Yes, conditionally. Watch time from a 24/7 YouTube livestream can count toward YouTube Partner Program (YPP) public watch hours if the stream is public and its replay remains available as a video on demand (VOD). YouTube excludes livestreams that are unlisted, deleted, or not converted to VOD. An always-on broadcast is not a guarantee that every hour will qualify.
When livestream watch hours can count
YouTube counts qualified watch hours gained from public long-form videos. Its eligibility guidance specifically excludes livestreams that are unlisted, deleted, or not converted to VOD. To give a completed broadcast the opportunity to qualify, keep its replay public and available after the live stream ends. YouTube does not publish a separate rule for 24/7 broadcasts or say that uninterrupted streaming alone qualifies hours.

How the watch-hour threshold fits into YPP
Full ads access
YouTube’s current eligibility page lists the standard long-form route as 1,000 subscribers and 4,000 qualified public watch hours in the last 12 months. The alternative route is 1,000 subscribers and 10 million qualified public Shorts views in the last 90 days. These are separate ways to meet the threshold; Shorts views do not add to the long-form watch-hour total.

Earlier access in eligible places
In countries and regions where the expanded YPP is available, YouTube lists an earlier access tier: 500 subscribers, three public uploads in the last 90 days, and either 3,000 qualified long-form watch hours in 365 days or 3 million Shorts views in 90 days. This tier opens some features; it is not the full ads threshold. Availability and feature eligibility depend on location and YouTube’s requirements. See YouTube’s monetization options.
Watch-hour qualification is not acceptance
Meeting a threshold does not by itself guarantee YPP acceptance. A channel must also satisfy the applicable program requirements and complete YouTube’s review and setup steps.

Which views and broadcasts are excluded?
YouTube’s eligibility rules exclude watch time from private, unlisted, and deleted videos, ad campaigns, and Shorts from the public long-form watch-hour threshold. For livestreams, the stated exclusions are broadcasts that are unlisted, deleted, or not converted to VOD. A stream being live for a long time does not override those exclusions.
Do counted livestream hours earn ad revenue?
Watch-hour eligibility and earning money from live ads are different questions. Even when a channel and stream meet the applicable rules and monetization is enabled, YouTube says live-stream ads may include pre-roll and mid-roll placements, but an ad is not guaranteed to serve in every slot.
