No. In Old School RuneScape, fly fishing requires a fly fishing rod and feathers. A Dragon harpoon is used for harpoon fishing at spots with a harpoon option; it does not replace fly-fishing equipment.
Why the Dragon harpoon does not work for fly fishing
OSRS treats fly fishing and harpoon fishing as separate methods. The OSRS Wiki’s Fishing reference lists a fly fishing rod and feathers for fly fishing, while harpoon fishing uses a harpoon at a spot that offers the harpoon option.
What the Dragon harpoon’s bonus applies to
Jagex’s archived Raids Rewards update says: “When used for fishing, the Dragon Harpoon increases the likelihood of catching fish by 20%.” That statement concerns the harpoon as fishing equipment; it does not say that the item works with fly fishing or increases fly-fishing catch rates.
What to bring for each method
