Short answer: Phantom Liberty is an expansion, so you need Cyberpunk 2077 to play it. The expansion is supported on PC, PlayStation 5, and Xbox Series X|S, but not PlayStation 4 or Xbox One. New players should usually buy Cyberpunk 2077: Ultimate Edition; owners of the base game can buy Phantom Liberty separately on supported platforms. Nintendo Switch 2 has its own Ultimate Edition, sold digitally or on a physical 64 GB game card.
What you are buying
Phantom Liberty is downloadable expansion content for Cyberpunk 2077, not a standalone game. CD PROJEKT RED states on its official buy page that “Cyberpunk 2077 is required to play Phantom Liberty.” Installing the expansion without owning the base game is therefore not an option, regardless of platform or storefront.

CD PROJEKT RED’s previous-generation console notice describes Phantom Liberty as “the only planned expansion developed for Cyberpunk 2077.” That statement is useful when deciding whether to buy the complete package: Ultimate Edition is the bundle containing the base game and this expansion, rather than a pass promising several future add-ons.

The practical cutoff is the console generation. PC, PlayStation 5 and Xbox Series X|S receive the expansion and post-1.6 content; PlayStation 4 and Xbox One do not. A last-generation copy of Cyberpunk 2077 cannot be turned into a supported Phantom Liberty setup simply by purchasing downloadable content.

Why Ultimate Edition is the straightforward first purchase
For a first-time player, Ultimate Edition removes the most common ownership mistake: buying a base game and assuming the expansion is included, or buying Phantom Liberty without the required base game. The bundle places both products under one edition name. It is still essential to select the correct platform listing, because a PlayStation, Xbox, PC or Switch 2 license is not automatically interchangeable with another platform.
When the standalone expansion makes sense
If your account already owns Cyberpunk 2077 for PC, PlayStation 5 or Xbox Series X|S, the standalone Phantom Liberty purchase is the relevant upgrade. Confirm that the expansion and your base game use the same platform family and account storefront. Buying a PC copy for a console-owned base game, or an Xbox version for a PlayStation license, does not satisfy the dependency.
PlayStation and Xbox: the generation boundary
PlayStation 5
PlayStation 5 is one of the official launch platforms for Phantom Liberty. Choose either the PS5 standalone expansion when you already own the PS5-compatible base game, or the PS5 Ultimate Edition when starting from zero. Read the listing details rather than relying on a generic product title: platform generation and regional licensing determine whether the purchase attaches to the console account you use.

Xbox Series X|S
Xbox Series X|S is supported in the same way. Existing owners can add the standalone expansion, while new players can choose the Xbox Ultimate Edition. Confirm that the listing identifies Xbox Series X|S and that any physical package or code is intended for your region.
Why PS4 and Xbox One are excluded
CD PROJEKT RED stopped new content updates on PlayStation 4 and Xbox One after Patch 1.6. Phantom Liberty belongs to the current-generation and PC content line, so there is no supported PS4 or Xbox One version to purchase. This is a product limitation, not a missing installation step or a setting that can be enabled on older hardware.
PC editions, storefronts and requirements
On PC, CD PROJEKT RED names Steam, GOG, Epic Games Store and GeForce Now in its platform information. The exact checkout process, ownership rules and download method depend on the storefront you select, but the edition decision remains the same: buy Phantom Liberty separately only when the same account already owns Cyberpunk 2077, or buy Ultimate Edition to receive both.

CD PROJEKT RED says its Update 2.0 requirements apply to both the base game and Phantom Liberty. The publisher provides separate tables for non-ray-tracing and ray-tracing configurations. Because hardware requirements and driver support can change, use the current official requirements table for your operating system and graphics mode instead of assuming that a computer capable of an older Cyberpunk 2077 build will meet the expansion’s needs.

How to check a PC purchase before paying
- Open the listing in the PC storefront you intend to use.
- Confirm whether the product is Phantom Liberty alone or Cyberpunk 2077: Ultimate Edition.
- If you are buying the standalone expansion, verify that Cyberpunk 2077 is owned on the same account and storefront.
- Compare your computer with the current Update 2.0 non-ray-tracing or ray-tracing requirements, depending on the mode you plan to use.
- Check the edition, language, region and refund terms shown at checkout; these details are controlled by the storefront.
Nintendo Switch 2: a separate Ultimate Edition release
The dedicated Nintendo Switch 2 Ultimate Edition launched June 5, 2025. It includes Cyberpunk 2077 and Phantom Liberty together, so Switch 2 buyers do not need to combine a base-game cartridge with a separate expansion purchase.
There are two documented formats: a Nintendo eShop download and a physical 64 GB game card. The physical card is a complete Switch 2 release of the bundled edition, while the digital version is obtained through the eShop. Confirm the region and account setting before purchase, especially if you are importing a physical copy.
Switch 2 also adds platform-specific controls, including motion, gyro, mouse and touch features. These are features of the Switch 2 release, not separate editions that you need to buy individually. They do not change the basic ownership rule: the Ultimate Edition contains the required base game and the expansion.

