The announced projects are Dragon Ball Super: Beerus, an enhanced retelling scheduled for fall 2026, and Dragon Ball Super: The Galactic Patrol, which adapts the manga’s Galactic Patrol Prisoner material. Judging the major manga antagonists by motivation, independence, originality, impact on Goku and Vegeta, and story payoff, the strongest five are Goku Black/Zamasu, Moro, Elec, Gas, and Black Frieza.
This is an editorial ranking, not an official Dragon Ball list. “Villain” can mean a purely evil antagonist, an arc’s principal enemy, or a character temporarily opposing the heroes. That distinction matters most with Granolah, who begins as an enemy of Goku and Vegeta but is manipulated by the Heeters and eventually fights them.

How this ranking defines “best new villain”
The list weighs five qualities rather than simply asking which character is strongest:
- Motivation and point of view: Does the antagonist have a coherent goal, or only a desire to win?
- Agency: Is the character directing events, or being used by someone else?
- Distinctive threat: Do the powers and methods create a problem that ordinary strength cannot solve?
- Effect on Goku and Vegeta: Does the conflict challenge their beliefs, relationships, or fighting habits?
- Payoff and future potential: Does the arc resolve the character effectively, and does the antagonist leave a meaningful possibility for later stories?
The order is therefore about antagonistic quality, not a power-level chart. A character can rank highly while being weaker than another, and a terrifying final reveal can score differently from a fully developed arc villain.

| Rank | Villain | Primary strength as an antagonist | Main limitation |
|---|---|---|---|
| 1 | Goku Black and Zamasu | Ideology, identity horror, and personal stakes | The plan depends on a second version of Zamasu |
| 2 | Moro | Ancient menace with unusual abilities and broad consequences | His arc ultimately returns to a familiar escalation structure |
| 3 | Elec and the Heeters | Manipulation, long-term planning, and political leverage | Elec is less of a direct combat presence |
| 4 | Gas | Immediate physical danger and a costly power-up | His autonomy is reduced by Elec’s manipulation |
| 5 | Black Frieza | Future-threat potential and a decisive power gap | He is a closing manga reveal, not an already-adapted anime arc |
1. Goku Black and Zamasu: the most complete villain concept
Goku Black is Zamasu, a Kai from another timeline who takes control of Goku’s body. The official Dragon Ball character showcase describes his belief that mortals are unworthy of ruling their universe and his intention to destroy them. That premise combines a divine grievance with the face and fighting style of the hero he despises.
Why the identity works
The stolen body is more than a visual twist. Zamasu turns Goku’s image into an argument: if a mortal body can become overwhelmingly powerful, he can claim that mortals are dangerous while using their greatest physical potential for his own crusade. Every encounter forces Goku and Vegeta to confront an enemy who looks like Goku but treats his values as evidence of a cosmic mistake.
Zamasu’s ideology also gives the conflict a point of view. He is not pursuing wealth, revenge, or a tournament victory. He believes his violence is a form of universal correction. That certainty makes him frightening even before the fighting reaches its highest transformations.

The Goku Black conflict is strongest when Black and Zamasu are treated as two expressions of the same idea: one uses Goku’s body, while the other supplies divine authority and immortality. Their partnership creates escalation without making the antagonist a featureless powerhouse. It also introduces a weakness in the concept: the plan requires a counterpart, so the villain’s identity can feel split between two versions of Zamasu rather than centered on one person.
Even with that limitation, Goku Black remains the most memorable new antagonist because his design, ideology, and personal connection to Goku reinforce one another. He is the clearest example of a villain who attacks the heroes’ worldview as well as their bodies.
2. Moro: an ancient threat that changes the battlefield
Moro is the principal enemy of the Galactic Patrol Prisoner Arc. Official character material describes him as a villain who destroyed many planets and recounts his escape from Galactic Prison with Cranberry’s help. Unlike an opponent introduced solely through a martial-arts rivalry, Moro arrives with a history of mass destruction and a threat that extends across worlds.

