No. Epic Games CEO Tim Sweeney said Travis Scott is welcome in Fortnite, but he did not announce that Scott or his cosmetics would return. The statement was reported on July 27, 2023, and it gave no return date.
What did Epic’s CEO say about Travis Scott?
In a statement attributed to Tim Sweeney, Fortnite News reported that he said: “Travis Scott is welcome in Fortnite. I’m just not in the loop on item shop rotations so I don’t know what’s coming when, or what specific agreements with celebrities and brands affect the timing of those decisions.” (Fortnite News, July 27, 2023)

The statement answers whether Scott is welcome in the game. It does not confirm that Epic has arranged a return, that Scott has agreed to one, or that any cosmetic is scheduled for the shop.
Is Travis Scott coming back to Fortnite?
The cited statement does not establish that he is. It is a 2023 comment, not a newly confirmed return announcement. It also does not say whether a future appearance would mean an Item Shop cosmetic, a music track, a live event, or something else.

When will the Travis Scott skin return?
No date is established by Sweeney’s comment or Epic’s cited shop guidance. Epic says the Item Shop constantly rotates items and recommends checking back when an item is unavailable, but it does not promise that a specific item will return. Its support page also says Support cannot grant items or offers that are not currently in the shop. (Epic Games Support)
Epic’s guidance about some Battle Pass items does not set a return schedule for the Travis Scott cosmetics: it says qualifying Battle Pass items released after August 7, 2024 may be offered in the shop at least 18 months after a Pass expires, with no guarantee. That policy concerns those specified Battle Pass items, not the Travis Scott cosmetics.

Is Travis Scott banned from Fortnite?
Sweeney’s statement says Scott is welcome in Fortnite, so it does not support describing him as banned. But being welcome is not the same as a confirmed collaboration or a promise that Epic will bring back the outfit or other content.
