No. Under both the 2014 and 2024 Dungeons & Dragons Bard rules, expended spell slots return when a Bard finishes a Long Rest—not a Short Rest. The similar-sounding exception is Bardic Inspiration: from Bard level 5, its uses recover on either kind of rest. They are separate resources with separate recovery rules.

The recovery rules are stated in the 2014 Bard class rules and 2024 Bard class rules. In both editions, a Long Rest restores the Bard’s expended spell slots.
Why do players associate Bards with Short Rest recovery?
At Bard level 5, the Bard’s Bardic Inspiration feature changes so expended uses return after a Short or Long Rest. That benefit applies to Bardic Inspiration—not to spell slots. The distinction matters at the table: a Bard can regain Inspiration after a Short Rest while still having to manage any spell slots already spent.
In the 2014 rules, Song of Rest is another possible source of confusion. It gives characters extra healing when they spend Hit Dice at the end of a Short Rest; it does not restore spell slots. The 2024 Bard does not have Song of Rest, according to the official comparison of the 2024 and 2014 Bard.

Does the definition of a Short Rest change the answer?
No. In the 2014 rules, a Short Rest means at least one hour of downtime, with no activity more strenuous than eating, drinking, reading, or tending wounds. Taking that rest does not grant every kind of recovery automatically; the relevant feature must say what it restores. The 2014 resting rules define the rest, while the Bard’s class feature sets spell-slot recovery.
The 2024 glossary also explains that an interrupted Long Rest can still provide Short Rest benefits if at least one hour passed before the interruption. That does not turn it into spell-slot recovery: the Bard spell-slot feature requires finishing a Long Rest. See the 2024 Rules Glossary for the interruption rule.

What if the Bard is multiclassed?
For a multiclass character, check the rules for that character’s actual class levels and features. The 2014 multiclass rules determine spell-slot progression by combining applicable class levels, while individual classes can also have separate recovery features. For example, the 2024 Wizard has its own Arcane Recovery feature; that is not a Bard feature and does not change the ordinary Bard rule. Consult the 2014 multiclass rules and the 2024 Wizard class rules when those classes apply.