What makes Moro different
Moro’s defining advantage is not simply a larger supply of energy. His abilities let him drain life and power, turning the environment and other fighters into resources. That changes how Goku and Vegeta can approach a battle: attacking recklessly can feed the threat, while a conventional contest of transformations does not address the underlying problem.

His presence gives the Galactic Patrol a reason to matter and broadens the setting beyond the usual Earth-centered emergency.
Arc importance and adaptation context
Moro’s story is one of the main reasons the Galactic Patrol Prisoner material matters when discussing villains beyond the original television anime. In its January 25, 2026 announcement, the Dragon Ball Official Site said Dragon Ball Super: The Galactic Patrol follows the anime’s Universe Survival Arc and corresponds to the Galactic Patrol Prisoner Arc in the manga. The announcement did not establish a premiere date or streaming service, so Moro should be discussed as a manga antagonist whose anime adaptation has been announced, not as a villain already shown in a broadcast continuation.
Moro ranks below Goku Black because his arc eventually follows a more recognizable Dragon Ball pattern of successive power increases. His unusual energy-draining threat and his effect on the wider universe still make him the strongest non-Zamasu villain in the ranking.
3. Elec and the Heeters: the architects behind the conflict
Elec leads the Heeters, and the official profile presents him as the strategist who manipulates the conflict between Granolah and the Saiyans while using his brother Gas as an instrument. The Heeters are therefore best understood as an antagonistic organization, with Elec as its directing intelligence.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhy manipulation earns a high place
Elec does not need to defeat Goku or Vegeta personally to endanger them. He exploits Granolah’s anger, keeps the truth about the Saiyans and the Heeters’ role out of view, and turns existing trauma into a weapon. The heroes enter the conflict believing they are answering a direct challenge, while Elec benefits from both sides exhausting one another.

This structure gives the arc a different kind of suspense from a straightforward tournament or invasion. The important question is not only who is stronger, but who understands the situation. Elec’s willingness to sacrifice allies, including Gas, shows that his plan values control over loyalty.
Why Elec is ranked above Gas
Gas creates the immediate crisis, but Elec creates the conditions that make the crisis possible. His agency, deception, and long-term planning give the Heeters’ storyline its shape. The trade-off is that Elec is less visually dominant as a fighter, so readers seeking a single battle-focused villain may prefer Gas.
If a list requires individual names, Elec can stand as the representative of the Heeters’ conspiracy. Treating him as separate from that organization without explaining the connection would understate why his antagonism works.

4. Gas: the most dangerous weapon in the Heeters’ plan
Gas is the Heeters’ fighter against Granolah, Goku, and Vegeta. Official arc material says the Dragon Balls empower him, giving him the raw force needed to challenge the strongest warriors in the story. His ranking is built around escalation: the wish makes him stronger, but the advantage comes with a cost that affects his body and remaining time.
Threat without simple independence
Gas supplies the physical urgency that Elec lacks. Once empowered, he can keep pace with opponents who have already surpassed earlier limits, forcing Goku and Vegeta to adapt while Granolah’s own wish and injuries remain part of the crisis. The fight feels dangerous because the power increase is not free; it accelerates a decline rather than creating a stable new normal.
That cost also prevents Gas from being only a generic stronger enemy. His body becomes evidence of the Heeters’ exploitative plan. Elec’s manipulation must remain in view, however. Gas is the instrument of the strategy, and his decisions are shaped by the family hierarchy and the wish that Elec arranges.

