devicecenter.dll Load Error: Rebuild Windows Devices and Printers

Length9 min Posted Quest giverVGSources Team

The errors you may see

devicecenter.dll errors commonly appear as:

  • “The program can’t start because devicecenter.dll is missing from your computer.”
  • “The code execution cannot proceed because devicecenter.dll was not found.”
  • “There was a problem starting devicecenter.dll. The specified module could not be found.”
  • “devicecenter.dll is either not designed to run on Windows or it contains an error.”
  • “The file DeviceCenter.dll is missing or corrupt.”
  • “Failed to load DeviceCenter.dll.”
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The exact wording depends on the Windows version and the program that attempted to load the file. devicecenter.dll is a Microsoft Windows component associated with the legacy Devices and Printers shell, not a normal application runtime.

The 60-second answer

Do not download devicecenter.dll from a random DLL website. Repair Windows instead.

As an Amazon Associate I earn from qualifying purchases.

  1. Install pending Windows updates and restart.
  2. Open Command Prompt as administrator.
  3. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
  1. Restart Windows and try opening Devices and Printers or the affected application again.

Microsoft recommends running DISM before SFC because DISM repairs the Windows component store that SFC uses as its repair source. See Microsoft’s System File Checker repair procedure.

If the error remains, identify which program displayed it, verify the file path and signature, then continue with the matching section below.

What devicecenter.dll does

devicecenter.dll belongs to Windows’ Devices and Printers integration. The component is associated with the canonical Microsoft.DevicesAndPrinters shell entry and the Devices and Printers COM registration.

It is normally found at:

%SystemRoot%System32DeviceCenter.dll

On 64-bit Windows:

  • System32 normally contains the 64-bit copy.
  • SysWOW64 commonly contains the 32-bit copy used by 32-bit programs.

The name can be confused with Windows Mobile Device Center. They are not the same thing. devicecenter.dll is a Windows shell component; it is not automatically evidence that Windows Mobile Device Center is installed.

Windows 11 may still contain this legacy component even though Devices and Printers can redirect users toward newer Settings pages. The interface is not identical on every Windows 11 build.

What usually causes the error

The message does not identify the cause by itself. Common possibilities include:

  1. A protected Windows file was deleted or corrupted.
  2. A Windows update or upgrade did not complete correctly.
  3. Antivirus software quarantined the file.
  4. A dependency failed to load even though DeviceCenter.dll exists.
  5. Disk or file-system corruption damaged the component.
  6. A third-party program is calling the Windows component incorrectly.
  7. The file exists in the wrong directory or has the wrong architecture.

“Specified module could not be found” is especially misleading. It can mean that a dependency required by the DLL failed to load, not that DeviceCenter.dll itself is absent.

Fix 1: Install updates and repair Windows components

This is the correct first repair for a missing, corrupt, or “not designed to run on Windows” message.

Install Windows updates

  1. Open Start and select Settings.
  2. Select Windows Update.
  3. Click Check for updates.
  4. Install all available updates.
  5. Restart, even if Windows does not insist on doing so.
  6. Return to Windows Update and check again.

Then run the repair commands.

Run DISM and SFC

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. Then run:

sfc /scannow

Do not close the window until the scan reaches 100 percent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restart Windows and repeat the action that produced the error.

Interpret the result

SFC may report that:

  • It found no integrity violations.
  • It found corrupt files and repaired them.
  • It found corrupt files but could not repair some of them.

If files were repaired, restart and test again. If SFC could not repair everything, run DISM once more, restart, and run SFC again. Repeated failure points toward a damaged repair source, disk problem, or broader Windows installation issue.

If you prefer not to repeatedly compare repair output and manually track which component changed, Outbyte PC Repair can scan for system problems and show what needs attention; its free scan identifies issues, while repair is handled by the full version. It is optional, and Windows servicing remains the appropriate fix for this Microsoft component.

