High CPU usage in Cyberpunk 2077 is not automatically a fault. CD Projekt RED describes the game as both graphics- and processor-intensive, and its Update 2.0-era requirements expect substantially stronger CPUs for 60-FPS play than for the 30-FPS minimum. The real problem is high CPU use combined with low GPU utilization, saturated individual threads, stutter, falling clocks, overheating, or poor frame times.
Start by measuring total and per-thread CPU load, CPU temperature and clock speed, GPU utilization, average and 1% low FPS, and frametimes in the same scene. Then determine whether the limit is the game, an uncapped frame rate, a background process, mods, drivers, or thermal and power limits.
Is 100% CPU usage in Cyberpunk 2077 normal?
It can be. A demanding scene may use nearly all available CPU capacity while delivering stable frame times and the performance you want. High utilization is not the same measurement as unsafe temperature, excessive voltage, or hardware damage.
High CPU and high GPU utilization together usually indicate that the system is being fully used. If temperatures, clocks, and frame pacing are normal, there may be nothing to fix.

Investigate when high CPU usage is accompanied by:
- One or more CPU threads close to saturation while the GPU remains underused.
- Low 1% lows, hitching, or sudden frame-rate drops.
- Clocks falling as a session continues.
- Temperatures near the limit specified for your exact processor.
- Windows becoming sluggish, or CPU use remaining high in menus, while paused, or when the game is minimized.
CD Projekt RED’s current PC support pages list Patch 2.31 as the relevant patch page. Check the official patch page for the version currently offered when you troubleshoot. The steps below apply to the base game and Phantom Liberty on Steam, GOG, or Epic, with separate cautions for modded installations and Windows 10 or 11.
Check whether the CPU is actually the bottleneck
Record the right measurements
Use Task Manager, your GPU vendor’s overlay, or a reputable hardware monitor. Record these values while reproducing the issue:
- CPU and GPU models, VRAM, and installed system memory.
- Total CPU usage plus per-core or per-thread usage.
- CPU temperature, package power, and effective clock speed.
- GPU utilization and power draw.
- Average FPS, 1% low FPS, and a frametime graph.
- Resolution, refresh rate, preset, ray tracing or path tracing, upscaling, frame generation, and frame cap.
- Windows version, game version, storefront, and installed mods.
Use the same save, location, route, graphics settings, and camera movement for every comparison. A quiet district and a crowded street do not place the same load on the processor.
Run three controlled tests
- Lower resolution or render scale. A large FPS increase points toward a GPU limit. Little improvement suggests a CPU limit, a frame cap, or another CPU-side restriction.
- Lower Crowd Density. Change only this option, repeat the same route, and compare average FPS and 1% lows. A clear improvement in crowded areas indicates that NPC and simulation work was contributing. There is no universal FPS gain.
- Set a frame cap. If CPU temperature and utilization fall while motion remains smooth, an uncapped target was making the processor render more frames than you need. Choose a cap your system can sustain in the heaviest repeatable scene: 60 FPS is 16.67 ms per frame, 90 FPS is 11.11 ms, and 120 FPS is 8.33 ms.
Lowering resolution barely helping, low GPU utilization, and one busy game thread are a stronger CPU-bottleneck signal than a high total percentage alone. Conversely, lowering resolution helping substantially points toward the GPU.
Official CPU requirements and what they imply
CD Projekt RED’s current requirements page is based on the Update 2.0-era game and lists these processor targets:

CD Projekt RED notes that the Overdrive measurement used DLSS Frame Generation. These are target configurations, not guarantees for every patch, scene, mod combination, or background workload. The page also lists 12 GB RAM minimum for non-ray-traced play, 16 GB recommended, 20–24 GB for higher and ray-traced targets, and an SSD. It lists 64-bit Windows 10; Microsoft ended normal free Windows 10 support on October 14, 2025, so compatibility and current operating-system security support are separate questions. Quick, reversible fixes
- Set a sensible in-game or driver-level FPS cap below the unstable maximum your system reaches.
- Test Crowd Density at Medium or Low if the issue is strongest in busy streets, combat, driving, or dense interiors.
- Disable overlays and close unnecessary applications.
- Test with mods disabled.
- Verify the game files through your storefront.
- Reboot and repeat the same benchmark route.
Change one thing at a time so you know which intervention helped.
Find background processes, overlays, and startup load
When the problem occurs, open Task Manager and sort the Processes tab by CPU. Confirm whether Cyberpunk2077.exe is the main consumer or whether another process is competing for time.
- Close browsers, recording software, RGB and peripheral utilities, launchers, and unnecessary monitoring overlays for the test.
- Check Discord, Ubisoft Connect, GOG Galaxy, antivirus, and other overlay software. CD Projekt RED specifically recommends disabling overlays and unnecessary applications during performance troubleshooting.
- Look for Windows Update, indexing, cloud synchronization, or a security scan.
- Use Task Manager’s Startup tab to temporarily disable unnecessary startup programs, then reboot and retest.
Do not permanently disable antivirus protection. A temporary diagnostic exclusion for the game directory should be used only when you understand the security trade-off and can restore the protection afterward.
Test mods and REDmod separately
Mods can change scripts, streaming, NPC behavior, graphics, UI, or startup processes. That makes a high-CPU diagnosis unreliable until an unmodded test succeeds.

