A dress can look right yet fail because of quality, style, fabric-area, colour-area, or accessory requirements. Conversely, a perfect-looking set of requirements cannot be submitted while construction is incomplete.
Use the requirement panel as your source of truth, then follow the progression checks below. The documented rules do not establish a universal bug. If all documented conditions are met and the quest still refuses to advance, record your game build and treat it as a version-specific issue rather than repeatedly rebuilding the same dress.

Identify the failure before changing the dress
Dorothy’s commission problems fall into a few distinct symptoms. Identifying the symptom first prevents you from trying to fix an accessory when the real problem is an unsewn seam, or waiting for a new quest when the current commission is still active.

Do not assume “missing items” means a missing physical object. In Dorothy’s briefs, that phrase can refer to an unplaced pattern piece, an unsewn seam, an unmet percentage, a quality threshold, or an accessory type that is absent or not attached to the dress.

Make the garment structurally complete
The construction gate is independent of the brief’s numerical and style requirements. On the Dressed Down commission page, the documented rule is: “The Finish Dress button appears once every pattern piece is on the mannequin and every seam is sewn.” If the button is missing, start here rather than adjusting colours or accessories.
Confirm every pattern piece is on the mannequin
Review the pattern or piece list one item at a time. A piece can be cut correctly and still count as missing if it has not been placed on the mannequin. Look for an unplaced item in the workspace rather than judging only the silhouette of the dress. The visible garment may appear nearly complete while one required piece remains off the mannequin.
Confirm every seam is sewn
Inspect the garment for an unfinished seam indicator and work through the seam list systematically. A single open seam is enough to keep the construction gate closed. This check matters even when the dress already resembles the reference shape: visual completion and sewing completion are separate states.
Use the button as the construction test
The presence of Finish Dress is the practical confirmation that the documented piece-and-seam gate has been passed. Its absence narrows the search to construction. Once it appears, move to the requirement panel; continuing to rearrange pieces will not fix a failed quality, style, area, or accessory line.
Read Dorothy’s requirement panel line by line
Open the commission requirements before submitting. Treat each line as an independent test and do not stop after satisfying the most visible one. The panel may combine several kinds of checks:

- Quality: a numerical threshold affected by grain, fit, and stitching.
- Style: named traits such as Elegant, Eclectic, Cool, or Patterned.
- Area-based fabric or colour: enough of the finished dress area must use the requested material or colour.
- Exact accessory type: a named item category, such as Jewel or Brooch, must be attached.
Dressed Down thresholds
For Dressed Down, the documented target is all of the following, not one choice from the list:

A dress that reaches Quality 80 but misses Patterned 40 is still below the brief. The same is true for any style line. Check the displayed value after all pieces, trims, and accessories are in place, because changing the cut or finish can alter the result.

A small trim may satisfy the idea of a colour or material being present without moving the required percentage. The companion guides describe Wool and Blue checks as area-based examples: the relevant fabric or colour must cover enough of the cut dress area. If the panel reports a shortfall, enlarge the qualifying sections or replace more of the dress with the requested option. Adding one narrow strip is unlikely to change an area calculation enough to matter.
Judge area requirements from the completed dress, not from the materials sitting in the inventory. What counts is the qualifying portion of the garment that was cut and assembled. Keep checking the panel after each substantial change so you know which edit actually moved the value.
Quality is a separate test from appearance
Quality depends on grain, fit, and stitching. A dress can meet the requested aesthetic traits and still fail Quality. If the quality number is below the target, recut or refit the affected pieces and improve seam quality instead of adding decorative items. This is why a visually convincing dress can be rejected even when its colour and style look correct.

Check exact accessory types on the dress
Some Dorothy briefs require named accessory categories rather than a general “add decoration” instruction. Dorothy’s early Pigeon Adoption commission requires at least one Jewel and at least one Brooch, in addition to its other requirements.

