Yes. A membership purchase covers both Old School RuneScape (OSRS) and RuneScape (commonly called RS3) for the character selected when you buy it. The games still have separate profiles and independent progress.
How membership works across OSRS and RuneScape
Jagex’s Jagex Accounts FAQ says purchased membership applies to both game versions for the selected character. You do not need to buy separate membership just to play that character in both OSRS and RuneScape.
The qualification matters: Jagex Account purchases are made for a selected character. A membership purchase should not be assumed to cover every character on the account.
Membership does not share progress between the games
Access is shared, but character progress is not. Jagex describes the two versions as having separate character profiles; stats, items, and other character information do not transfer between them. See RuneScape and Old School for Jagex’s explanation.

Do Bonds count for both games?
Yes. Jagex says a Bond redeemed for membership makes that membership active in both RuneScape and Old School RuneScape. If a Bond seems to be missing or was bought in the wrong version, Jagex advises checking both games while logged in with the same account. Its Find my Bond page explains where to look.
