Low GPU usage does not automatically mean Cyberpunk 2077 is ignoring your graphics card. First check whether the game is rendering on the wrong GPU; if the dedicated GPU is active, a CPU limit, frame-rate cap, upscaling, or a light scene may explain the low percentage. Use the same gameplay scene and settings for each comparison, and change one thing at a time.
Check whether Cyberpunk 2077 is using the wrong GPU
Start by checking the game during active gameplay, not at the main menu. A laptop with integrated and dedicated graphics may show activity on both: the dedicated GPU can render the game while the integrated GPU handles the display path. The GPU percentage alone is not enough to identify which processor is doing the rendering.
- Launch Cyberpunk 2077 and load a playable scene.
- Press Ctrl + Shift + Esc to open Task Manager.
- In Processes or Details, show the GPU engine column if it is hidden. Check the engine listed for the game process.
- Open Performance and compare the integrated and dedicated GPU graphs while the scene is running.
Task Manager may identify a 3D, copy, or video engine. Check that you are looking at the rendering engine and the right GPU, rather than treating one low engine reading as proof the game is idle. On NVIDIA systems, the NVIDIA GPU Activity indicator is another check; NVIDIA describes it in its Optimus GPU activity guidance. AMD Software or Intel graphics software can provide additional metrics where available. Monitoring tools do not all define utilization in the same way, so compare GPU name, engine activity, memory, clocks, temperature, and power alongside the percentage.
If the integrated GPU is busy and the dedicated GPU stays idle during gameplay, set the game executable to use the high-performance GPU. If the dedicated GPU is active, continue to the section on normal low utilization instead of trying to force a 100% reading.

Set the game to use the high-performance GPU
Windows 11 graphics preference
In Windows 11, go to Settings → System → Display → Graphics. Add Cyberpunk 2077 if it is not listed, select the game executable, choose Options → High performance, then select Save. Fully exit and restart the game for the preference to take effect. Microsoft documents this path and the available preferences—Let Windows decide, Power saving, and High performance—in its Windows 11 graphics settings guidance. Labels may differ across Windows versions.
Select the executable that renders the game, not just Steam, GOG GALAXY, Epic Games Launcher, or REDlauncher. If several Cyberpunk-related entries appear, add the main game executable manually and confirm the result in Task Manager after restarting.
NVIDIA, AMD, and Intel settings
On NVIDIA systems, set Windows Graphics Settings first. NVIDIA says Windows has controlled the application GPU preference and can override the equivalent NVIDIA Control Panel setting beginning with Windows 10 version 20H1. You can also open NVIDIA Control Panel → Manage 3D settings → Program Settings, add Cyberpunk 2077, choose the high-performance NVIDIA processor if offered, and apply the change. Treat that as a secondary setting on modern Windows; NVIDIA also notes that changing a preference does not move an application that is already running to another GPU. AMD and Intel users should use the Windows high-performance preference where the system offers it, then verify the active GPU with Task Manager and their graphics software. Do not disable integrated graphics as a first fix: on many laptops it is part of the internal display path, and disabling it can cause display, battery, or launch problems.
When low GPU usage is normal
A GPU does not need to remain at 95–100% for a game to be working correctly. A cap, a CPU-side limit, reduced internal resolution, or a less demanding scene can leave the card with headroom. Compare FPS and frame times as well as utilization.
CPU or frame-production limit
If the CPU cannot prepare frames quickly enough, the GPU waits. This can happen in dense crowds, while driving, or when background tasks interrupt frame delivery. Total CPU use can look modest because it averages activity across cores. Check per-core load and frame times; if lowering resolution barely changes FPS while one or more cores are busy, a CPU-side limit is plausible.

FPS caps and synchronization
V-Sync, the in-game maximum FPS setting, a driver-level limiter, RTSS, or a laptop vendor’s frame-rate control can intentionally hold the game below what the GPU could render. A game capped at 60 FPS can show low utilization when the GPU has capacity to render more. Check the in-game cap, V-Sync, NVIDIA Max Frame Rate or AMD frame-rate controls, external limiters, and the laptop’s performance software.
Scene complexity, resolution, and upscaling
Menus, interiors, quiet streets, dense outdoor areas, combat, and ray-traced scenes do not place the same load on the GPU. DLSS, FSR, XeSS, and dynamic resolution can reduce internal rendering resolution, particularly at 1080p or in more aggressive performance modes. Low GPU use in one scene or with one upscaling mode is not evidence of a selection problem. Compare the same location, camera position, resolution, and settings.

Frame Generation adds displayed frames without requiring the GPU to render every displayed frame conventionally, so displayed FPS and base rendering performance are different measures. CD PROJEKT RED says its DLSS Frame Generation support requires a GeForce RTX 40-series GPU and Hardware-Accelerated GPU Scheduling; see its DLSS Frame Generation instructions. For AMD FSR 3 Frame Generation, CDPR recommends establishing a 60 FPS baseline before enabling it; that is a recommendation, not a universal technical minimum. Frame Generation is not a fix for a wrong-GPU assignment or severe CPU limitation. See the FSR 3 guidance.

