used by old Corel-era applications.

Fix 1: Repair the Corel installation
Time needed: 10–20 minutes
This is the safest and most likely solution. Corel’s repair process replaces missing or damaged application components while preserving the existing installation where possible.
Before starting
Close CorelDRAW and any other Corel programs. Save open documents, then identify the product that produced the error. The application name may appear in the error dialog, the shortcut target, or the installed-program list.

Do not repair a different Corel product just because it is installed on the same computer. Several older Corel applications may contain similarly named files.
Run Repair from Control Panel
- Press Windows + R.
- Type
appwiz.cpl. - Press Enter to open Programs and Features.
- Find the affected Corel product, such as the installed CorelDRAW suite.
- Select it and choose Uninstall/Change. On some systems, double-clicking the entry opens the same maintenance wizard.
- Choose Repair.
- Follow the prompts and allow the installer to use the original installation media or installer files if requested.
- Restart Windows when the repair completes.
- Launch the same Corel application again.
How to tell whether Repair worked
The repair succeeded if the application opens without the crli18n110.dll message and reaches its normal workspace. Check the application’s own installation directory if you need to verify the file. Older Corel installations commonly keep private DLLs in a Programs folder under the product directory.
If Repair reports that source files are unavailable, insert the original disc, mount the backed-up installer, or provide the location of the legitimate installer package. Do not point the wizard at a random DLL downloaded from the internet.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIf Repair is not available or fails repeatedly, continue with the reinstall procedure below.
Fix 2: Reinstall the exact Corel product
Time needed: 20–45 minutes
A damaged installation may involve more than one DLL. Reinstalling the complete product restores its files, language resources, configuration data, and other dependencies together.
- Open Settings with Windows + I.
- Select Apps.
- Choose Installed apps on Windows 11 or Apps & features on Windows 10.
- Locate the Corel product that produces the error.
- Select its menu and choose Uninstall.
- Complete the removal process.
- Restart Windows.
- Install the same product from its original disc, backed-up installer, or legitimate Corel account or download.
- Right-click the installer and choose Run as administrator if the setup program does not start normally.
- Complete the installation.
- Restart Windows again and test the application.
For very old Corel products, a current Corel download may not include the legacy installer. Use the installation media or installer backup that belongs to the same product and edition. Do not substitute a newer Corel release’s copy of crli18n110.dll.
If the installer will not run
Right-click the setup file, choose Properties, and check the Compatibility tab. Compatibility mode can sometimes help an old installer start, but it does not repair a missing DLL by itself.

- Select Run this program in compatibility mode for.
- Choose an older Windows version.

- Click Apply, then OK.
- Run the installer again.
Compatibility mode is not a guarantee that CorelDRAW 11 or another legacy release is supported by Windows 10 or Windows 11. If the installer depends on obsolete media, licensing, or setup components, preserve the original installation records and consider using a supported older Windows environment.
Fix 3: Check antivirus quarantine before replacing anything
Time needed: 5–10 minutes
Security software can remove or quarantine an old DLL because legacy binaries may have poor reputation data or may be altered by a damaged installation. That does not prove the file is malware, but it does require verification.

Windows Security
- Open Start.
- Type Windows Security.
- Open the application.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Look for an item whose path belongs to the affected Corel installation.
- If the item is identified as malware, leave it quarantined and run a full scan.
- If it was removed from the legitimate Corel program directory and you have verified the installation source, use the available restore action only after confirming the detection details.
The exact menu wording may differ with the installed security product. Check its quarantine or detection history in the same way.
Do not create a broad antivirus exclusion for the Windows directory or for all DLL files. If the file returns to quarantine, do not keep restoring it. Uninstall the Corel product, scan the computer, and reinstall from trusted original media. If several unrelated files disappear or the restored file appears outside the expected Corel directory, treat the issue as a possible security problem.

