The right purchase depends less on a gameplay preference than on ownership, platform generation, format, account region and the live price at checkout. This guide separates those decisions so you do not accidentally buy an expansion you cannot launch, a package for the wrong console generation, or a physical copy whose redemption code does not work with your account.

CD PROJEKT RED describes Phantom Liberty as “the expansion to Cyberpunk 2077” in its premiere announcement. Its Ultimate Edition announcement says the package contains the base game and the spy-thriller expansion in one edition. Those two statements answer the basic buying question: Phantom Liberty is an add-on, while Ultimate Edition is the combined purchase.

What the base game includes
Cyberpunk 2077 is the core open-world role-playing game. It is the product you buy when you want to begin the main Night City experience without committing to the expansion at the same time. Because Phantom Liberty depends on this game, the base edition is also the foundation for any later expansion purchase.

Buying the base game first is sensible when you are unsure how much of the wider package you want. You can start with the original game, decide whether you want more story content, and add Phantom Liberty later. That staged approach avoids paying for an expansion before you know that you will use it.
When the base game alone is the practical choice
- You have never played Cyberpunk 2077 and want the smallest initial purchase.
- You are buying during a sale and the base game is the only item that fits your budget today.
- You want to keep the expansion optional rather than prepaying for content you may not start.
- You are checking whether your account, platform and edition work before adding another product.
The base game does not become a different product because you buy it digitally or on disc; the key question is whether the listing is the correct platform version and whether you intend to add Phantom Liberty later.
What Phantom Liberty adds—and what it does not do
Phantom Liberty is an expansion, not a replacement copy of Cyberpunk 2077. CD PROJEKT RED calls it a “spy-thriller expansion” and places its new adventure in Dogtown in the official announcement. The expansion therefore makes sense as a second purchase for someone who already owns the base game or as part of a bundle for a new customer.
You cannot buy Phantom Liberty by itself and expect a playable standalone game. The publisher’s support and product descriptions establish that the base game is required. If a store page appears to sell only Phantom Liberty, treat that listing as add-on content and verify that Cyberpunk 2077 is already attached to the same account and platform family.
When buying Phantom Liberty separately makes sense
- You already own Cyberpunk 2077 on the same supported platform.
- You deliberately bought the base game first and now want the Dogtown spy-thriller adventure.
- A separate expansion sale is cheaper for your situation than replacing your existing purchase with a bundle.
- You are upgrading an existing library rather than starting from zero.
If you do not own the base game, buying only Phantom Liberty creates an incomplete purchase: you would still need Cyberpunk 2077 before you can play the expansion.

What Ultimate Edition changes
Ultimate Edition is the all-in-one purchase. The publisher states that it contains the base game and Phantom Liberty together, so a new buyer does not have to assemble the two products manually. It is the clearest choice when your intention is to play both the original game and the Dogtown expansion.
A bundle does not alter the basic dependency: Phantom Liberty remains expansion content that runs with Cyberpunk 2077. The value of Ultimate Edition is convenience and the possibility of a lower combined checkout price, not a separate game mode or a standalone version of the expansion.

- You are starting fresh and already expect to play both the base story and Phantom Liberty.
- You want one digital entitlement or one physical package rather than separate product pages.
- The bundle price at your store is lower than buying the two eligible products separately.
- You have confirmed that the edition is listed for your exact console generation or PC storefront.
Do not assume the bundle is automatically the cheapest
There is no permanent worldwide price or discount stated for these products. Sales, currency, taxes, stock and regional pricing change. Compare the current base-game price, the current Phantom Liberty price and the current Ultimate Edition price in the same store and region immediately before paying. A bundle can be convenient without being the lowest-priced option on a particular day.
Platform and console-generation checks
Platform compatibility is the most important check after ownership. The Ultimate Edition announcement lists Xbox Series X|S, PlayStation 5 and PC availability, with physical and digital releases in select markets; see the publisher’s availability notice. Do not infer that every edition exists for every storefront or that a listing for one generation transfers to another.

The previous-generation restriction is specific and decisive: owning Cyberpunk 2077 on PS4 or Xbox One does not make Phantom Liberty playable on those versions. If you move to PS5 or Xbox Series X|S, check the store’s upgrade and entitlement wording rather than assuming that an older disc or account automatically supplies every newer edition.

Physical copy versus digital purchase
Physical and digital editions can contain the same two products while delivering them differently. A digital listing normally assigns the game or add-on to the purchasing account. A physical Ultimate Edition package may include the base game on the disc and provide Phantom Liberty as a code, so read the box contents before opening it.