Run a controlled performance test
Use a repeatable scene so a change in workload does not masquerade as a fix. Cyberpunk 2077 includes a benchmark under Settings → Graphics → Run Benchmark. CDPR recommends collecting benchmark results when reporting persistent performance issues; its performance troubleshooting page covers the benchmark and driver steps.
- Restart the game and load the same save or run the built-in benchmark.
- Temporarily remove external FPS limits. For a diagnostic comparison, disable frame generation, upscaling, and dynamic resolution, then use a fixed output resolution.
- Run a demanding preset, first with ray tracing off and then on if your hardware supports it.
- Record FPS, GPU utilization, clock, temperature, VRAM use, CPU per-core load, and frame times.
- Change one setting at a time, compare the same scene, and restore your preferred settings after testing.
Disabling an upscaler can increase GPU workload but may lower FPS if the GPU is already the limit. This is a comparison, not a blanket recommendation to play without upscaling.
Address drivers, files, overlays, and mods
Drivers
If the problem began immediately after a graphics-driver update, rolling back to the previous version is reasonable. If GPU detection is broken, several driver versions have been installed over time, or other games have similar problems, try a clean installation. CDPR recommends clean-installing graphics drivers for NVIDIA and AMD in its performance troubleshooting guidance. Use the official NVIDIA driver downloads or AMD drivers and support; AMD provides its Cleanup Utility. CDPR also links Intel clean-driver guidance from its game-crash troubleshooting page. Display Driver Uninstaller is an optional route for a genuinely clean removal, not a required first step for a single low reading.

Game files and overlays
Verify Cyberpunk 2077’s files through its launcher and retest after any repairs. Temporarily disable overlays and monitoring hooks—such as Discord, NVIDIA, AMD, Xbox Game Bar, Steam, GOG GALAXY, RTSS, recording software, or RGB/control utilities—and close unnecessary background applications. CDPR recommends file verification, disabling overlays, and closing unnecessary software in its performance troubleshooting guidance. This is an isolation test; permanent removal is usually unnecessary.
Mods
Mods can affect rendering, upscalers, frame generation, shader compilation, executable behavior, and configuration. Back up saves, disable mods using their manager or documented removal process, verify files, then test an unmodded build. Reintroduce mods in groups if the problem disappears. CDPR’s mod-user troubleshooting documentation notes that compatibility depends on game versions. Avoid deleting configuration folders or other files without a backup.

Laptops and hybrid graphics
- Connect the AC adapter and use Windows Best performance while testing; the laptop maker’s performance or turbo mode may also matter. Microsoft notes that Best performance can raise power use, heat, and battery drain in its Windows performance tips.
- Check the manufacturer’s hybrid, Optimus, mux-switch, eco, or battery-saving controls, and make sure they are not imposing a low frame-rate cap.
- If supported, compare the internal display with an external display connected directly to the dedicated GPU. Display routing can affect which processor renders on Optimus-style systems, as described in NVIDIA’s Optimus guidance.
- If using an external GPU, connect and authorize the enclosure before launching the game, check its display output path and firmware, and test the laptop and external displays separately. An eGPU can be limited by its connection bandwidth and should not be expected to behave exactly like an internal desktop card.
Desktop systems
- Connect the monitor to the graphics card’s output, not the motherboard, and confirm the card appears correctly in Device Manager.
- If detection or performance is unreliable, check that the card is seated and its PCIe power cables are connected.
- Check clock, temperature, and power behavior for thermal or power throttling. Test at stock CPU and GPU settings if using an overclock or undervolt; CDPR warns that CPU and GPU tuning can cause instability in its crash troubleshooting guidance.
Decide whether your settings exceed the hardware target
Compare your hardware with the target for the mode you have selected: output resolution, ray tracing or RT Overdrive/path tracing, native or upscaled rendering, and frame generation all affect the workload. A GPU that suits standard rasterized settings may not sustain the same resolution and frame rate with demanding ray tracing. CDPR’s published PC system requirements were updated on June 11, 2023; treat them as that published guidance, not a guarantee for every later patch, driver, mod, or graphics feature.
Interpret the symptoms and choose the next step

When to contact CD PROJEKT RED
If the built-in benchmark reproduces the problem after GPU selection, driver, file, overlay, and mod checks, use CD PROJEKT RED’s Cyberpunk PC technical support. Include the benchmark results and describe the scene and settings. Add your CPU and GPU models, driver and Windows versions, game platform, whether mods are installed, and whether the problem began after a specific update. This gives support a reproducible symptom rather than a single utilization percentage.

Quick checklist
- Check whether FPS is actually low, then identify the active GPU in a gameplay scene.
- If the wrong GPU is active, set the rendering executable to High performance in Windows Graphics Settings and restart the game.
- Check V-Sync, in-game and driver FPS caps, laptop power mode, and external limiters.
- Compare the same scene with a fixed resolution and frame generation and upscaling temporarily disabled.
- If the problem persists, test overlays, verify files, isolate mods, and consider a driver rollback or clean install.
- Run the built-in benchmark and contact CDPR if the issue remains reproducible.
