Did Steam Change Its Refund Policy? The 14-Day, Two-Hour Rule Explained

Steam’s refund policy remains a 14-day, under-two-hours standard for most Store games, with exceptions reviewed case by case. Here’s what the policy says and why a developer’s complaint about short games revived debate.

No confirmed policy change is established by the available sources. Steam’s published refund policy says most games and software can be refunded if you request one within 14 days of purchase and have played for less than two hours. Valve may review requests outside those limits, and it may restrict refunds if it believes someone is abusing the system. The policy page cited here was last updated on 23 April 2024, so check Steam’s live policy for current terms.

Did Steam change its refund policy to stop people refunding short games?

The available reporting does not establish that Valve changed Steam’s refund policy in response to the recent dispute over a short game. The renewed attention followed developer Mateo Covic’s complaint that some players completed and enjoyed his game Paddle Paddle Paddle before requesting refunds. That controversy is about how the existing rules can affect short games, not documented proof of a new rule.

Steam’s official Refunds policy describes a standard window and also allows customers to submit requests outside it for review. It does not say that finishing a short game automatically disqualifies someone from a refund, nor does it promise that every request meeting the standard conditions will be approved.

What is Steam’s standard refund rule?

For games and software applications bought through the Steam Store, the published standard is to request a refund within 14 days of purchase and have less than two hours of playtime. Both conditions matter: a request made after two weeks or after two hours of play falls outside the standard offer.

Steam says customers can still ask for a refund outside those conditions. Valve will review the request, but an exception is not guaranteed. Steam describes the purpose of refunds as removing the risk of buying a title, “not as a way to get free games.” Its policy also says Valve may stop offering refunds to someone it believes is abusing the system.

The policy explicitly distinguishes abuse from a common sale scenario: rebuying a game after purchasing it just before a sale is not considered abuse.

Why did the policy draw attention?

GamesRadar+ reported that Covic said Paddle Paddle Paddle had received more than 55,000 refunds and had a 21% refund rate, alongside 90% very positive reviews. Those are the developer’s reported figures, not independently verified Steam statistics. GamesRadar+ noted that the developer’s post did not include graphs or other evidence for the claims.

In a follow-up interview, Covic said he supports refunds and does not want consumer rights weakened. He said his criticism was aimed at people who enjoyed the game, wrote a positive review, and then refunded it. GamesRadar+ also reported Covic’s statement that the game had sold 270,000 units. These numbers should be understood as claims attributed to the developer, not platform-wide data or an audited count.

Covic also cited figures of 10% as a typical Steam game refund rate and 20% for “rage games,” based on research he said he had done. The underlying dataset and original source were not identified in the reporting, so those figures should not be treated as established industry averages. The available sources do not provide an official Valve statistic for Steam’s overall refund rate.

Can you refund a Steam game after playing it?

Yes, if you have played it for less than two hours and request the refund within 14 days of purchase, you meet the standard published conditions for a Steam Store game or software application. If you exceed either limit, you can still submit a request, but Steam says it will review it rather than applying the standard offer. A short game’s completion is not listed as a separate automatic disqualifier in the policy cited here.

Do the same rules apply to DLC and other Steam purchases?

No. Steam sets separate terms for different purchase types; the standard game rule should not be assumed to cover all of them.

Downloadable content (DLC) The standard window is 14 days and under two hours of playtime measured from the DLC purchase. Restrictions apply if the DLC has been consumed, modified, or transferred; some third-party DLC is marked nonrefundable.
In-game purchases Rules differ between games developed by Valve and games developed by third parties.
Pre-release purchases Playtime can count toward the two-hour limit. For a game that has not yet been released, the 14-day period begins at release.
Steam Wallet funds, subscriptions, hardware, bundles, gifts, and video Each has its own stated conditions; check the relevant section of Steam’s live policy.
Purchases made outside Steam Steam’s refund terms do not apply in the same way; consult the seller or platform where you bought the item.

How do you request a Steam refund?

  1. Open Steam Support’s How To Request A Refund guide and follow the live support flow for the purchase.
  2. Select the purchase and the reason that best fits your request. The available choices can depend on your payment method and region.
  3. Where offered, choose a refund to Steam Wallet or to the original payment method.
  4. Submit the request and watch for Steam’s email confirmation when it has been processed.

The support page and choices may change; use the current flow rather than relying on labels that may no longer appear.

What the controversy does—and does not—show

The dispute highlights a tension between a time-based refund window and games short enough to finish within it. A developer may regard a completed playthrough followed by a refund as unfair, while a player may be acting within the published time and play limits. Steam’s policy addresses the system’s purpose and possible abuse, but the cited terms do not set out a special rule for short games or define completion as proof of abuse.

That leaves individual requests and any applicable consumer protections to be considered under Steam’s current process. The reported developer figures describe one game and should not be generalized into a claim about all Steam refunds or a verified change in platform policy.
