Yes. When a creature is exiled and returned to the battlefield, it becomes a new object. It generally cannot attack or activate an ability with a tap or untap symbol in its cost that turn unless it has haste or has been under its controller’s control continuously since that player’s most recent turn began.
Why a blinked creature is a new object
Magic’s Comprehensive Rules say that when an object moves from one zone to another, it becomes a new object with no memory of or relation to its previous existence (rule 400.7). A blink effect moves the creature from the battlefield to exile and then returns it, so the creature on the battlefield afterward is new—even if it returns immediately.
Wizards’ Modern Masters (2017 Edition) release notes explain that a returned permanent is a new object unrelated to the one that was exiled.
What summoning sickness actually restricts
Under rule 302.6 of the Magic: The Gathering Comprehensive Rules (June 19, 2026), a creature cannot attack or activate an ability whose activation cost includes the tap symbol or untap symbol unless it has been under its controller’s control continuously since that player’s most recent turn began. This rule is informally called the summoning-sickness rule.

#1 Best Overall
- Includes a mix of AT LEAST 25 Rares/Uncommons which is half of the cards.
- Absolutely NO... Basic lands, Foreign, or silver/gold bordered cards.
- Some may contain Foils or Mythics but not all.
- Sets can range from Beta to the current Magic the Gathering set.
- Mint/Excellent condition only.
The restriction applies to those specified actions, not to every ability or every way of tapping a creature. For example, summoning sickness by itself does not stop an ability whose cost does not include a tap or untap symbol.
How timing and control affect the answer
It returns during the same turn
The immediate return does not preserve the creature’s time under your control before it was exiled. Since the returned creature is new, it generally cannot attack or use a tap- or untap-symbol-cost ability that turn unless it has haste.

It returns during a later step or turn
A delayed return is still a new object. Check whether the creature has been under its current controller’s control continuously since that player’s most recent turn began. The timing of the return matters only insofar as it affects that test.
The effect returns it under another player’s control
Read the effect’s control wording. Some effects return a permanent under its owner’s control; others specify the effect’s controller. Apply the continuous-control test to the player who controls the creature after it returns.

How haste changes the result
Haste lets a creature attack and activate abilities with tap or untap symbols in their costs without meeting the usual continuous-control condition. A returned creature with haste can therefore use those options, subject to any other applicable rules or restrictions.

The new-object rule can matter beyond summoning sickness. Wizards’ release notes explain that attached Auras go to their owners’ graveyards, Equipment becomes unattached, counters on the exiled object cease to exist, and spells or abilities targeting the old object no longer target the returned creature.
