Usually, a hard disk drive (HDD) makes games slower to start and load, but it does not automatically reduce average frame rate. An SSD has much faster access and can shorten launch, level, and restart waits. It can also reduce pauses when a game streams assets during play. Whether you notice a difference depends on the game, the way it reads data, and which CPU, GPU, and drive are in the system.
If by slower you mean lower FPS, an HDD is usually not the cause. If you mean longer loading screens or occasional hitches while the game fetches new data, the storage drive can be a major factor.

What “slower” means in a game
The word slower describes several different experiences. Separating them prevents an expensive upgrade from being judged against the wrong problem.

Longer launches, level loads, and restarts
This is the clearest HDD disadvantage. A hard drive must position a mechanical read/write head over spinning magnetic media. An SSD reads from flash memory with no moving parts. Intel describes SSDs as having generally faster read and write speeds and lower access times than HDDs, so a game can find and open its files sooner.

Games often read thousands of small files or chunks while starting a level. Lower access time matters for that pattern, not only the headline sequential-transfer number printed on a drive’s packaging. The practical result is usually a shorter wait before the menu, level, checkpoint, or fast-travel destination appears.
Average frames per second
Moving a game from an HDD to an SSD is not a general FPS upgrade. Once the required game data is in memory, the graphics card and processor usually determine how many frames can be rendered. Intel explicitly distinguishes faster loading from higher frame rates: an SSD may improve waiting and responsiveness without changing the average FPS in a scene.
If the GPU or CPU is already the limit, replacing storage will not remove that limit. An SSD can still make the overall experience feel better because you spend less time waiting between attempts or levels, but that is different from rendering more frames per second.

Hitches while the world streams
Some games load only a portion of a world at first and retrieve textures, geometry, audio, or other assets as the player moves. If the drive cannot supply requested data quickly enough, the game may pause briefly or show a hitch while it waits. Intel describes fewer such hitches as a possible SSD benefit.
This is conditional, not a rule that every HDD causes stutter. A hitch can also come from CPU, GPU, memory, shader compilation, software, or the game itself. Storage is a plausible cause when the symptom appears during asset streaming and improves when the same installation runs from a faster drive.

Why an HDD and SSD behave differently
Mechanical access versus flash access
An HDD stores bits on rotating magnetic platters. Its head has to move to the right track and wait for the platter to rotate into position. Those movements add access time whenever the game asks for data from a new location.
An SSD stores data in flash memory and has no spinning platter or moving head. It can service many small reads with much less waiting between requests. That difference is especially important during game startup and when an engine requests many scattered assets.
Sequential speed is not the whole story
A large, continuous file can be read efficiently by either drive, so a simple sequential-speed comparison does not predict every loading result. Game engines commonly combine large archives with many smaller reads, decompression, and CPU work. The drive is only one stage in that pipeline.
For that reason, two games installed on the same HDD can show very different gains after moving to an SSD. The title’s file layout, engine, compression, patch level, and loading design all matter, as do the system’s processor, memory, and interface.
What measured and documented evidence shows
Intel’s gaming guidance
Intel’s explanations of HDDs and SSDs identify three consistent patterns: SSDs generally load games and levels faster, they can reduce hitches when a title fetches assets from storage, and they should not be presented as a universal FPS booster. Intel also notes the trade-off that HDDs typically cost less per gigabyte, while SSDs charge more for faster access.

A game-specific PCWorld test
In a PCWorld comparison using its tested hardware and drives, Cyberpunk 2077 took almost a minute longer to load from the HDD than from the SSD. Another game in the same report showed a comparatively small gap. Those observations demonstrate the range of outcomes, not a promise that every player will save the same number of seconds. Drive model, interface, operating system, game version, and the rest of the test system can all change the result.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsMicrosoft DirectStorage
Microsoft describes DirectStorage as a feature intended to let games use high-speed storage such as NVMe SSDs. Its official overview says the technology can handle multiple gigabytes per second of small, for example 64-kilobyte, reads with minimal CPU overhead. The Game Development Kit documentation discusses rotational-drive constraints and historical development guidance of 12–16 asynchronous requests in flight for a rotational drive.
These documents explain why storage throughput and access behavior can affect data delivery. They do not mean that every game supports DirectStorage, that every PC needs an NVMe drive, or that an HDD makes every supported title unplayable. A game must implement the relevant path, and the platform must meet that game’s requirements.
HDD versus SSD for gaming
| Aspect | Hard disk drive | Solid-state drive |
|---|---|---|
| Storage medium | Spinning magnetic media with a moving read/write head | Flash storage with no moving parts |
| Small-read access | Higher access time because the head and platter must position | Lower access time and generally faster reads |
| Launch and level loading | Often longer waits | Generally shorter waits |
| Asset-streaming hitches | Can contribute when the game is waiting for data | Can reduce storage-related hitches |
| Average FPS | Usually not the direct limit once data is loaded | Usually does not raise FPS by itself |
| Cost per gigabyte | Typically lower | Typically higher |
| Common SSD formats relevant to an upgrade | Compatibility depends on the computer’s bay and interface | 2.5-inch SATA and M.2 are common, but they require different compatible connections |
When storage is likely to be the bottleneck
An HDD is a stronger suspect when several clues line up:
- The same game takes substantially longer to launch, load a level, or restart than expected compared with an SSD-based system.
- Pauses occur as you enter a new area or turn quickly through a detailed environment, matching the moments when the engine is likely to request new assets.
- The game reports storage or streaming activity while the CPU and GPU are not otherwise saturated.
- Moving that same installation to an SSD changes loading or streaming behavior while frame rates in an already loaded scene remain similar.
These clues identify a storage-related symptom; they do not prove that the HDD is the only cause. A title may have more than one bottleneck at the same time.

