The 60-second answer
If the computer still uses an Eicon or Dialogic Diva ISDN card, USB adapter, media board, fax modem, or related CAPI software, reinstall the complete hardware-matched Diva package. Do not download diapi232.dll by itself and copy it into a Windows folder.
If the hardware and software are gone, uninstall the old Eicon, Diva, or CAPI application instead. A startup entry may still be trying to load a driver that was intentionally removed.
The correct solution depends on one question: does this PC still need the Eicon/Dialogic device or application that installed the file?

What diapi232.dll is
Public file records identify diapi232.dll as the Eicon 32Bit CAPI 2.0 DLL for Windows NT, associated with Eicon Networks and Eicon Technology drivers. CAPI 2.0 is an interface used by compatible communications software to access ISDN and related telephony functions.
Diva software historically provided combinations of:
- ISDN communications
- Fax functions
- Modem functions
- TAPI integration
- CAPI 2.0 services
- Voice or telephony features
The file belongs to that legacy driver family. It is not part of Visual C++, DirectX, .NET, or a standard Windows application runtime.
It is also not a core modern Windows component. An old OEM driver bundle could place Eicon files in locations such as the Driver Store or System32, but that does not make diapi232.dll a Microsoft-authored Windows file.
Why it appears on 64-bit Windows
The 232 naming identifies a 32-bit component. A 32-bit application can use a 32-bit DLL on 64-bit Windows through the Windows 32-bit compatibility layer. A 64-bit process cannot load this DLL directly.
Do not assume that copying the file into both C:WindowsSystem32 and C:WindowsSysWOW64 solves the problem. On 64-bit Windows, System32 is the native 64-bit system directory, while SysWOW64 contains 32-bit system files. The names are confusing, and placing an arbitrary DLL in either directory can create more problems.
What probably caused the error
The most likely causes are:
- An incomplete or corrupted Eicon/Dialogic installation
- A driver removed during a Windows reinstall or hardware cleanup
- Antivirus quarantine
- A stale application or startup entry
- Conflicting CAPI software from another manufacturer
- An incompatible legacy package
- A damaged Windows installation that is affecting related components
The exact application cannot be identified from the DLL name alone. Check the full error, the executable that displays it, and the location where Windows expects the DLL.
First, identify what still needs the file
Before repairing anything, determine whether the original hardware or software remains.
Check installed applications
- Open Settings.
- Select Apps.
- Open Installed apps.
- Search for terms such as:
- Eicon
- Diva
- Dialogic
- CAPI
- ISDN
- Fax
- Telephony
- On older Windows versions, open Control Panel > Programs and Features and search the same list.
If you find an Eicon or Diva package and still use its hardware, repair or reinstall it. If you no longer use the device, uninstall the package and restart Windows.

Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand categories such as Network adapters, Modems, System devices, and Universal Serial Bus controllers.
- Look for Eicon, Diva, Dialogic, ISDN, CAPI, modem, or telephony devices.
- Right-click a suspected device and choose Properties.
- Check the General and Driver tabs for the manufacturer and device status.
A yellow warning icon indicates a device or driver problem, but the absence of an icon does not prove that the software is unnecessary. Some old startup services can remain after hardware removal.
Also check Task Manager > Startup apps for entries mentioning Eicon, Diva, CAPI, fax, or ISDN. Do not disable an entry yet if the associated hardware is still in use.
Fix 1: Reinstall the complete Eicon/Dialogic package
This is the primary fix when the device or application is still needed.

Use the official package intended for the exact Diva model and Windows version. Historical packages include Diva Client Software Suite releases for older Windows versions and Diva System Release packages for supported Diva media boards and softIP installations. Their documented support targets are legacy Windows releases, not a general guarantee of Windows 10 or Windows 11 compatibility.
Do not substitute diapi264.dll, CAPI2032.DLL, or another DLL. Similar names do not mean the files are interchangeable.
Recommended repair sequence
- Back up any Diva configuration, licenses, fax settings, or telephony settings.
- Open Settings > Apps > Installed apps.
- Find the Eicon, Diva, or Dialogic entry.
- Select the three-dot menu and choose Uninstall.
- If the package provides its own uninstall option, use that option.
- Restart the computer.
- Download the matching package from the device manufacturer or the official Dialogic support material.
- Extract the installer if it is compressed.
- Right-click the setup program and select Run as administrator.
- Complete the installation.
- Restart Windows again.
- Reconnect or re-enable the device if the installer requires it.
For older Diva System Release installations, the documented sequence includes uninstalling the existing software, restarting, installing the matching release update, restoring the saved configuration and licenses, and restarting again.
How to tell whether it worked
Open the application that previously failed. Then check:

- The error no longer appears
- The Eicon or Diva device appears without a warning icon in Device Manager
- The CAPI-dependent application detects its modem, ISDN line, or fax interface
- The relevant service starts normally
- The application can perform its intended connection or fax operation
If the installer rejects the hardware or Windows version, stop trying random packages. The device may require a supported legacy Windows environment or replacement hardware.

Fix 2: Remove obsolete software if the hardware is gone
If the PC no longer has an Eicon/Dialogic device, restoring diapi232.dll is usually the wrong fix.

