Start with this diagnostic checklist
Before changing anything, record:
- The exact program: Does the dialog name Outlook, an Office executable, or another application?
- The full message: Note whether it says the file is missing, could not be loaded, or is not designed to run on Windows.
- When it happens: Did the problem begin after an Office update, repair, antivirus quarantine, disk problem, cleanup utility, or interrupted uninstall?
- Office architecture: Check whether the affected Office installation is 32-bit or 64-bit.
- File location: If a copy exists, right-click it, choose Properties, and record the path, version, and Digital Signatures information.
Do not assume every Windows computer should contain this file. Microsoft records identify dumpster.dll as the Outlook Deleted Item Recovery Client Extension, an old Outlook/Office component. Fix 1: Repair the installed Office package
This is the best first fix when Outlook itself displays the error. Office Repair checks the installed product and restores missing or damaged private files from the appropriate installation source.

Windows 11
- Close Outlook and every Office application.
- Open Start > Settings > Apps > Installed apps.
- Find Microsoft Office or the installed Office product.
- Select the three-dot menu beside it.
- Choose Modify.
- For Click-to-Run Office, select Online Repair > Repair.
- Follow the prompts and restart Windows when finished.
Windows 10
- Close all Office applications.
- Open Start > Settings > Apps > Apps & features.
- Select Microsoft Office.
- Click Modify.
- Choose Online Repair > Repair for Click-to-Run Office.
- For an MSI-based installation, choose Repair > Continue.
- Restart the computer and launch Outlook.
Microsoft documents these paths in its Office application repair instructions.
Test the same action that previously produced the error. If Outlook opens normally and no loader message appears, the repair restored the correct Office files or repaired the component registration and installation state.
If Repair is unavailable, fails immediately, or reports that the installation source cannot be found, continue to the legacy Office section below. Do not copy a DLL into System32 as a substitute for a missing installation source.

dumpster.dll is associated with legacy Outlook releases, and Office 2007 is no longer supported. Microsoft says Office 2007 installation requires the original installation media and product key.
- Insert the original Office 2007 disc or connect the legitimate installation media.
- Open the media in File Explorer.
- Run
SETUP.EXE. - Enter the product key when requested.
- Select the repair or reinstall option offered by Office Setup.
- Complete setup, restart Windows, and test Outlook.
Use Microsoft’s Office 2007 installation guidance for the supported setup process.
Do not install a file taken from a different Office generation. Microsoft records show different Outlook releases with different file versions and sizes, so a file that happens to have the same name may still be incompatible.

If the disc is damaged or the product key is unavailable, migrating to a supported Office release may be more practical than trying to reconstruct one isolated legacy component.
Fix 3: Check whether antivirus quarantined the file
Security software can remove or quarantine an Office DLL after a false detection or after the file has been altered.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
dumpster.dllor the Outlook installation directory. - Do not restore the file automatically.
- Check its original path, publisher, signature, and relationship to the installed Office build.
- If the file clearly came from a trusted, digitally signed Office installation and the detection is a false positive, follow your security product’s approved restore and exclusion procedure.
- Otherwise, leave it quarantined, run a full scan, and repair Office instead.
A copy in an Office directory is more plausible than one in a random user-writable folder. A file found in a temporary folder, download directory, or unusual application path deserves additional malware investigation.
Fix 4: Verify the path, architecture, and file properties
A 32-bit Outlook component is not interchangeable with an arbitrary 64-bit DLL. On 64-bit Windows, legacy 32-bit Office commonly resides under C:Program Files (x86) or a Microsoft Shared Office directory, while 64-bit Office usually uses a different program path.
To inspect a file:
- Open File Explorer.
- Browse to the path named in the error, if one is provided.
- Right-click
dumpster.dlland select Properties. - Check the General and Details tabs.
- Open Digital Signatures if present.
- Confirm that the path belongs to the affected Office installation.
- Compare the installed Office generation and bitness with the executable that raises the error.
Microsoft’s Outlook 2007 record identifies an x86 example as version 12.0.6650.5000, with a file size of 34,208 bytes. That is evidence for one Microsoft-serviced Outlook build, not a universal replacement specification.