How to decide whether an upgrade is worthwhile
1. Define the problem you want to fix
Write down whether the complaint is a long initial load, slow level transitions, restart delays, streaming hitches, or low FPS. An SSD is most directly relevant to the first four. If the complaint is low FPS, inspect the CPU, GPU, memory, and in-game settings before expecting a drive swap to help.
2. Check the computer’s physical and electrical compatibility
Identify the supported interface and the available slot or drive bay in the target PC or console. A 2.5-inch SATA SSD and an M.2 SSD are not interchangeable: they use different physical mounting and connection requirements. Do not buy a form factor based only on its name; confirm what the device accepts.
3. Check capacity before speed claims
Choose enough capacity for the games you intend to keep installed, the operating system where applicable, and normal updates. An SSD that is too small forces repeated installs and moves, eliminating much of its convenience. Intel’s cost comparison is relevant here: an HDD generally provides more gigabytes for the money, while an SSD charges a premium for faster access.
4. Verify the game’s own requirements
Read the named game’s storage and platform requirements. A title may list an SSD as recommended, may require a particular technology, or may work from either type of drive. Microsoft DirectStorage documentation is a platform and developer reference, not a blanket requirement for all games.
5. Compare the same game on the two drives
For a useful before-and-after check, use the same game version and a repeatable save or level. Measure launch, level-load, and restart waits separately from in-game FPS. Also note whether a hitch occurs at the same location. This separates a loading improvement from a rendering improvement and avoids treating one game’s result as a universal benchmark.

If a game still stutters after moving it to an SSD
An SSD removes one possible storage bottleneck, not every source of stutter. First determine whether the symptom is a loading pause, an asset-streaming hitch, or a frame-time problem that persists after the area is fully loaded.
Stutter remains in the same streaming locations
Check the game’s version and documented requirements, then compare the behavior with another title on the same system. If only one game exhibits the problem, its engine, asset pipeline, or software state may be involved. The HDD-versus-SSD distinction alone cannot diagnose that title.
FPS is low everywhere
Because an SSD normally does not raise average FPS, persistent low frame rates point toward the graphics card, processor, memory, settings, or another system constraint rather than the storage medium. Measure frame rate separately from loading time before buying a drive for this symptom.
Loading is still unusually long
Confirm that the game is actually installed on the SSD you tested and that the system is using the intended interface and slot. Compare a second game to determine whether the delay is drive-wide or title-specific. PCWorld’s contrasting results—nearly a minute in one test and a small gap in another title—show why a single game’s behavior cannot establish a universal expectation.
What DirectStorage changes—and what it does not
DirectStorage is designed around high-speed storage, particularly NVMe SSDs, and a game I/O path that can process many small reads with lower CPU overhead. That design can help a compatible title deliver assets more efficiently. It does not retrofit every older game, convert a SATA connection into NVMe performance, or guarantee a fixed loading-time reduction.
Rotational-drive guidance in Microsoft’s Game Development Kit documentation is aimed at developers designing asynchronous I/O behavior. The historical figure of 12–16 requests in flight describes that development context; it is not a consumer promise about HDD loading times.
Bottom line
Games installed on an HDD commonly load more slowly than the same games on an SSD, and storage-bound asset streaming can produce additional hitches. An SSD is not, by itself, an FPS upgrade. Before replacing a drive, identify whether your problem is waiting, streaming, or rendering; then verify the device’s interface, form factor, capacity, and the specific game’s requirements. The size of the improvement is game- and system-dependent, so treat published test results as examples rather than guarantees.