Why he does not rank higher
Gas is more effective as a combat threat than as an independent ideological villain. The arc’s emotional and strategic explanations sit primarily with Elec and Granolah, while Gas embodies the consequences. He is therefore ranked below the planner who directs him, even though his battles may be the most physically intense of the five.
5. Black Frieza: the most important unresolved threat
In the official recap of the Granolah the Survivor Arc, Frieza reveals a form he names “Black Frieza” after training in another dimension. At that point, Goku and Vegeta are helpless against him. The scene gives the character an extraordinary power gap and closes the arc on a threat neither hero can immediately answer.
Why the reveal matters
Black Frieza’s appeal comes from timing and uncertainty. Frieza is already one of Goku’s defining enemies, but the new form demonstrates that he has been pursuing growth away from the heroes’ view. The reveal reframes the ending of the Granolah conflict: even after wishes, transformations, and alliances, a familiar enemy can arrive and invalidate the presumed hierarchy in moments.
That makes Black Frieza the list’s strongest future-threat candidate. He has the history to make his return meaningful and the demonstrated power to force a new direction for Goku and Vegeta.
Why a reveal ranks below completed villains
Black Frieza is not yet a fully adapted anime antagonist in the evidence available for this article. His role is a manga reveal at the end of the Granolah material, so there is less completed characterization and payoff to judge than with Goku Black or Moro. Ranking him fifth does not mean he is weak; it reflects how much of his next story remains unresolved.
Where Granolah belongs—and why he is a borderline pick
Granolah is the most important alternative to this five-villain list. He wishes to become the strongest warrior and initially fights Goku and Vegeta because he believes the Saiyans are responsible for the destruction of his people. The official profile makes clear that the Heeters manipulate his understanding of the past. Once he learns that they are the true enemy, he turns against them.

Under a broad definition, Granolah is an antagonist for a substantial portion of the arc. Under a strict definition of “villain,” he should not replace a character whose central role is to pursue the heroes or exploit others. Calling Granolah simply evil erases the reveal that drives his change of allegiance.
Readers who value character perspective over villainy can replace Elec or Gas with Granolah and label him a conflicted antagonist. Readers who want five clear villains should keep the ranking above and explain why the Heeters’ conspiracy supplies two entries.
What “Dragon Ball Super 2” means for the anime timeline
The phrase “Dragon Ball Super 2” is not the official title of either announced project. Toei Animation’s May 11, 2026 announcement describes Dragon Ball Super: Beerus as a revised and enhanced edition with added and redrawn cuts and a reconstructed narrative, scheduled to begin in fall 2026. It is a retelling-era project, not confirmation that the later manga arcs featuring Moro, Gas, or Black Frieza have already aired.

The Dragon Ball Official Site’s January 25, 2026 announcement identifies Dragon Ball Super: The Galactic Patrol as a project following the original anime’s Universe Survival Arc and associates it with the manga’s Galactic Patrol Prisoner Arc. No release date or streaming service was confirmed in that announcement. The safest way to discuss the villains is therefore to separate the manga chronology from the announced anime projects.
Best reading companion for the Granolah-era villains
The official Dragon Ball site announced on March 3, 2023 that Japanese collected Dragon Ball Super Volume 20 contains the final chapters of the Granolah the Survivor Arc and begins the Super Hero Arc. That makes Volume 20 a useful context point for Gas and Black Frieza, with a major manga-spoiler warning. The announcement does not establish current stock, price, or a particular English edition, so those details should be checked with an authorized bookseller at the time of purchase.
Final ranking at a glance
- Goku Black/Zamasu: the best blend of ideology, identity-based horror, and direct impact on Goku.
- Moro: a planet-threatening, energy-draining antagonist whose arc expands the setting and the role of the Galactic Patrol.
- Elec and the Heeters: a manipulation-driven conspiracy that makes information and betrayal as important as strength.
- Gas: an exceptionally dangerous empowered fighter whose power comes at a visible cost, but whose agency is limited by Elec.
- Black Frieza: the most consequential unresolved threat, ranked lower only because his next full arc remains unknown.
The ranking changes if “best” means strongest, most tragic, or most likely to headline the next anime story. On the criteria used here—motivation, agency, distinctiveness, effect on the heroes, and payoff—Goku Black and Zamasu remain the most complete new villain concept, while Black Frieza has the greatest potential to change the future of the series.
