No—not continuously. Oculus Quest 2 (now branded Meta Quest 2) needs Wi‑Fi and internet for first-time activation, downloads, updates, store functions, streaming and online play. Once setup is complete and content is installed, many single-player games, apps and downloaded files work without an internet connection. Offline behavior is decided by each app, so a downloaded title is not automatically guaranteed to launch offline.
Wi‑Fi and internet are different
Wi‑Fi is the local wireless link between the headset and a router, phone hotspot, computer or other device. Internet access is the connection from that local network to online services. A router can create Wi‑Fi without providing internet, but Meta account, store, update and casting services may still need an outside internet connection.
The distinction matters for PC VR and travel: a USB cable can connect the Quest 2 to a computer without Wi‑Fi, while a phone hotspot supplies both Wi‑Fi and cellular internet.
When Quest 2 definitely needs internet
- First-time activation: pairing with the Meta mobile app, signing in to a Meta account and completing headset setup.
- Downloads: obtaining games, apps, patches, language packs, levels, tracks and other downloadable content.
- Updates: installing headset firmware and application updates.
- Online services: multiplayer servers, social features, cloud saves, subscriptions, entitlement checks and other account-connected functions.
- Store and browser: browsing the storefront, buying content and visiting websites.
- Streaming: watching online video or listening to online music.
Do not wait until a flight or hotel stay to activate a new or factory-reset headset. Meta support says captive-portal networks—those requiring a browser sign-in at hotels, airports or cafés—may not work for initial setup, although they may work after setup. See Meta’s support discussion.

What can work offline
Installed games and apps
Compatible installed single-player games, training apps and other local experiences can usually run with Wi‑Fi turned off. Some titles perform a first-run login or license check, require a recurring subscription check, or keep certain modes behind a server connection. Meta support distinguishes installed content from content that still has to be downloaded: additional downloadable content must be obtained while connected, while installed content may work offline. Local files
Photos, videos and other files stored on the headset can be available without internet. Downloaded media is the safest travel option, but an app may still require account authentication, periodic reauthorization or a valid subscription. Streaming services normally need internet, and DRM can limit which files can be transferred or played.
Basic headset operation
Tracking, controller input and standalone VR functions are local operations. The controllers communicate with the headset through their own wireless connection—not through your home Wi‑Fi network.

Prepare Quest 2 for a trip without internet
- Complete activation, app pairing and Meta account sign-in on a reliable internet connection.
- Install all pending headset and app updates.
- Download every game, app, media file and optional level, track, language pack or expansion you expect to use.
- Open important apps once while online. This is a precaution, not a universal Meta requirement; some apps launch offline immediately, while others perform a first-run entitlement check.
- Turn Wi‑Fi off and launch the key titles before leaving. This exposes authentication or missing-content problems while you can still reconnect.
- Carry a USB‑C charging cable or suitable battery pack and leave enough storage for updates or replacement downloads.
- Reconnect periodically when possible. Cloud saves, patches and account services cannot synchronize while the headset remains offline.
To disconnect, use the headset’s current Quick Settings Wi‑Fi control and turn Wi‑Fi off or disconnect from the active network. Meta can change menu labels and placement, so the wording may vary by software version.
Using Quest 2 while traveling
Airplanes and remote locations
Offline-installed games and locally downloaded media are practical on a flight or in a remote location. A new or factory-reset headset is not: it needs online activation first. Battery life, storage and app-specific license checks are usually bigger constraints than the lack of Wi‑Fi itself.
Hotels and public networks
Hotel, airport, school and café networks may require a captive-portal webpage or enterprise authentication. They can show “connected” while blocking internet traffic, and they are unsuitable for initial setup according to Meta support.

Phone hotspots
A phone hotspot can provide setup, downloads and updates when home broadband is unavailable, provided the phone plan allows tethering and the signal is stable. It is not an offline workaround: cellular data is still being used. Game downloads and firmware updates can consume large amounts of data, while multiplayer may suffer from latency, carrier NAT or throttling.
Can Quest 2 cast without Wi‑Fi or internet?
Ordinary casting requires the headset, a compatible receiving device, the Meta/Oculus app and devices on the same wireless network, as described in Meta’s safety guide. Meta support also states that Quest casting requires an internet connection, so a router creating only a local network is not a dependable offline casting solution. PC VR without Wi‑Fi
USB Quest Link
A USB‑C cable removes the Wi‑Fi requirement between the headset and a compatible gaming PC. The computer may still need internet to install drivers, download games, sign in to a launcher or play an online title. A Link cable therefore changes the connection method; it does not make every PC VR game offline.
Air Link
Air Link streams PC VR wirelessly and requires a suitable local Wi‑Fi network. For stability, the PC is generally best connected to the router by Ethernet, with the headset close to the access point.
Virtual Desktop
Virtual Desktop is also network-dependent wireless streaming. A local router can carry traffic even when its internet connection is down, but setup, account services and the individual PC game may still require internet. Meta’s support discussion covers the distinction between wired Link and wireless PC streaming: read the support response.

Fixing “Connected, no internet”
This message means the headset joined the Wi‑Fi network but could not reach the internet. Common causes include a wrong password, weak signal, router or DNS trouble, captive-portal login, enterprise restrictions or a temporary account/service problem.
- Restart the headset.
- Restart the router or phone hotspot.
- Move closer to the access point.
- Forget the network and reconnect, checking the password carefully.
- Try a different network, such as a phone hotspot.
- Confirm that another device can browse the internet.
- Avoid browser-login networks during initial setup.
- Install pending updates when a reliable connection becomes available.
- Contact Meta support if several networks fail.
Changing router bands, DNS or security settings can help in particular network configurations, but none is a universal fix.
Bottom line: do you need Wi‑Fi?
You need internet-connected Wi‑Fi for activation, downloads, updates, online multiplayer, browsing, streaming, store functions and most cloud services. You do not need continuous Wi‑Fi for many compatible installed single-player experiences, local files or basic standalone operation. Test each important app offline before traveling, because developers can change authentication, downloadable-content and server requirements through updates.
