Yes. Infect applies to any damage, not only combat damage. When a source with infect deals noncombat damage to a player, that player gets poison counters instead of losing life from that damage; when it damages a creature, that creature gets -1/-1 counters. Wizards of the Coast’s Scars of Mirrodin mechanics explanation gives the example of a Prodigal Pyromancer whose ability deals infect damage.
How infect changes noncombat damage
The key is whether the source dealing damage has infect. The damage can come from a spell or ability rather than combat; infect changes what happens when that damage is dealt.
- To a player: The player gets poison counters equal to the damage dealt instead of losing life from that damage. A player with ten or more poison counters loses the game, according to Wizards’ Scars of Mirrodin mechanics explanation.
- To a creature: The creature gets that many -1/-1 counters. The counters remain on it; if its toughness is reduced to 0 or less, it is put into its owner’s graveyard, even if it is indestructible or can regenerate.
- To a planeswalker: Infect damage affects it normally. Whether a particular noncombat spell or ability can damage a planeswalker depends on that card’s current wording.
Infect damage still counts as damage
Infect changes the result of damage to players and creatures; it does not stop the event from being damage. Lifelink, deathtouch, damage-triggered abilities, prevention, and redirection therefore continue to apply as they normally would. See Wizards’ explanation of infect.
Check the card wording for planeswalkers
The old general rule that let a player redirect noncombat damage to an opposing planeswalker was removed in 2018. A spell or ability must now be able to damage a planeswalker under its current wording or Oracle text. The change is described in Wizards’ Dominaria rules update. For a specific interaction, check the current Oracle text of the spell or ability and confirm that it can deal damage to a planeswalker.

Infect is not the same as toxic
Do not apply toxic’s restriction to infect. Wizards’ Dominaria United release notes state that toxic has no effect when a creature deals noncombat damage. Infect, by contrast, applies to any damage.
