No—under Minecraft Bedrock’s documented spawn rule, phantoms can spawn on Easy, Normal, and Hard, but not Peaceful. Going without sleep can meet the insomnia condition, but it does not override the difficulty requirement.
Why Peaceful prevents phantom spawns
Microsoft’s Bedrock stable documentation gives phantoms a difficulty filter from easy to hard. Peaceful is outside that range, so natural phantom spawning is not allowed by that documented rule. Microsoft Learn’s Bedrock spawn-rule reference
The rule has more than one condition: difficulty is one, and insomnia is another. Meeting the insomnia condition alone does not make a player eligible for a phantom spawn while the world is on Peaceful.
What the insomnia timer does
Microsoft describes the insomnia component as a timer that tracks time since the player last rested; its default threshold is three days. Microsoft Learn’s insomnia component reference

Minecraft’s official phantom article likewise says phantoms spawn at night above players who have not slept for at least an hour, or three in-game days. That general description explains the sleep trigger; the Bedrock technical rule supplies the difficulty restriction. Minecraft: Mob Menagerie—Phantom
What if you switch difficulty after waiting?
The cited Bedrock rule establishes that Peaceful itself excludes phantom spawning, but it does not establish what happens if you accumulate insomnia on Peaceful and then change to a higher difficulty. The cited sources also do not resolve whether this transition behaves the same in Java Edition. For either case, check guidance for the specific edition and version rather than assuming the Bedrock rule answers it.

What phantoms drop
If you are asking because you need phantom membranes, Minecraft says they can repair an elytra or be used to craft a slow falling potion. Those uses do not change the Peaceful spawn restriction.
