Who V can date depends on V’s body type and, for some characters, voice; each route also depends on progressing that character’s quest line and making compatible choices. Short encounters such as Meredith Stout or Joytoys are separate from these longer relationships.

Who can V romance?

These eligibility requirements are reported for the console game in the RPG Site version 2.1 romance guide. PC mods may change access, so the table describes the unmodded routes rather than every possible PC setup.
How to pursue a romance
Each major relationship is tied to a character-specific sequence of quests, not a single dialogue choice. Complete the relevant side jobs, respond to calls and messages, and choose dialogue that reflects interest in that character. Routes have different requirements and decision points; there is no universal response that guarantees every romance. GameSpot’s guide describes the arcs as multi-mission stories, sometimes separated by pauses, so continue with other activities and watch for the next contact.

Judy Alvarez
Judy’s relationship develops through her side jobs. V needs a feminine body and feminine voice to pursue the reported romance route. Follow her quest arc and make choices that support the relationship rather than assuming that completing one mission is enough.
River Ward
River’s route starts through a side job rather than the main story’s central route. The reported requirement is a feminine body. Keep progressing his character-specific content and respond when he gets in touch.

Panam Palmer
Panam’s route unfolds through her side-job arc and requires a masculine body. Decisions within that arc can close off the romance, so pay attention to character-specific dialogue rather than treating the route as automatic once she appears.
Kerry Eurodyne
Kerry’s relationship follows Johnny-related story content and Kerry’s own quests. The reported requirement is a masculine body and masculine voice. Continue through his arc and make choices consistent with pursuing him.

The guides report that V can pursue more than one relationship before the ending. That does not mean every romance can remain active in every finale: some endings ask V to identify a partner, and the outcome depends on the specific ending and character.
Major romances versus brief encounters
The four routes above are multi-quest relationships. They can develop into committed romances and may matter in particular endings. Meredith Stout and Joytoys, by contrast, are optional brief encounters rather than equivalent long-term story arcs. Johnny’s past or brief encounters—including Alt Cunningham, Ruby Collins, and Rogue—are not additional V romance routes. PC Gamer’s guide likewise describes Meredith as a fling and Rogue’s story as something other than a long-term relationship with V.

Hangouts with a partner
The version 2.1 guide describes repeatable apartment hangouts after V has advanced a major relationship. Its eligible residences are Megabuilding H10, the Northside motel, Japantown, Glen, and Corpo Plaza; Dogtown locations are not included. Depending on the hangout, interactions can include conversation, cuddling, showering, dancing, or sleeping. These are version-sensitive details, so they should not be assumed to describe every past or future build.
How romance can affect endings
A committed romance can change what happens with a partner in some endings, but there is no single outcome shared by all four characters. Depending on the ending and partner, the character may leave Night City with V, wait for V, or end the relationship. The Phantom Liberty “Tower” ending is described in the version 2.1 guide as eventually ending the relationship because of the circumstances. Treat the ending result as specific to the route and finale you choose, not as a guaranteed reward for completing a romance.

What Phantom Liberty changes
CD PROJEKT RED announced Phantom Liberty as an expansion released on September 26, 2023 for PlayStation 5, Xbox Series X|S, and PC through Steam, GOG, the Epic Games Store, and GeForce Now. Its announcement describes a Dogtown spy-thriller story, new characters and quests, items, and a Relic skill tree; it does not specify romance mechanics.
PC Gamer’s guide reports that Phantom Liberty adds dialogue for existing romantic partners but does not add a romance route for Songbird or Solomon Reed. Those are guide-reported details about the game, distinct from what the publisher’s expansion announcement states.
