Spoilers for Deltarune Chapter 3: The first two parental lock codes are 213 and 1225. A separate, later lock puzzle ends with 000000. The first code comes from following the screens in transition order—not reading the digits left to right.
First parental lock: enter 213
Clear the obstacles to reveal the digits, then follow the route between screens in the order the puzzle takes you through them. The digits are arranged to tempt you into reading them as 123, but the actual sequence is 213. The Deltarune Wiki’s TV World puzzles guide describes a sword route as an option; The Escapist’s Chapter 3 walkthrough explains clearing the path with Susie’s blocks and weeds.

Second parental lock: get the key, then enter 1225
In the six-screen minigame, the key moves away when you approach. Use the boxes to block its escape, pick it up with the axe character, and throw it at the locked door in the minigame. The following scrambled black-room display gives the parental lock code: 1225.
The available character ability can change how you handle this section. The Deltarune Wiki notes that a sword action can destroy the key and door instead of using the axe-and-key route. It also describes an OddController option for accessing the sword character if your route has progressed far enough; otherwise, Susie says she brought a controller so Kris can use the axe character. These mechanics depend on route or progression, so they may not apply to every playthrough.

Later parental lock: enter 000000
After returning from the broader TV World, a distinct puzzle leads through a home replica and subsequent block and bridge rooms. In the final area, use the camera: the pictures reveal zeroes until the view fills with them and the console becomes unresponsive. The resulting code is 000000. The wiki notes that this later puzzle is deactivated if the holder of the Shadow Mantle is defeated.

The Chapter 3 cleaned transcript records the in-game line, “You entered the numbers knowingly.” It is game dialogue, not a quotation attributed to Toby Fox. The transcript is available in the Deltarunefan Chapter 3 transcript.
