When cyggcc_s-1.dll is missing, the safest fix is to repair the application that requested it or restore the matching Cygwin installation, not to download a replacement DLL from a random website.
What cyggcc_s-1.dll is
This DLL is associated with the GCC C runtime used by programs built for Cygwin. It may be installed as part of a genuine Cygwin environment or bundled inside another Windows application.

The exact filename is mainly associated with older or 32-bit Cygwin-era programs and bundled legacy runtimes. Current 64-bit Cygwin uses a related but different file, cyggcc_s-seh-1.dll, supplied by its libgcc1 package. That newer filename is not automatically a replacement for cyggcc_s-1.dll.
A 64-bit Windows installation does not provide this file automatically. Windows architecture and application architecture are separate matters: a 32-bit application can run on 64-bit Windows, but it still needs the runtime files it was built to use.

First, identify the program that needs the DLL
Do not begin by copying files. Find the executable named in the error or identify the application you opened immediately before the message appeared.
Look for clues in:
- The error window title
- The full path shown in the message
- A shortcut’s Target field
- The folder containing the missing DLL
- Windows Security’s protection history
- The application’s installation folder
Right-click the application shortcut, select Properties, and read the Target field. If the error points to a folder such as a recovery utility, simulator, embedded-development tool, or portable archive, repair that application rather than the Windows installation.
Real examples include TestDisk or PhotoRec executables and Mission Planner’s SITL simulator. These programs can carry their own Cygwin DLLs, so the correct runtime must remain with the complete application bundle.
Fix 1: Repair or reinstall the affected application
This is the most likely solution when the DLL belongs to a bundled program.
For an installed application
- Close the application and any related launcher.
- Open Settings with
Windows + I. - Select Apps, then Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If Repair is not available or does not help, return to the same screen and select Reset only if you understand that it may remove application settings or local data.
Some installers offer their own repair option:
- Open Control Panel.
- Select Programs, then Programs and Features.
- Select the application.
- Choose Change, Repair, or Modify.
- Complete the installer and restart the program.
For a portable program or ZIP archive
A partial extraction is a common cause of missing Cygwin DLL errors.
- Delete or move the incomplete extracted folder.
- Obtain a fresh archive from the application’s official developer or project page.
- Create a new folder outside temporary locations, such as
C:ToolsAppName. - Extract the entire archive into that folder.
- Do not run the executable directly from inside the ZIP file.
- Do not copy only
cyggcc_s-1.dllinto another directory. - Launch the program from its newly extracted folder.
For TestDisk or PhotoRec, all files must be extracted before launching the Windows executable. A missing companion DLL can produce an error that appears to identify only one file.

Check for verification or update features
If the application has a launcher, look for:
- Repair
- Verify files
- Check for updates
- Reinstall
- Restore default files
Use the application’s official installer and its matching version. A runtime from another release may have the same filename but still be incompatible with the executable and its other Cygwin libraries.

Windows Security or another antivirus product may have removed a bundled DLL.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any entry that names
cyggcc_s-1.dllor the affected application. - Confirm that the file came from the authentic application package.
- Restore it only when you have verified the source and scanned the complete package.
Microsoft warns that restoring a quarantined file can cause Defender to detect it again. Do not select Allow on device merely because restoring the file makes the error disappear. If the file came from an unofficial download, remove the application and reinstall it from the original vendor instead.
If antivirus repeatedly removes the file from a legitimate application, update the security definitions, scan the installer, and contact the application vendor. Do not create a broad exclusion for the entire Windows or Downloads folder.
Fix 3: Repair a genuine Cygwin installation
Use this path only when the failing program is part of your Cygwin installation rather than a separate application with a bundled runtime.

- Close every Cygwin terminal.
- End related Cygwin processes in Task Manager if they remain open.
- Run the official Cygwin Setup program that matches the installation.
- Select the same installation root used previously.
- Select the same local package directory if Setup asks for it.
- Continue to the package chooser.
- Search for
libgcc1. - Mark the package for installation or reinstall it by changing its Keep state.
- Continue through Setup and allow the operation to complete.
- Open a new Cygwin terminal and test the original command.
The official Cygwin installer uses setup-x86_64.exe for 64-bit Windows and setup-x86.exe for 32-bit Windows. Older installations may have different package availability or naming. Do not convert a 32-bit application to a 64-bit runtime by copying files manually.
Cygwin’s cygcheck utility can help determine whether the installation is coherent:

Use cygcheck -f to identify package ownership, cygcheck -c to review installed packages, and cygcheck program.exe to inspect dependencies. If several Cygwin packages are incomplete, rerunning Setup against the existing installation is safer than replacing individual DLLs.
Fix 4: Check architecture and mixed DLLs
A program can fail even when a file with the correct name is present.

