It clears a water-based surface within its affected area; it is not listed as a separate, dedicated spell. The level 1 version has a 9 m range and a 4 m radius, and casting it with a higher-level slot increases the radius.
What does Destroy Water do in BG3?
The spell’s description says, “Choose to call forth rain or destroy a water-based surface.” Selecting the destruction option removes water from the targeted area. The BG3 Wiki’s spell listing presents the two choices together as Create or Destroy Water, while its surface reference identifies Destroy Water as an effect that removes water.
The documented target is a water-based surface. The available description does not establish that the spell removes every liquid-like or elemental surface, so do not assume it will clear other kinds of terrain.
Range, radius, and spell-slot cost
The level 1 spell costs an action and a level 1 spell slot. Its listed range is 9 m (30 ft), with a 4 m (13 ft) affected radius. Casting it with a spell slot above level 1 expands the affected radius by 2 m (7 ft) for each slot level above level 1.

Why remove water from a battlefield?
Water is a manipulable surface that can interact with elemental effects: lightning can electrify it, ice damage can turn it into ice, and contact with a fire surface can create a steam cloud. Removing water can therefore help clear terrain or change the conditions before using other surface effects. Those interactions do not guarantee a particular damage result or tactical advantage in every encounter.

The combined spell offers distinct choices: Destroy Water removes an existing water surface, while Create Water calls forth rain. The in-game Water item is another way to create a water surface: throwing it can also apply Wet to creatures in its splash zone. It creates water rather than clearing it, so it is not a substitute when removal is the goal.
