That description gives a scale, not a definitive count of titles or a complete account of the reasons for each removal.

The timing is important, but it does not prove who made a specific decision. The Guardian’s 29 July 2025 account placed Steam’s and itch.io’s policy changes after Collective Shout publicised letters to payment companies. The reports establish a public campaign, policy language, and a subsequent wave of removals; they do not document a direct Visa or Mastercard instruction to Valve.

Collective Shout is an advocacy group that campaigned against games it said depicted rape, incest, sexual violence, and child abuse. It published an open letter to payment companies on 11 July 2025, urging them to stop facilitating payments for games in those categories. ABC News Australia reported that campaigns manager Caitlin Roper said the group had identified 491 games tagged “rape” and “incest” before the campaign. That was Roper’s count, not an independently audited total of games on Steam. Roper said: “We did not set out to get all NSFW content removed. We specifically targeted rape games, games that promoted sexualised violence against women and children.” She also argued that such material “feeds real-world harm to women and to girls.” That is her stated rationale, not an established finding that these games cause real-world harm.
What is known about Visa and Mastercard’s role?
The most defensible account is that Valve cited concerns relayed through its payment-processing chain and changed its own content rules. The public reporting cited here does not establish that Visa or Mastercard directly instructed Valve to remove named games, nor does it show that either network reviewed the titles individually.

Steam’s Subscriber Agreement says purchases may be handled by a chosen third-party payment processor and describes the Steam Wallet as prepaid balance used to order content and services. This explains why payment access matters to a platform, but the agreement does not identify who communicated concerns about the 2025 removals or specify the current enforcement status of particular content.

Neither report, as presented here, supplies a primary card-network directive. Why do people disagree about the removals?
The advocacy case
Collective Shout framed its campaign as a targeted effort against games it believes depict or promote sexual violence and exploitation, not a demand to remove every adult game. Roper’s argument is that such material normalises misogyny and violence. Readers should understand this as the campaign’s position rather than as a settled causal conclusion.
The creator-rights and enforcement case
The International Game Developers Association, quoted by ABC, warned: “The issue is not a lack of safeguards, but a lack of proportionate, informed, and transparent enforcement.” It also said: “The right to make mature games with legal adult content is a creative right, just like the right to tell stories about war, death, or love.” These are the association’s positions, not legal rulings.

Critics argue that rules shaped by payment access can suppress lawful expression when their scope or application is broad or opaque, with disproportionate consequences for queer, trans, and other marginalised creators. QUT Digital Media Research Centre researcher Brendan Keogh described the concentration of power in payment infrastructure this way: “In reality, a very small number of companies that we rely on to move money around the internet have a lot of power to determine what you are allowed to spend money on, on the internet.” ABC also quoted Keogh calling the campaign’s dynamics “the hallmarks of a moral panic”; that is his assessment, not a consensus finding.
Is this censorship or payment-policy enforcement?
Those labels describe different aspects of the dispute, and neither alone resolves it. Valve changed its own developer rules, citing standards across its payment chain. If content is removed because a platform adopts payment-related restrictions, creators can reasonably describe the result as a constraint on expression. At the same time, the available evidence does not show that a card network directly ordered specific removals, and the campaigners say their target was a narrower category of material than adult content generally.

The key questions are therefore practical as well as political: how clearly the rule defines prohibited content, how consistently and transparently it is enforced, and what effects it has on lawful adult games and their creators. The public accounts establish concern about these issues, but do not provide a complete title-by-title record of decisions or Valve’s full current enforcement position.
What can Steam’s payment terms tell players and developers?
The Subscriber Agreement confirms that Steam purchases can involve third-party processors and that the Wallet is prepaid balance for ordering Steam content and services. It helps explain why processor access is consequential to a storefront. It does not establish a workaround: the agreement does not say that using another payment method would bypass content rules applied at the platform level, nor does it describe remedies for developers whose listings are removed.
