devicesetupmanager.dll is a genuine Microsoft Windows system file, and errors naming it usually point to damaged Windows components, a failed device setup operation, or an unsafe replacement. Do not download a loose copy or register it first; repair Windows and verify the file’s location, signature, and build instead.
What this file actually does
DeviceSetupManager.dll is part of Windows Device Setup Manager, the component behind the DsmSvc service. This service helps Windows detect devices and download or install device-related software, including drivers.
The expected system path is:
%windir%System32DeviceSetupManager.dll
It is not a Visual C++ runtime, DirectX file, or .NET assembly. There is no separate, legitimate “DeviceSetupManager.dll redistributable” that should be installed independently.
A real copy should normally be under the Windows directory and carry a Microsoft digital signature. A same-named file in Downloads, %Temp%, a user profile, or an unrelated application folder needs additional scrutiny.

The filename may appear in errors such as:
- “The program can’t start because DeviceSetupManager.dll is missing from your computer.”
- “The code execution cannot proceed because DeviceSetupManager.dll was not found.”
- “There was a problem starting DeviceSetupManager.dll.”
- “Error loading DeviceSetupManager.dll. The specified module could not be found.”
- “DeviceSetupManager.dll is either not designed to run on Windows or it contains an error.”
These messages do not always prove that this file alone is missing. “The specified module could not be found” can also mean that a dependency failed to load. “Not designed to run on Windows” can indicate corruption, an incompatible architecture, a truncated file, or a tampered replacement.

Fix 1: Repair Windows with DISM and SFC
This is the safest first repair when the file is missing or corrupted. Run both commands from an elevated Command Prompt, in this order.
- Save your work.
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may appear to pause for a while.
- Then run:
sfc /scannow
- Restart Windows after both commands complete.
DISM repairs the Windows component store, which gives SFC a usable source for protected files. SFC then checks protected system files and replaces missing or damaged copies.
How to tell whether it worked
A successful SFC run usually reports one of these outcomes:
- No integrity violations were found.
- Corrupt files were found and successfully repaired.
Restart and repeat the action that produced the error. Try the device installation, Windows sign-in, or application launch again.
If SFC says it could not repair some files, do not copy a DLL from the internet. First inspect:
%windir%LogsCBSCBS.log
If the file exists at the expected path and you need to check that individual file, an administrator can run:
sfc /scanfile=%windir%System32DeviceSetupManager.dll
Use /scannow when the file is missing. /scanfile is for checking a file that is already present.

Fix 2: Install Windows updates and use Windows 11 repair reinstall
A failed update or damaged component store can leave device-setup files unavailable.
Windows 11 and Windows 10 updates
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all applicable updates.
- Restart, even if Windows does not immediately require it.
- Run DISM and SFC again using the commands above.
Windows 10 support ended on October 14, 2025. If you are maintaining Windows 10, use the updates and recovery options still available for that installation, but plan a supported operating-system strategy rather than relying on old DLL copies.
Windows 11 repair reinstall
On supported Windows 11 installations:
- Open Start > Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while preserving apps, files, and settings. It is different from resetting the PC and is useful when ordinary component repair cannot restore the protected file.

Fix 3: Check antivirus quarantine safely
Security software may quarantine a genuine file after a false detection, or it may remove a malicious replacement. Treat the detection details as important evidence rather than restoring every item with this filename.
In Windows Security:
- Open Start and type
Windows Security. - Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review entries related to
DeviceSetupManager.dll. - Open an entry and inspect its path, detection name, and action.
Only consider restoring a quarantined file after confirming that it was the expected Microsoft-signed file under the Windows directory and that the detection is demonstrably false. If the entry points to a temporary folder, download folder, user profile, or unknown application directory, leave it quarantined and complete a full or offline security scan.

If the file was deleted rather than quarantined, use DISM and SFC to restore Windows. Do not replace it manually.
If the problem began after malware, finish the security scan before repairing system files. Otherwise, an active threat may damage the replacement again.

Use this path when the failure involves a USB device, printer, display adapter, sound device, or driver installation rather than one application opening.
Check the service
- Press
Win+R. - Enter:
services.msc
- Press Enter.
- Locate Device Setup Manager.
- Open its properties.
- Leave its startup configuration at the Windows default, normally Manual or trigger-start.
- Do not permanently disable the service.
For a temporary service-state test, open Command Prompt as administrator and run:
net stop DsmSvc
net start DsmSvc
A successful restart only shows that the service can be stopped and started. It does not repair a missing or corrupt DLL. If net start DsmSvc fails, record the message and continue with Windows repair rather than changing random service dependencies.
Check the device in Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the category related to the failing device.
- Look for a yellow warning icon.
- Right-click the device and select Properties.
- Read the status on the General tab.
- On the Driver tab, note the provider and driver date.
- Select Update Driver > Search automatically for drivers.
You can also select Uninstall device, restart Windows, and allow Windows to detect the hardware again. Do this only when you know the device can be re-detected and you have any manufacturer installer needed for it.

