How to find the Old Mariner in winter

1. Unlock the Beach tide pools. Repair the bridge for 300 wood, or purchase the second community upgrade.
2. Use a Rain Totem. It is a craftable, one-use item; its recipe unlocks at Foraging Level 9. Using it sets the following day’s weather to rain, subject to the game’s exceptions for festival days, the first day of a season, and regional weather behavior. Stardew Valley Wiki: Rain Totem
3. Visit the Beach on the rainy day. The Old Mariner’s appearance window is 6 a.m. to 7 p.m.
4. Check the calendar first. He will not appear during the Night Market, Winter 15–17, even if the day is rainy.

Can you get the Mermaid’s Pendant in winter?

Yes, if you meet the purchase requirements and find the Old Mariner on an eligible rainy day. The pendant costs 5,000g.