The PlayStation region-code issue
For physical Ultimate Edition boxes that supply Phantom Liberty as a code, the PlayStation account country or region must match the code’s region. CD PROJEKT RED documents this requirement in its region-code support article. A disc that works in your console does not by itself guarantee that an included expansion code can be redeemed by your account.
- Read the retailer listing and the packaging for the exact market or region.
- Confirm whether Phantom Liberty is on the disc or supplied as a one-time download code.
- Compare that region with the country or region configured on your PlayStation account.
- Keep the receipt and code documentation until the expansion has been redeemed successfully.
This check is especially important when buying imported stock, used copies or marketplace listings. If the seller does not state the region or whether the code has already been used, the contents are not safely verifiable from the product name alone.
A decision guide for common buying situations
Situation 1: You have never bought Cyberpunk 2077
Choose the base game if you want to begin with the core experience and keep your first payment low. Choose Ultimate Edition if you already know that the additional Dogtown story is part of your plan and the combined price is acceptable. In either case, select the edition for your actual platform before comparing prices.
Situation 2: You own the base game and want more content
Buy Phantom Liberty as an add-on for the same platform and account. Do not buy a second base game unless you are intentionally changing platforms or replacing an incompatible edition. The expansion purchase is the missing component in this situation.

Situation 3: You own the base game on PS4 or Xbox One
Do not buy Phantom Liberty for that previous-generation copy. The expansion is not supported on PS4 or Xbox One. First determine whether you are moving to PS5, Xbox Series X|S or PC, then purchase a product that explicitly covers the new platform.
Situation 4: You want a boxed collector-style purchase
Inspect the physical package for platform, region and code details. A box can be authentic and still be unsuitable for your account if the included PlayStation code comes from a different country or region. Verify whether the expansion code has already been redeemed when buying used.
Situation 5: You are deciding only by price
Open the same store’s pages for the base game, Phantom Liberty and Ultimate Edition. Record the live totals after tax or local pricing, then compare the cost of buying separately with the bundle. Because promotions are temporary and region-specific, an old price quoted in a guide is not a reliable checkout figure.

- Identify your hardware. Write down PS5, PS4, Xbox Series X|S, Xbox One or PC before opening a store page.
- Check ownership. If Cyberpunk 2077 is already in your library on that platform, you generally need the Phantom Liberty expansion rather than another base-game copy.
- Read the edition name completely. Distinguish Cyberpunk 2077, Phantom Liberty and Ultimate Edition; do not rely on a shortened thumbnail title.
- Confirm the included products. Ultimate Edition should state that it contains both the base game and Phantom Liberty.
- Check generation support. Reject any Phantom Liberty listing that implies PS4 or Xbox One compatibility.
- Choose format. For physical stock, determine whether the expansion is a disc item or a redeemable code.
- Match region. On PlayStation, make sure a code-based package matches your account country or region.
- Compare live totals. Check separate purchases against the bundle in your currency, including any applicable taxes or delivery charges.
- Save proof of purchase. Keep the receipt and code information until both products appear in the intended account.
Common mistakes and how to recover
Buying Phantom Liberty without the base game
Symptom: The expansion appears in your library, but there is no Cyberpunk 2077 installation to launch it. Fix: Purchase or redeem the base game for the same platform and account, or request a cancellation from the retailer if its policy permits before downloading.

Symptom: You own the previous-generation game and cannot find a compatible Phantom Liberty installation. Fix: Treat the generation limitation as a compatibility boundary; move to a supported platform and buy the correct edition rather than repeatedly reinstalling the old version.

Redeeming a mismatched PlayStation code
Symptom: PlayStation reports that the code is unavailable in your region or cannot be redeemed. Fix: Check the package’s intended country or region against the account country. Contact the retailer if the listing was misrepresented; do not assume changing a console language changes the account region.
Buying a used box with an already-used code
Symptom: The disc is present, but Phantom Liberty is missing and the printed code has been redeemed. Fix: Ask the seller to confirm code status before purchase. If it is already consumed, price the copy as the base game only and obtain the expansion separately through the correct storefront.
Comparing an old sale price with today’s checkout
Symptom: A guide, screenshot or listing suggests a discount that is not visible now. Fix: Use the live store totals for your region and date. Prices and stock are not fixed by the product names.
Which purchase offers the least risk?
The base game alone has the lowest commitment because it gives you the entry product without requiring an expansion decision. Phantom Liberty alone is the correct low-risk add-on only when Cyberpunk 2077 is already owned on the same supported platform. Ultimate Edition has the fewest separate transactions for a new buyer who wants both products, but it still requires platform, region and price checks.
Think of the products as a dependency chain: Cyberpunk 2077 is the foundation, Phantom Liberty is the optional expansion, and Ultimate Edition is the combined package. Once that relationship is clear, the buying decision is straightforward: match the package to what you own, what you want to play, and what your hardware and account can actually use.