A leftover application, service, scheduled task, or startup entry may be calling the DLL at every boot. Remove the software that created the reference.
- Open Settings > Apps > Installed apps.
- Search for Eicon, Diva, Dialogic, CAPI, ISDN, modem, and old fax software.
- Select the relevant application.
- Choose Uninstall.
- Restart Windows.
- Check whether the message has disappeared.
On older Windows versions:
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the obsolete Eicon or Diva package.
- Choose Uninstall.
- Restart the computer.
If the error remains after uninstalling, check Task Manager > Startup apps and disable only the clearly identified obsolete entry. Do not delete random registry entries or system files based only on the DLL name.
If a third-party program still requires CAPI after the old device has been removed, uninstall that program too or install a current replacement that supports the available hardware.
Fix 3: Check antivirus quarantine
Security software may have removed the file, or it may have blocked the entire driver package.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review entries mentioning Eicon, Diva, CAPI, or diapi232.dll.
- Expand an entry to view its original path, detection details, and action.
- Restore the file only if the original location, package, publisher, and digital signature are trustworthy.
- If the file is questionable, leave it quarantined.
- Reinstall the complete official driver package instead.
Restoring a quarantined file can reintroduce a real threat. A clean reinstall is safer than restoring an isolated DLL copied from an unknown source.
Fix 4: Check for conflicting CAPI drivers
Dialogic documentation notes that another manufacturer’s CAPI files or registry entries can prevent Diva CAPI from loading correctly.
This can happen after installing multiple ISDN, fax, modem, or telephony packages.
- Open Settings > Apps > Installed apps.
- Remove obsolete CAPI, ISDN, modem, or fax packages that are no longer needed.
- Restart Windows.
- Open Device Manager.
- Check for duplicate or old devices under Network adapters, Modems, and System devices.
- Remove only devices you have positively identified as obsolete. If offered, select Attempt to remove the driver for this device.
- Restart again.
- Reinstall the correct Eicon/Dialogic package.
The historical Diva software also included a diagnostic utility called CAPICheck, which can enumerate installed CAPI drivers. If the utility is present in the installed package, use it to identify competing CAPI providers rather than deleting registry values manually.
Fix 5: Check the application architecture
Find out whether the application reporting the error is 32-bit or 64-bit.

A 32-bit application needs the 32-bit CAPI stack. Installing only a 64-bit communications component will not satisfy it. A 64-bit application cannot directly load diapi232.dll.
Do not attempt to fix an architecture mismatch by renaming files or copying them between System32 and SysWOW64. Install the vendor package intended for the exact combination of:
- Windows version
- System architecture
- Application architecture
- Diva or Eicon device model
If the vendor package is too old for Windows 10 or Windows 11, compatibility is unverified and may be unsupported. The practical choices may be supported hardware, updated telephony software, or a controlled legacy Windows environment.
Fix 6: Repair Windows components
System File Checker is useful for Windows-protected files, but it is not a dependable method for restoring a third-party Eicon DLL. Run it only after repairing the related application and checking antivirus history.

- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
Run DISM first and SFC second. If SFC reports that it found no integrity violations, that does not prove that diapi232.dll exists. It means Windows-protected components passed the check.

If the error began immediately after a driver installation, Windows change, cleanup operation, or software removal, System Restore may reverse the change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point dated before the error began.
- Review the affected programs.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore does not replace a proper vendor installation, and it may not be available. Do not use it to restore a file that antivirus identified as unsafe without first determining why it was detected.

Random DLL download sites can provide malware, the wrong historical version, the wrong architecture, or a file with missing dependencies. Even a genuine copy may not work because the CAPI driver, registry entries, services, and related files are missing.
regsvr32 is also generally irrelevant here. Microsoft documents it for registering DLLs that expose the required OLE or ActiveX registration entry points. There is no verified evidence that diapi232.dll is a self-registering COM DLL.

Do not run commands such as:
regsvr32 diapi232.dll
as a routine repair. Reinstall the complete driver package instead.
What information to collect if the error remains
Record these details before seeking further support:
- The complete error message
- The executable or application that displays it
- The full path named in the error
- Windows 10 or Windows 11 edition and architecture
- Whether the application is 32-bit or 64-bit
- Eicon, Diva, or Dialogic device model
- Whether the device still appears in Device Manager
- Any recent Windows reinstall, update, cleanup, or antivirus action
- The file’s Properties > Digital Signatures information
- Installed CAPI, modem, fax, or ISDN software
That information separates a missing file from a stale startup reference, an architecture mismatch, a CAPI conflict, and an unsupported legacy device.
FAQ
Is diapi232.dll a Windows system file?
No. It is associated with the legacy Eicon/Dialogic CAPI driver family. It may have been distributed in old driver bundles, but that does not make it a native Microsoft component.
Is diapi232.dll a virus?
The filename alone cannot prove that. A legitimate copy should be judged by its original path, installation package, publisher information, and digital signature. If antivirus quarantined it, reinstall the official package rather than restoring an unexplained copy.
Which program installed it?
The name points to Eicon 32-bit CAPI 2.0 software, but it does not identify the exact application. Look for Eicon, Diva, Dialogic, ISDN, fax, modem, and CAPI software in Installed apps.
Can I copy it into SysWOW64?
Do not. The correct CAPI stack includes more than one DLL and may require services, drivers, registry entries, and matching dependencies.
Will Windows Update restore it?