Possible causes include:
- The DLL is corrupt.
- The DLL belongs to a different application.
- The program is 32-bit but the replacement is 64-bit.
- The DLL is paired with an incompatible
cygwin1.dll. - Other GCC or Cygwin libraries are missing.
- The program is launching from the wrong directory.
- Another Cygwin installation appears earlier in
PATH.
Open the folder containing the program and check whether its other Cygwin files are present. Do not combine files from separate applications or Cygwin installations.
If the program normally runs from a Cygwin terminal, launch it there. If it is a bundled Windows application, launch the executable from the vendor’s intended folder. Avoid moving the executable to the Desktop or another directory, because that can change DLL search behavior.
A 64-bit Windows system does not make a 64-bit DLL suitable for every program. The executable, cygwin1.dll, GCC runtime, and related libraries need to come from a compatible application package.
Fix 5: Handle a “Bad Image” error
A missing-file message means Windows could not locate the requested DLL. A message saying the file is “not designed to run on Windows” or that it contains an error means Windows found a file but could not load it.

If the file exists:
- Note its exact folder.
- Do not overwrite it with a download from another source.
- Check whether antivirus recently modified or quarantined it.
- Reinstall the complete application into a new folder.
- Confirm that all bundled Cygwin DLLs were extracted together.
- Test the newly installed copy before deleting the old one.
For Mission Planner SITL, ensure that the complete sitl directory is present and use the application’s official update or reinstall process. A newer cyggcc_s-seh-1.dll and the legacy cyggcc_s-1.dll can both appear in real bundled environments, but their presence does not make them interchangeable.

If a clean reinstall still produces “Bad Image,” the download may be damaged, the wrong architecture may have been installed, or the application may have a compatibility problem. Use the vendor’s support channel with the full error text and executable path.
Fix 6: Update a related driver only when hardware software is involved
A driver update is not a direct repair for cyggcc_s-1.dll. Consider it only when the failing program is a hardware utility, simulator, capture tool, or embedded-development application and the vendor identifies a driver dependency.
To check manually:
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Display adapters, Universal Serial Bus controllers, or Ports (COM & LPT).
- Right-click the device.
- Select Properties and open the Driver tab.
- Note the provider, date, and version.
- Download a matching driver from the hardware manufacturer.
- Install it, restart Windows, and test the original application.
Manually matching hardware models and driver packages can take time, especially when several devices appear similar. Do not uninstall a working device driver merely because the DLL error appeared nearby in time. Update drivers only when the application vendor or Device Manager evidence points to that cause.

SFC and DISM repair Windows components. They normally do not restore an ordinary third-party Cygwin DLL, so they should not be the first fix for this error.
Use them when Windows has other problems, such as damaged built-in apps, repeated system repair failures, or multiple unrelated system-file errors.
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows and test the original application.
Microsoft recommends running DISM before SFC. If both commands complete without reporting a repair, reinstall the affected application instead of repeating them.

What not to do
Do not download the DLL from a random website
Unverified DLL downloads can contain malware, the wrong architecture, a damaged file, or a runtime from an incompatible application. Even an authentic-looking copy may not fix the missing companion libraries.

Use the official Cygwin Setup program for a genuine Cygwin installation, or the affected application’s official installer and complete archive for a bundled runtime.
Do not copy it into System32 or SysWOW64
cyggcc_s-1.dll does not belong in C:WindowsSystem32 or C:WindowsSysWOW64. Global copying can create a mixed runtime and make troubleshooting harder.
Do not run regsvr32
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, commonly used by certain COM or ActiveX components. A Cygwin GCC runtime library is not normally registered that way. Registering it will not repair a missing dependency.
Do not install unrelated Microsoft runtimes
Visual C++ Redistributables, DirectX, and .NET may be required by other applications, but they do not supply Cygwin’s GCC runtime. Installing them as a generic response will usually leave this error unchanged.
FAQ
Is cyggcc_s-1.dll a Windows file?
No. It is associated with Cygwin/GCC software and is normally supplied by Cygwin or by an application that bundles Cygwin components.
Can I replace it with cyggcc_s-seh-1.dll?
Not automatically. Current 64-bit Cygwin uses the newer filename, but an older or bundled program expecting cyggcc_s-1.dll may require its original matching runtime.
Why does the file exist but still fail?
It may be corrupt, the wrong architecture, incompatible with the other Cygwin DLLs, or located where the executable does not search.
Should I run SFC first?
Only when there are broader signs of Windows corruption. Repair the affected application or Cygwin installation first.
