Yes. Fortune can be applied to a hoe in Minecraft, and it can increase certain block drops, including some crop yields. What it increases depends on the crop and the specific item you want: it can yield more carrots or potatoes, while its effect on wheat and beetroot is on the seeds—not the food item.
What Fortune does on a hoe