Fix 2: Check the file location and signature

A genuine Windows copy should normally be inside the Windows directory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search for the file

Open an elevated Command Prompt and run:

where /r "%SystemRoot%" DeviceCenter.dll

Expected locations include:

C:WindowsSystem32DeviceCenter.dll
C:WindowsSysWOW64DeviceCenter.dll

The actual Windows directory may use a different drive or name.

A copy in an application folder, temporary directory, download folder, or user profile deserves extra scrutiny. Do not replace a system copy with one found elsewhere just because the filename matches.

Check the Microsoft signature

Open PowerShell and run:

Get-AuthenticodeSignature "$env:windirSystem32DeviceCenter.dll"

Check the result:

  • Status should normally be Valid.
  • The signer should be Microsoft.
  • The path should be inside the Windows directory.

For a 32-bit copy on 64-bit Windows, check:

Get-AuthenticodeSignature "$env:windirSysWOW64DeviceCenter.dll"

A valid signature is useful evidence, but it is not a complete malware investigation. If the file is unsigned, located outside Windows, or associated with other suspicious behavior, run a current security scan and do not restore it blindly.

Fix 3: Check antivirus quarantine

Security software may remove or quarantine a damaged or falsely detected system file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an entry mentioning DeviceCenter.dll.
  5. Note the original path and detection name.
  6. Run a full scan before restoring anything.

Restore the file only when all of the following are true:

  • The original path was under the Windows directory.
  • The file is digitally signed by Microsoft.
  • The detection appears to be a false positive.
  • A current scan finds no broader infection.

If those conditions are not met, leave the file quarantined and repair Windows with DISM and SFC instead.

Fix 4: Identify the program that displays the error

The calling executable changes the repair path.

If the error appears while opening:

  • Devices and Printers: focus on Windows servicing and shell integrity.
  • File Explorer: repair Windows first, then test another user account.
  • A printer or device utility: update or repair that utility from its official vendor.
  • A separate application: repair or reinstall that application from its official installer, but do not assume it owns devicecenter.dll.
  • A game: do not install a random DLL. Verify whether the launcher or game is actually calling the Windows component.

Right-click the program shortcut, choose Properties, and check the Target field. If the message appears immediately after launching a specific executable, record its name. That information helps distinguish a Windows shell failure from an application-specific failure.

Fix 5: Check 32-bit and 64-bit architecture

“Not designed to run on Windows” can result from a mismatched architecture or corrupted binary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

  • DEVICE COMPATIBLE: Connects mice, keyboards, and speed-critical devices, such as external hard drives, printers, and cameras to a computer
  • ULTRA FAST SPEED: Full 2.0 USB capability with 480 Mbps transfer speed
  • DURABLE DESIGN: Corrosion-resistant, gold-plated connectors for optimal signal clarity and shielding to protect against noise, minimizing interference for a clear signal

On 64-bit Windows, do not copy a 32-bit DLL into System32, and do not copy a 64-bit DLL into SysWOW64. Windows uses these directory names in a way that often surprises users:

  • System32 is normally the 64-bit system-binary directory.
  • SysWOW64 is normally the 32-bit system-binary directory.

You can check the operating system architecture by opening Settings, selecting System, choosing About, and reading System type.

Do not use a DLL index to choose a version by file size or release number. The correct file depends on the Windows build, architecture, language, and servicing level. DISM and SFC select the appropriate protected component for the installed system.

Fix 6: Repair a failed Windows upgrade

If the problem began after an interrupted upgrade, restart, or servicing operation, Windows Update may not have a complete component source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First repeat the update and DISM steps. If DISM reports that source files could not be found, use matching Windows installation media:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with a valid source matching the installed Windows edition and build. An arbitrary source can introduce another mismatch.

On supported Windows 11 installations, you may also have a repair option under Settings > System > Recovery. If Reinstall now is available under the Windows Update recovery options, it can reinstall the current Windows version while preserving personal files and repairing system components. Follow the on-screen instructions and back up important data first. Microsoft documents this process in its guide to reinstalling the current Windows version.

