A Capcom event record links Leon Chapter 4 and Chris Chapter 3 through the objective “Agreed to fight towards a common goal.” This confirms connected campaign story content. The record does not identify the specific cutscene or establish that this is their first face-to-face encounter.
Resident Evil: Vendetta
The story connection continues in the 2014 film Resident Evil: Vendetta. Capcom’s timeline entry places the film one year after the events in China in Resident Evil 6 and says Chris reaches out to Leon.

Had they met or communicated earlier?
Capcom’s Leon character file says Leon informed Chris that Claire had been detained at Rockfort Island. That establishes earlier indirect communication; it does not, by itself, show that Leon and Chris met in person then.
The official material confirms their shared Resident Evil 6 story and later connection in Vendetta, but it does not settle the exact first face-to-face moment across the games and films.
