The evidence cited here does not establish a current nationwide ban on all video games in any country. A ban on one title—or a rule about licensing, gambling, or local gaming venues—is not the same thing as making video games generally illegal.
What counts as a country banning video games?
The phrase can describe several different policies. A blanket ban means a nationwide prohibition on video games generally. Other measures have narrower reach:
- Named-title ban: a specific game cannot legally be distributed or played.
- Content restriction: authorities prohibit or limit games containing specified material.
- Licensing or approval rule: a game or its operator must receive permission before release or service.
- Money-game restriction: rules target games involving wagers, prizes, or other money-related activity.
- Venue restriction: arcades or gaming parlors are limited or closed in a particular place.
A game missing from a local store or online storefront does not, by itself, prove that a government has banned all video games—or even that it has formally banned that particular title.
What the cited country examples show
China regulates games and venues; the cited rules do not show a blanket ban
China’s Ministry of Culture and Tourism Interim Measures for the Administration of Online Games, published in revised form in 2017, define network games as products and services delivered through information networks. They provide for licensing of operators, content review, approval before imported network games may operate, restrictions on prohibited content, and operating and user-protection requirements. Those provisions establish regulation and content controls, not a prohibition on video games generally.

The State Council’s Regulations on the Administration of Entertainment Venues also cover venues with electronic game machines. They regulate venue operation, prohibit specified content, and prohibit machines with gambling functions in the covered venues. These are rules about content and venue operation, not evidence of a countrywide ban on games.
Afghanistan: a reported prohibition in Herat, not a nationwide example
On 12 April 2023, Radio Free Europe/Radio Liberty reported that Taliban authorities in Herat closed gaming parlors and banned video games, foreign films, and music there. The report concerns the provincial capital and surrounding local businesses; it does not establish a nationwide Afghan ban. It said more than 400 businesses in Herat were forced to close.

The report quoted Mawlawi Azizurrahman Mohajir, identified as the provincial head of the Taliban’s Ministry for the Promotion of Virtue and Prevention of Vice, saying: “These shops were selling films that depicted and promoted Indian and Western values and culture, which are very different from Afghan culture and traditions.”
India: the 2025 announcement concerns online money games
India’s Press Information Bureau announcement describes the Online Gaming Act 2025 as prohibiting online money games. That is a narrower category than video games as a whole; the announcement should not be described as a general ban on video games. The official page’s supporting details are not established here beyond its announcement, so avoid drawing broader legal conclusions from it. Press Information Bureau announcement.

Other restrictions may target named games or content
A 2026 World Population Review survey maps examples of restrictions on named titles and content controls relating to violence, sexual content, gambling, or political concerns. It cautions that such lists can be fluid and incomplete. Use it as a starting point, not as final proof that a particular game is currently illegal in a particular country; that requires checking the relevant current law or official decision.

Before treating a headline or list as evidence of a blanket ban, identify exactly what the restriction covers:

- Geography: Is the rule nationwide, or limited to a province, city, or venue? Herat’s reported action, for example, is local.
- Scope: Does it apply to all games, named titles, specified content, or only games involving money?
- Mechanism: Is it a legal prohibition, content review, licensing requirement, commercial restriction, or closure of physical venues?
- Distribution: Does it concern online services, physical sales, arcades, or more than one channel?
- Date and status: When was the rule reported or issued, and is it still in force? Restrictions and enforcement can change.
- Evidence: Is the claim supported by a primary legal text or official announcement, or by a secondary report? For a named game, verify the current rule in the relevant jurisdiction.
What can be concluded
Governments do restrict games in different ways, but the examples above are regulation, local venue action, a narrower online-money-games measure, and title- or content-specific controls. They do not establish a current nationwide ban covering all video games. No reliable comprehensive count of countries with such blanket bans is established here, and this is not a complete legal inventory of every jurisdiction.