Time needed: 5 minutes
The same computer may contain CorelDRAW, WordPerfect Office, or other older Corel software. Repairing the wrong product will not restore the library needed by the executable that is failing.
Use one of these methods:
Check the shortcut target
- Right-click the shortcut that produces the error.
- Select Properties.
- Read the Target field on the Shortcut tab.
- Note the executable name and installation folder.
- Match that location with the Corel product listed in Installed apps or Programs and Features.
Check the error dialog
Some dialogs identify the executable that could not start. Record that program name before closing the message.
Check installed programs
- Press Windows + R.
- Enter
appwiz.cpl. - Press Enter.
- Review the installed Corel entries.
- Repair the product most closely associated with the failing shortcut or executable.
The normal location is the affected application’s own directory, often a Programs folder beneath a Corel installation directory. The Windows DLL loader searches the executable’s directory as part of its normal process. That is why placing a private Corel library into a global system directory is not the correct default repair.
Fix 5: Replace only a verified file from the same installation
Time needed: 10–20 minutes
Manual copying is usually inferior to Repair or reinstalling. It is appropriate only in a narrow situation: you have a verified installation of the same Corel product and build, and security software or accidental deletion removed the file.
If you have that verified source:
- Close the affected Corel application.
- Confirm that the source file belongs to the same product and installation media.
- Scan the source file with your security software.
- Copy it into the affected Corel product’s own
Programsdirectory. - Do not place it in
C:WindowsSystem32orC:WindowsSysWOW64. - Start the application again.
Public records show more than one build associated with older Corel installations, including different version references. File size and version should therefore not be treated as universal identifiers. A file that has the right name can still be the wrong build or a modified copy.
Do not copy only the main executable and one DLL from another computer. An application migration can omit dependencies, registry information, language resources, licensing components, and other files.
Fix 6: Understand 32-bit and 64-bit compatibility
Time needed: 5–15 minutes
Public metadata identifies crli18n110.dll as a 32-bit Win32 DLL. That is consistent with old Corel applications, which are commonly 32-bit even when installed on 64-bit Windows.

A 64-bit version of Windows can run many 32-bit applications through its compatibility layers, but a 32-bit executable must load compatible 32-bit modules. A random 64-bit DLL with the same name will not solve the problem.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Typical architecture symptoms
- Missing or not found: the DLL or one of its dependencies may be unavailable.
- The specified module could not be found: the named DLL may exist, but another dependency it needs may be missing.
- Not designed to run on Windows: the file may be corrupted, the wrong version, or the wrong architecture.
- Bad image: the binary may be damaged or incompatible.
These messages do not prove that the named file alone was deleted. Repairing or reinstalling the complete application is safer than trying to identify and replace dependencies individually.
Microsoft’s DLL search order documentation explains why an application directory is normally more appropriate than a system directory. Microsoft also documents the behavior of 32-bit and 64-bit components through its file-system redirector guidance.
Fix 7: Install Windows updates and check optional drivers
Time needed: 10–30 minutes
This is not the primary fix for a private Corel DLL, but Windows updates can correct compatibility problems that appeared after a migration or major system change. Driver updates are worth checking if the application also crashes during startup or when opening files.
Check Windows Update
- Press Windows + I.
- Select Windows Update.
- Click Check for updates.
- Install available updates.
- Restart the computer.
- Test the Corel application.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Sound, video and game controllers, and Storage controllers.
- Right-click a device with a warning icon.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not expect a graphics, audio, or chipset driver to restore crli18n110.dll. Drivers address hardware communication, while this file belongs to the Corel application.
Manually hunting through Device Manager can mean guessing which of dozens of drivers is stale and repeating the process after each Windows change. Outbyte Driver Updater can scan for outdated drivers, while the full version performs the driver installation; it is optional, and reinstalling the affected Corel program remains the definitive fix for this DLL.
Fix 8: Repair Windows components with DISM and SFC
Time needed: 15–30 minutes
Use these commands when Windows itself shows broader corruption, other built-in components fail, or the problem began after system damage. They do not reinstall a third-party Corel DLL.
Run DISM first
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish.
Do not close the window while DISM is working. It may appear to pause during part of the scan.
Run System File Checker
After DISM completes, enter:
sfc /scannow
Press Enter and wait for verification to reach 100 percent. Restart Windows, then test CorelDRAW again.
Microsoft provides the command sequence in its System File Checker guidance.