Beaded trims can count toward the Jewel requirement, but the accessory must be placed on the dress. Having a qualifying item available in storage is not enough. After attaching it, reopen the panel and verify that the Jewel or Brooch count has changed. If it has not, the object may be the wrong category or may not be attached to the garment.
Work through a complete Dressed Down attempt
This sequence keeps construction, measurements, and submission in the order the game evaluates them.
- Open the commission page. Keep the requirement panel visible before you begin the final pass.
- Finish placement. Make sure every listed pattern piece is on the mannequin.
- Sew every seam. Do not rely on the dress’s appearance; clear each unfinished seam.
- Check the construction gate. Confirm that Finish Dress is now available.
- Check Quality first. For Dressed Down, the target is 80. If the number is low, correct grain, fit, or stitching before styling further.
- Check each style line. Confirm Elegant 25, Eclectic 40, Cool 40, and Patterned 40 individually.
- Check any area-based line. Make sure the requested fabric or colour covers enough of the finished dress area; a token trim may not be sufficient.
- Submit only after every line is satisfied. If the attempt is rejected, use the reopened commission to correct the specific line that remained below target.
This order is useful because it prevents a common diagnostic mistake: trying to raise a style score while the dress is not structurally submittable, or trying to repair quality with accessories that do not affect quality.
Why Dorothy’s quest can reopen after a failed delivery
Dressed Down has a documented retry behavior. A failed submission reopens the commission for another attempt and does not award its rewards until a successful dress is delivered. Seeing the same brief again therefore does not, by itself, prove that the quest is permanently stuck. It is the expected way to correct a failed attempt on that commission.

Use the reopened brief as a diagnostic opportunity. Compare the post-submission values with the target lines and change the category that actually failed. If the panel shows all requirements met before delivery but the game still reopens the commission, note the build number and preserve a record of the values rather than making unrelated changes.
Dorothy’s commission order and prerequisites
Dorothy’s commissions arrive in a fixed order. The completion checklist documents this chain:

The broader progression record contains five story commissions, two pigeon commissions, and one gift commission. The next unfinished main commission appears when no main commission is active. Later briefs remain blocked behind their prerequisites, so starting a later-looking activity does not bypass an unfinished earlier main commission.
When the next commission does not appear
- Return to Dorothy’s commission list and check whether the previous brief is still active or has reopened after a failed delivery.
- Confirm that the previous commission was successfully delivered, not merely assembled.
- Check the fixed order above and identify the first unfinished main commission. A later name cannot appear while an earlier prerequisite remains unresolved.
- Exit and reopen the character or commission screen only after the prerequisite state is clear. This refreshes what is displayed but does not replace a missing requirement.
If the previous brief is complete and no main commission is active, but the next entry still fails to appear, capture the exact state for a bug report: commission name, completed requirement values, whether rewards were granted, and the game build.

Commission outcome affects Dorothy’s friendship separately from quest availability. A successful commission gives +1 friendship; a commission that falls short gives +0.25 friendship. A failed attempt therefore is not the same as receiving the full reward, even when the commission reopens for another try.

Whole friendship stars unlock patterns. The progression summary lists eight commissions, five relationship levels, and twelve pattern unlocks. Do not infer the current relationship level from delivery count alone: read the relationship level on the game’s character screen. Partial friendship from a shortfall can make the visible total differ from what a simple count of completed commissions suggests.
Campaign position and build information
The Dressmaker Guide records game build 410.44874e6 and places Pigeon Adoption at position 10 of 53 in the main campaign. That guide was checked on 27 September 2026. These details matter when reporting a progression problem because rules and quest ordering can change between builds.
Write down the build exactly as shown in your game before contacting support. Include whether the Finish Dress button appeared, which requirement line failed or passed, whether the commission reopened, and whether friendship changed. A report that says only “Dorothy is stuck” cannot distinguish a missing construction step from a failed requirement or an order prerequisite.

What to do when every documented condition is correct
After confirming construction, requirements, accessory placement, and prerequisite order, stop rebuilding the garment at random. Compare your notes with the documented behavior:
- If Finish Dress is absent, the documented construction gate has not been cleared.
- If delivery rejects the dress, one or more requirement categories did not pass at submission.
- If Dressed Down reopens, the game treated that attempt as unsuccessful and withheld the full commission reward.
- If a later commission is absent, an active or unfinished prerequisite may still be blocking it.
- If all of those states are correct but progress does not advance, report a version-specific issue with the build and evidence.
This approach gives you a reproducible diagnosis instead of treating every failure as a missing item. Dorothy’s commissions use several independent checks, and the fastest fix is to test them in the same order: construction, requirement category, submission result, then quest prerequisites.