Fix 5: Repair the application that shows the error
If the error appears only when one program starts, determine where Windows is trying to load the file.
- Note the full error text and when it appears.
- Check whether the named file is under
%windir%System32or inside the application’s installation directory. - If it is inside the application’s own directory, do not replace it with the System32 copy.
- Open Settings > Apps > Installed apps.
- Select the affected application.
- Choose Advanced options, if available.
- Select Repair.
- If Repair does not help, select Reset only after confirming that the application can be configured again.
- For a desktop program without those options, uninstall it from Installed apps, restart, and reinstall it using the publisher’s official installer.
- For a game, use the launcher’s Verify, Repair, or equivalent file-checking function.
The supplied error strings are generic and are not tied to one particular game or application. A program-specific repair is appropriate only when the file is clearly an application-local component.
Fix 6: Check architecture and the Windows build
Do not choose a replacement based on the newest-looking version number. Windows system files must match the installed Windows release, servicing state, architecture, and dependencies.
Windows may contain both 64-bit and 32-bit system components. A 64-bit Windows installation does not mean that every process uses a 64-bit DLL. A 32-bit application may require a 32-bit component, while a 64-bit Windows service requires its compatible system file.
Reported historical versions include:
- 64-bit
10.0.10586.0 - 32-bit
6.3.9600.16384 - 32-bit
6.2.9200.16628
These are historical examples, not universal replacement targets. A file from another Windows release can cause the same error or create a new version mismatch.
To inspect an existing file:
- Open File Explorer.
- Browse to
%windir%System32. - Right-click
DeviceSetupManager.dll. - Select Properties.
- Check Digital Signatures.
- Select the signature and choose Details.
- Confirm that Windows reports a valid Microsoft signature.
If the file is in the wrong directory, unsigned, or signed unexpectedly, do not keep troubleshooting it as a normal Windows component. Scan the machine and repair Windows from trusted Microsoft sources.

Do not use regsvr32 for this file
regsvr32 is intended for DLLs that expose registration functions, such as certain COM, OLE, or ActiveX components. DeviceSetupManager.dll is a Windows service component, not normally a self-registering control.
Running this is therefore not a standard repair:
regsvr32 DeviceSetupManager.dll
It may produce a message that DllRegisterServer was not found. That result does not mean Windows needs a different copy or a different regsvr32 version. Use DISM, SFC, Windows Update, or application repair instead.
Do not download or manually copy the DLL
Random DLL download pages cannot prove that a file matches your Windows build, architecture, signature, dependencies, or component store. A downloaded file may contain malware, may be the wrong bitness, or may only hide the original repair problem.
The safe sources are:
- Windows component repair through DISM and SFC
- Windows Update
- Windows 11’s Reinstall now recovery option
- Official Windows installation media
- The official installer for a particular application
- The hardware manufacturer’s official driver package
If DISM reports that source files cannot be found, install pending Windows updates and retry. If that fails, use matching installation media as a repair source rather than borrowing a DLL from another computer.

If the error began immediately after a driver, update, or software installation, System Restore may roll back the related system files, drivers, registry settings, and installed programs.
- Press
Win+R. - Enter:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the failure.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Restart and test Windows.
System Restore does not delete personal files, but it can remove programs, drivers, system files, and settings installed after the selected restore point.
If DISM and SFC still cannot repair Windows
Use the escalation path rather than replacing the DLL repeatedly:
- Check Settings > Windows Update for pending updates.
- Review
CBS.logfor servicing errors. - Run a full or offline malware scan.
- Check whether the storage drive reports errors or broader file corruption.
- Try a suitable System Restore point.
- On Windows 11, use Settings > System > Recovery > Reinstall now when available.
- Perform an in-place repair using official Windows installation media.
- Choose Keep personal files and apps when that option is offered.
If multiple protected files fail, Windows Update repeatedly breaks, or storage errors appear, the underlying issue may be the drive, servicing stack, user profile, or broader Windows installation rather than this one DLL.
FAQ
Is DeviceSetupManager.dll safe?
A Microsoft-signed copy in %windir%System32 is the expected Windows component. A same-named file elsewhere is not automatically safe and should be scanned and investigated.
Should I install Visual C++, DirectX, or .NET?
No. This file belongs to Windows Device Setup Manager and is not a normal Visual C++, DirectX, or .NET runtime file.
Can restarting DsmSvc fix the missing DLL?
It can clear a service-state problem, but it cannot recreate a missing or corrupted binary. Use DISM and SFC for that.
Should I copy the file from another PC?
No. Different Windows builds and architectures can make the copied file incompatible. Use Windows servicing or matching installation media.

No optional Windows Feature is the normal installation method for this system component. Do not enable unrelated features to obtain it.
Why does the message say “not found” when the file exists?
The file may have an unloadable dependency, the wrong architecture, a damaged signature, or a problem with the service or application requesting it. Check the path and signature, then repair Windows.
