Possibly, but the official notes do not prove it. Team Cherry’s Patch 3 fixed Crafting Kits so they increase damage for offensive blue tools such as Sawtooth Circlet, raised Sharp Dart and Cross Stitch damage slightly, adjusted Rune Rage’s scaling, and reduced Thread Storm damage slightly at higher needle levels. The notes give no damage figures or tool rankings, and later updates changed Rune Rage and Thread Storm again.
What changed in Patch 3?
Team Cherry’s Patch 3 notes mix a corrected interaction with deliberate damage and scaling adjustments. That distinction matters: a tool can become more effective because an existing upgrade now works, even when its base damage was not directly increased.

Does that make any tool overpowered?
Patch notes alone cannot answer that. Team Cherry described changes, but did not call a tool overpowered or publish comparative damage data, a ranking, or measurements showing how the changes affect a complete build. The Crafting Kit fix may strengthen builds that use the affected blue tools; that possibility is not evidence that Sawtooth Circlet—or any other tool—now dominates.
Likewise, “slight increase” and “slight decrease” are qualitative descriptions, not percentages or damage values. Without comparable results against the same enemy and under the same conditions, it is not possible to tell whether the buffs outweigh the reduction, or how any tool compares with alternatives.

Why later patches matter
Patch 3 is not necessarily the current balance state. The official Steam announcement archive lists Patch 1.0.29242, dated Nov. 6, 2025, with further changes to Rune Rage damage scaling and Thread Storm damage tapering. It also displays Patch 1.0.30000 dated Mar. 15; the listed information does not establish whether that update changed the balance of the tools discussed here. Team Cherry’s Patch 3 page says the update released for PC and console platforms, but displays only “Nov 6” without a year; 2025 follows the sequence in the Steam archive.
So a claim about how these tools perform today needs to be tied to the live game version and platform being tested. Patch 3’s descriptions are useful for understanding what changed, but they cannot by themselves settle whether a tool is currently too strong.

What a fair balance test would need
To determine whether a tool or build gained an outsized advantage, compare performance under controlled, reproducible conditions:
- Use the same enemy and needle level for each comparison.
- For affected offensive blue tools, test with and without Crafting Kits.
- Keep the platform, game version, and other build conditions constant.
- Account for tool-slot and build costs, not just damage in isolation.
- Apply the later Rune Rage and Thread Storm changes when testing the current version.
Those results would show whether an individual tool’s damage changed and whether the difference translates into a stronger overall build. The official notes do not provide those measurements.
