In Terraria, the Hallow can convert ordinary Ice Blocks into Pink Ice Blocks, and Pink Ice can spread the Hallow to nearby susceptible tiles. Snow Blocks are not converted by Hallow spread.
How Pink Ice spreads the Hallow
Pink Ice is the Hallowed version of ordinary Ice. In Hardmode, Hallow spread can convert Ice Blocks into Pink Ice Blocks; the new Pink Ice can then spread its biome to nearby blocks that are susceptible to conversion. It does not mean every kind of nearby terrain will change.

The Terraria Official Wiki’s Ice Blocks page describes Hallow converting Ice into Pink Ice and says the colored Ice variants spread their respective biomes. Its Ice biome page also notes that Hallow spread cannot pass through Snow Blocks.
Can Hallow spread through Snow Blocks?
No. Hallow spread can convert Ice Blocks, but it does not convert Snow Blocks. The two blocks may appear together in an Ice biome, so distinguish them when diagnosing why spread has or has not reached an area.

Does Pink Ice count toward an artificial Hallow biome?
Yes. Pink Ice is one of the Hallowed block types that can contribute to an artificial Hallow biome. The Terraria Official Wiki’s Hallow page gives a threshold of at least 125 Hallowed blocks for a biome; that threshold concerns biome detection, not the basic spread mechanic.