The official material available for this guide does not establish a separate Mac Phantom Liberty SKU or a regional Mac price. If you are shopping on Mac, open the current Mac storefront listing and verify exactly which edition is offered before using a purchase link or assuming that a console or PC license transfers.

Digital editions
Digital purchases are the simplest route when you already know the correct platform and account. Search for the exact edition name, check whether the product is the standalone expansion or Ultimate Edition, and verify that the store identifies your platform. Digital availability, pricing, discounts and regional licensing can change, so use the live storefront immediately before checkout.
Physical editions
Physical stock and packaging vary by retailer and region. A product title that says “Ultimate Edition” is not enough by itself: inspect the platform label, included discs or cards, any download-code requirement, and the region. The documented Switch 2 physical release uses a 64 GB game card. For other platforms, do not assume that a physical listing includes Phantom Liberty unless the package description explicitly says so.
Console licenses and physical media are platform-specific. A physical PlayStation package cannot be used as an Xbox license, and a Switch 2 game card is not a PC activation key. Keep the receipt and packaging details if the listing is ambiguous, because retailer return policies differ.

Purchase checklist
- Identify your hardware. Phantom Liberty is for PC, PlayStation 5, Xbox Series X|S and the dedicated Switch 2 release. Exclude PlayStation 4 and Xbox One from your search.
- Check base-game ownership. If you already own Cyberpunk 2077 on the same supported platform and account, look for the standalone expansion. Otherwise choose Ultimate Edition.
- Match the platform label. Read the listing for PS5, Xbox Series X|S, PC storefront, or Switch 2 rather than relying on a retailer search result.
- Choose digital or physical. For Switch 2, select the eShop download or 64 GB game card. For other platforms, verify exactly what the physical package contains.
- Review region and edition details. Regional pricing, inventory, discounts, language support and license rules are volatile.
- Check PC hardware if relevant. Compare your system with the current Update 2.0 non-ray-tracing or ray-tracing table.
- Keep the confirmation. Save the order page or receipt showing the platform and whether Phantom Liberty is included.
Common buying mistakes and fixes
Buying Phantom Liberty without Cyberpunk 2077
Symptom: The expansion appears in your library, but there is no base game to launch it with. Fix: Purchase Cyberpunk 2077 for the same platform and storefront, or replace the two-product plan with the appropriate Ultimate Edition.
Expecting PS4 or Xbox One support
Symptom: You own the older-console game and cannot find a compatible expansion listing. Fix: Do not buy an unverified code. Move to PC, PlayStation 5, Xbox Series X|S or Switch 2, then purchase the platform-matched edition.
Confusing a base-game update with the expansion
Symptom: A free update appears, leading you to believe Phantom Liberty is included. Fix: Treat game updates and paid expansion ownership as separate. Update 2.3 is free to base-game owners and does not require Phantom Liberty, but that does not make the paid expansion part of every base-game purchase.

Choosing the wrong platform version
Symptom: A code or disc cannot be redeemed on your device. Fix: Confirm the platform family, generation and region before paying. Console licenses and physical media are not universal.
Assuming every Ultimate Edition listing is identical
Symptom: Packaging, download requirements or included content differ from what you expected. Fix: Read the current platform listing. The Switch 2 Ultimate Edition has its own digital and 64 GB physical formats, while other platforms may present different packaging and licensing terms.
Bottom-line buying decision
Buy Cyberpunk 2077: Ultimate Edition if you are new and want the complete package. Buy Phantom Liberty separately if you already own the base game on PC, PlayStation 5 or Xbox Series X|S. Do not plan around PlayStation 4 or Xbox One: those versions do not receive the expansion. On Switch 2, select the dedicated Ultimate Edition in either eShop or 64 GB game-card form. On Mac, verify the live storefront listing because the available Update 2.3 documentation does not establish a standalone Phantom Liberty SKU or regional price.