If the error says the file is “not designed to run on Windows” or “contains an error,” interpret that as a likely corruption, architecture mismatch, or mismatched binary. It does not prove that the file belongs in Windows.

Fix 5: Use DISM and SFC only for possible Windows corruption
DISM and SFC repair protected Windows components. They are useful after a disk problem or broader Windows corruption, but they are not general Office-file downloaders and may report no problem when a private Office DLL is missing.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows and test Outlook again.
Microsoft explains this order in its System File Checker guidance.
If DISM or SFC reports repairs, retest the original Outlook action. If both complete successfully but dumpster.dll remains missing, return to Office Repair or reinstall the matching Office release.
Repeating SFC without recording what changed is rarely useful. If you regularly need to hunt through component versions and cannot tell whether the manual repair changed anything, Outbyte PC Repair can provide a scan showing reported problems; its full version performs the repair, but repairing or reinstalling the affected Office program remains the definitive fix for this application-specific DLL.
Fix 6: Use System Restore after a recent system change
System Restore is appropriate when Outlook worked recently and the failure began immediately after an update, cleanup operation, driver installation, or other major change.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Let Windows restart and complete the operation.
Microsoft also documents this through Control Panel > Recovery > Open System Restore in its System Restore instructions.
System Restore may roll back an Office change, but it is not guaranteed to restore a private Office file. If the error remains, repair the Office installation.
Do not repair this with drivers, runtimes, or Windows Features
dumpster.dll is not identified as a driver. Device Manager cannot restore it, and enabling a Windows Feature is not a logical fix for an Outlook component.
Do not install Visual C++, DirectX, or .NET unless the error separately names a missing dependency from one of those products. Do not update graphics, chipset, or storage drivers as a response to this filename alone.
If the same error also names a genuine device driver or another hardware component, update that separate component through Settings > Windows Update > Advanced options > Optional updates, or through the hardware manufacturer’s official support path. When manually checking many driver versions is the actual problem, Outbyte Driver Updater can scan for reported driver issues; its full version installs drivers, but it will not replace the need to repair the Office installation that owns dumpster.dll.
regsvr32 dumpster.dll is also generally inappropriate. regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer; it does not download missing files or repair Office. Microsoft documents its purpose in the regsvr32 command reference.

Why random DLL downloads are unsafe
Avoid DLL download sites websites and random file mirrors. A replacement may contain malware, belong to another Office release, use the wrong architecture, or simply fail to match the dependencies expected by Outlook. Copying it into C:WindowsSystem32 or C:WindowsSysWOW64 can also create version conflicts and does not make Outlook load the correct private component.
The safe sources are:
- Office Repair using the installed Microsoft Office product
- Original Office setup media and a valid product key for Office 2007
- A supported Microsoft Office installer for a replacement installation
- A verified file restored by your organization’s approved backup or endpoint-recovery process
Manual copying is defensible only as a controlled recovery operation from the same verified Office build, into the original Office directory, after backups and malware checks. Repair or reinstall is preferable.
If Outlook still fails after repair
Record the following before contacting support:
- Exact error text
- Executable named in the dialog
- Full path shown for
dumpster.dll - Office product and release
- 32-bit or 64-bit Office architecture
- Windows version and architecture
- Whether the issue began after an update, quarantine, repair, uninstall, or disk failure
- Relevant Event Viewer details under Windows Logs > Application
Test with a new Outlook profile only after repairing Office. A broken profile can prevent Outlook from starting correctly, but it does not normally explain a genuinely missing DLL.

Repair the exact Outlook/Office installation that displays the error. For an unsupported Office 2007 setup, use the original installation media and product key, or replace it with a supported Office installation.