Fix 7: Check the disk and file system

If SFC repeatedly finds corruption after apparently repairing it, the storage device or file system may be damaging files again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Back up important files.
  2. Open Windows Security and check Device performance & health.
  3. Review the drive manufacturer’s diagnostic utility if available.
  4. Check whether Windows reports storage errors in Event Viewer.
  5. Repair the underlying disk problem before repeatedly replacing system files.

A failing drive can make a successful SFC result temporary.

Fix 8: Test another Windows account

If the error affects only one user account:

  1. Open Settings.
  2. Select Accounts.
  3. Select Other users.
  4. Add a temporary local user.
  5. Sign out and test Devices and Printers from that account.

If the error disappears, the original profile or its shell settings may be damaged. Copy personal data to a safe location and consider rebuilding the affected profile rather than replacing Windows components manually.

If every account has the problem, continue with Windows repair, System Restore, or an in-place repair.

Drivers and Device Manager

devicecenter.dll is not itself a device driver. Updating drivers is therefore not the primary fix, but a broken printer or device utility can trigger the error.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check Device Manager:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Printers, Bluetooth, Portable Devices, and relevant hardware categories.
  4. Look for a yellow warning icon.
  5. Right-click the affected device and select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows.

Use the hardware manufacturer’s official driver if Windows cannot find one. If you are manually checking many devices and versions, Outbyte Driver Updater can scan for outdated drivers and identify what needs attention; its free scan shows the findings, while driver installation is handled by the full version. It is optional and does not replace repairing Windows or reinstalling the application that triggered the error.

Why regsvr32 is usually the wrong fix

Do not run regsvr32 as a generic response to a missing DLL.

regsvr32 is intended for DLLs that provide a self-registration entry point such as DllRegisterServer. It does not restore a deleted protected file, repair Windows servicing metadata, or rebuild the component store. Public file inventories may list COM-related exports for DeviceCenter.dll, but that does not prove that manually registering it is supported.

Use DISM and SFC instead. Microsoft documents regsvr32 syntax and behavior in its regsvr32 reference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

System Restore and in-place repair

If the error began recently and System Restore is enabled:

  1. Press Windows key + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the error began.
  5. Review the affected programs and drivers.
  6. Back up important files.
  7. Start the restore.

System Restore can roll back applications, drivers, and settings. It does not replace a current backup.

If the problem affects all users and survives DISM and SFC, use an in-place Windows repair. A clean installation should be the last resort after backing up personal files and confirming that less destructive repair options have failed.

Avoid random DLL downloads

A third-party DLL download can be:

  • Unsigned or modified.
  • The wrong Windows build.
  • The wrong architecture.
  • Missing dependencies.
  • Malware.
  • A temporary replacement that leaves the Windows component store damaged.

There is no verified standalone Microsoft DeviceCenter.dll redistributable. Safe sources are Windows Update, Windows servicing, matching installation media, System Restore, or an in-place Windows repair.

Manual replacement is an advanced last resort only when SFC identifies the exact file it could not repair and you have a known-good copy from identical Windows media. It is not the normal repair procedure.

FAQ

Is devicecenter.dll safe?

It is a genuine Microsoft Windows component when it is located under the Windows directory and has a valid Microsoft signature. Location and signature matter more than the filename alone.

Is devicecenter.dll part of Windows Mobile Device Center?

No. The similar names cause confusion, but this DLL belongs to the Windows Devices and Printers shell integration.

Does Windows 11 still use it?

Legacy copies and registrations can still exist on Windows 11, although the visible Devices and Printers experience may redirect to newer Settings pages. Do not assume every Windows 11 build exposes the same interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I copy the file from another computer?

Not as a normal fix. Windows builds, architectures, languages, and servicing levels can differ. Use DISM, SFC, or matching installation media instead.

Why does the error remain when the file exists?

The file may be corrupted, the wrong architecture, unsigned, or unable to load a dependency. Check the calling program, file signature, system integrity, and Windows repair status rather than replacing the file blindly.

When should I reinstall the application?

Reinstall the application when the error appears only with that program and Windows repair succeeds. Use the developer’s official installer. If the error affects Devices and Printers or multiple programs, repair Windows first.