If SFC reports that it repaired files, test the application. If it reports that no integrity violations were found, the Windows component store is less likely to be the cause. If the crli18n110.dll error remains, return to Corel Repair or reinstall the application.
Running SFC repeatedly without knowing what changed rarely repairs a missing third-party file. Outbyte PC Repair can scan for broader system problems and show what needs attention, while its full version performs repairs; it is optional, and the Corel reinstall remains the definitive solution for this application DLL.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not use System32, SysWOW64, or regsvr32 as default fixes
crli18n110.dll is not identified as a Windows component. There is no reliable evidence that it belongs in either C:WindowsSystem32 or C:WindowsSysWOW64.
Do not run:
regsvr32 crli18n110.dll
as a generic response to a missing-file message. regsvr32 is intended for DLLs that specifically require registration, such as certain COM or ActiveX components. There is no established evidence that this Corel globalization library requires that registration process. A missing module and a registration failure are different problems.
Microsoft explains the limited purpose of DLL registration in its DLL and OCX registration guidance.
Why random DLL downloads are a poor repair
Downloading a standalone DLL from an unfamiliar site can introduce several problems:
- The file may have been modified or bundled with malware.
- It may belong to a different Corel build.
- It may be the wrong 32-bit or 64-bit architecture.
- It may be missing other dependencies.
- It may cause a different loading error.
- It does not repair damaged installation data or licensing components.
The safe sources are the affected product’s original Corel installation media, a legitimate installer backup, or an authorized Corel account and download. Restore from antivirus quarantine only when the file is verified as part of that legitimate installation.

When to consider System Restore
System Restore is a fallback when the error began recently and a restore point predates the change.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Choose a restore point from before the error appeared.
- Review affected programs.
- Start the restore process.
System Restore should not replace Corel Repair as the first step. It may also remove recently installed applications or updates, so review the affected-program list carefully.

Frequently asked questions
Is crli18n110.dll part of Windows?
No evidence identifies it as a Windows component. It is associated with older Corel application software and should normally remain in that application’s private installation directory.
Free tools Windows power users keep installed
One-click scans. No signup required.
Which program installed crli18n110.dll?
The strongest association is with CorelDRAW-era software. Related records also connect the filename with WordPerfect Office 11. Use the shortcut target and error dialog to identify the product on your computer before repairing it.
Is crli18n110.dll 32-bit or 64-bit?
Public metadata identifies it as a 32-bit Win32 DLL. A 64-bit Windows installation can still run an older 32-bit Corel application. Do not replace it with an unrelated 64-bit file.
Should I copy it to System32?
No. The evidence points to a private Corel application DLL, not a system-wide Windows library. Restore it through Corel Repair or place a verified same-product copy in the affected application directory only.
Does “specified module could not be found” mean the DLL is missing?
Not necessarily. Windows may display that message when the named DLL exists but a dependency it requires cannot be loaded. Repairing the complete Corel installation addresses both possibilities more reliably than copying one file.
Should I register the DLL with regsvr32?
Not as a general fix. There is no established evidence that this file is a registration-dependent COM or ActiveX library. Use the Corel installer’s Repair function instead.
Can DISM or SFC restore the file?
They repair protected Windows components. They are not designed to restore a third-party Corel DLL. Run them only when Windows has broader integrity problems, and reinstall Corel for the application-specific error.
What if the error returns after reinstalling?
Check antivirus quarantine again, confirm that the application is launching from the installation you repaired, and scan the system. If the old installer will not work on Windows 10 or Windows 11, preserve the legitimate media and consider running the application in an appropriate legacy environment rather than using an unverified DLL.
Will installing Visual C++, DirectX, or .NET fix it?
There is no established evidence that these runtimes restore crli18n110.dll. Install or repair a runtime only when the actual error identifies that runtime as missing. For this filename, repair or reinstall the Corel product first.
