The forest grate is a separate step involving a sheep; use an Energy Drink there.
What to give each rat group

The forest grate is a sheep, not a rat
At the forest sewer grate, hold an Energy Drink and interact with the sheep sitting on the grate. The Energy Drink unlocks through the Rewards Shop. This is a related Vermin Ties objective, but it is not an offering to another rat group.

When the Vermin Ties quest steps appear
The quest begins after you encounter several rat packs in Chapter 2 and ask about the problem at town hall. Its location-specific objectives open over time as you meet more groups and advance the story and trade deals. The hardware-store and harbor steps are available earlier; the farm, highway, and forest steps have their own progression requirements.
Talk to the nearby characters for clues before placing items: Ted by the hardware store, Barbara at the harbor, Karl by the farm, and Tellar by her house. As you complete the stages, the sewer grates become shortcuts around Blomkest.
