Not all of them. Torches can suppress some light-sensitive Nether mobs, but they do not block every spawn. In a Nether fortress, a community tutorial reports that blazes can spawn at light level 11 or lower and wither skeletons at 7 or lower. Those thresholds are specific to the fortress guidance cited here; the sources do not establish a universal rule for every mob, edition, or game version.
How torches affect Nether spawns
Light matters only for mobs whose spawn rules make them light-sensitive. A torch can raise light at nearby spawn locations and prevent a mob from spawning there if the resulting level is above that mob’s threshold. It is not a general-purpose Nether spawn blocker: mobs have their own spawn conditions, and light is only one possible condition.
Microsoft’s Bedrock Creator documentation describes a brightness filter as restricting mob spawning based on the light level at the spawn location: Spawn Rules Documentation: minecraft:spawn_brightnessfilter. Mojang’s Bedrock samples reference also describes configurable brightness filters and separate biome filters. These are explanations of Bedrock’s creator-facing rule system, not a complete list of vanilla Nether mob rules.
What the cited fortress thresholds mean

The tutorial is community-maintained, and its cited thresholds are not verified here against a named current game build. Treat them as fortress-specific guidance, not a complete or edition-independent spawn chart.
How to use torches in a fortress
- Light the places mobs can actually spawn. Cover fortress floors and other valid spawning surfaces rather than judging the area by how bright it looks from a distance.
- Check the darkest locations. Light falls off away from a torch, so a nearby torch does not guarantee that every spawn location is above a threshold.
- Match the light to the mob. For the cited fortress guidance, the wither-skeleton threshold is lower than the blaze threshold. Torch lighting may therefore make wither-skeleton proofing easier than eliminating every blaze spawn location.
- Verify for your edition and version. The sources do not specify a game build or provide a full vanilla Nether spawn table for both Java and Bedrock. Do not treat a fixed torch-spacing recipe or one light threshold as universal.
Why the answer varies by mob
Spawn conditions can depend on the mob, biome, structure, edition, and version. Bedrock’s official documentation illustrates that spawn rules can include both brightness and biome filters, but its creator documentation should not be mistaken for a complete description of built-in mobs. A torch can address a light condition where one applies; it does not override unrelated requirements or prevent mobs whose rules permit spawning at that light level.