- Back up your saves.
- Disable or remove mods using the mod manager and mod author’s instructions.
- Launch a clean installation and test the same save, a new game, and the official benchmark.
- If the clean test is normal, re-enable mods in batches to identify the trigger.
File verification does not necessarily remove every archive override, script extension, or third-party loader. A genuinely clean test may require the mod author’s uninstall procedure or a clean reinstall. Drivers and game-file integrity
Update or roll back the GPU driver
Use the manufacturer’s official channel, reboot, and retest. If the issue began immediately after a driver update, test the previous version rather than assuming the timing proves causation. CD Projekt RED recommends a clean driver installation for performance problems and permits a rollback when a recent update appears connected.

Verify files in your storefront
CD Projekt RED includes file verification in its official performance procedure. The labels can change, but the usual paths are:
- Steam: the game’s Properties, then Installed Files, then the file-verification command.
- GOG Galaxy: Manage Installation, then Verify/Repair.
- Epic Games Store: the game’s Library entry, Manage, then Verify.
After verification, restart the client and repeat the controlled test.

Check temperature, clocks, and power limits
High utilization with stable clocks is different from thermal throttling. Compare the first minute of a test with the same scene after 10–15 minutes.
- Temperature approaches the limit specified for your exact CPU.
- Effective clock speed falls as temperature rises.
- Package power drops and FPS declines after several minutes.
- Fans remain at maximum or airflow is obstructed.
Use the processor manufacturer’s specifications for temperature limits; there is no single safe number for every Intel and AMD model.
Laptop checks
- Play while connected to AC power.
- Select the manufacturer’s performance mode rather than battery or quiet mode.
- Ensure vents are clear and fans operate correctly.
- Check that the game uses the discrete GPU where the laptop provides one.
- Update BIOS and chipset drivers only from the laptop or motherboard manufacturer.
A large difference between plugged-in and battery operation, or between balanced and performance modes, usually reflects a power limit rather than a sudden change in game code.

These features change the balance between CPU and GPU work. Ray tracing and path tracing can make the GPU the primary limit, while dense simulation can still cap the base frame rate. Frame generation creates additional displayed frames without making the CPU produce every displayed frame in the same way, but it has its own overhead and cannot repair a poor or uneven base rate.
- Temporarily disable frame generation while diagnosing.
- Record base FPS separately from generated output.
- Compare CPU utilization, GPU utilization, frametimes, and latency with frame generation off and on.
- Treat Overdrive/path tracing as a separate workload class.
Do not assume frame generation always lowers or raises CPU usage. Measure it on your system. CD Projekt RED’s requirements explicitly used DLSS Frame Generation for its Overdrive target.

AMD and Intel-specific checks
AMD SMT
Update 2.0 added an AMD SMT switch under Settings → Gameplay → Performance, documented in CD Projekt RED’s update notes. Test the default setting first, change only this option, and revert it if performance or frame pacing worsens. It is a diagnostic or compatibility control, not a universal high-CPU fix.
Intel 13th- and 14th-generation systems
CD Projekt RED’s PC support index includes guidance for instability on 13th- and 14th-generation Intel CPUs. Use that material when high load is accompanied by crashes, freezes, WHEA errors, or unexplained instability; high CPU percentage by itself does not establish a processor fault.

Common “fixes” to avoid
- “100% CPU usage will damage the processor.” Utilization alone does not prove unsafe temperature or voltage.
- Lower every graphics setting. Reducing GPU work can make a CPU bottleneck more visible without reducing the limiting workload.
- Set the game to high priority. This is not a dependable fix and can reduce system responsiveness.
- Disable cores or Hyper-Threading. Such changes can reduce FPS and worsen frame times.
- Disable HPET, edit the registry, or use random launch parameters. These poorly generalizable tweaks can introduce timing and stability problems.
- Use a CPU limiter. Limiting cores may lower the reported percentage while reducing performance; treat it only as a last-resort experiment. A documented example of this trade-off is described by Naughty Dog support.
- Buy a faster CPU immediately. First prove that a clean, cool system is CPU-limited.
When a CPU upgrade is justified
Consider a platform upgrade only when all of these remain true:
- Your target resolution and frame rate are repeatedly limited by one or more CPU threads.
- Lowering resolution or GPU-heavy settings barely changes FPS.
- Temperatures and clocks are normal.
- Mods, overlays, background applications, corrupted files, and driver changes have been ruled out.
- The desired frame rate exceeds what the processor can sustain in the heaviest scenes.
A faster GPU will not solve a CPU bottleneck when the GPU is already underused. A CPU upgrade may also require a motherboard, RAM, cooler, BIOS update, or a laptop replacement, so identify the actual limit before spending money.

When to contact CD Projekt RED
Contact support after the clean software and hardware checks above, especially if the issue is save-, district-, or quest-specific. CD Projekt RED’s performance troubleshooting guidance recommends collecting reproducible evidence.

Describe whether the behavior began after a patch, driver update, Windows update, or mod change. A problem limited to one save or district should not automatically be generalized as a universal game bug.
